FA8232-16-R-3018 Question Set 1
1. Wing inspection will be performed when a wing fails the aft spar corrosion inspection mandated by TCTO #2641, OR regardless of TCTO #2641, wig inspection will be performed after removing upper skin per TO 16W9-13-3.
Regardless of TCTO #2641, wig inspection will be performed after removing upper skin per TO 16W9-13-3
2. Provide drawing 16RB098, and 16RB2004 Drawings are available upon request.
3. TCTO 1F-16-2655, 2672, 2675, 2679, 2643, 2745, 2755, 2647, 2677, 2676 in PWS Para 1.14.17are for F-16 Block 30 (Pre-block).
Please confirm that these TCTO’s are not applicable for Block 40/50 and they are not required to be proposed.
The new contract will be for pre and post block aircraft. Please propose on all of the TCTOs.
4. Regarding to PWS Para 1.14.17.6 Helmet Mounted Cueing System (HMCS) is already incorporated to F-16s deployed at Kunsan/Osan/Misawa AFB through the Common Configuration Implementation Program (CCIP).
PWS Para 1.14.17.6 reads HMIT for F-16, and is this mean incorporate HMIT system into the F-16 already incorporated with HMCS?
The HMIT modification would be for pre-block aircraft which do not all have the HMIT system installed.
5. According to the “Pricing Attachment”, First period of the contract is 1 Sep 2017 - 30 Sept 2017. So, Total period of the contract is 4 years and 1 month.
The attachment was updated and was posted March 3. The ordering period is anticipated to be 60 months with a period of performance starting 1 July 2017. If the contract is awarded later, the dates will not shift and there may be a shorter ordering period. The period of performance may extend beyond the ordering period depending on when the final order(s) are placed and the duration (for example, an order placed 1 Jun 2022 would most likely last longer than 30 days and the period of performance would last longer than the ordering period).
6. Solicitation is issued on 1st of March and offeror requires to submit the proposal until 10th of Apr … we would like to extend the due date till 25th of Apr (15 days extension).
The solicitation has been extended until 25 April 2017 at 2:00PM MDT
7. Previously, we received the answer for HG2 configuration from your side as below.
“PACAF aircraft do not have this configuration. HG2 is an extension of HG1 with more external surface areas covered with the coating and FMS-2026 applied as a top coat. This is in the -23 TO you have.”
However, We found many HG2 and FMS-2026 requirement on the RFP.
Do we need to review and propose the price for HG2 and FMS-2026?
No. While the PACAF planes do not have this configuration, there is a chance that you will work a plane with the HG2 requirement. The plane would be painted by the depot contractor as directed in the task order and HG2 and FMS-2026 would be applied by the unit after the plane is returned.
8. CLIN 46, 47, 48 need to be clarify what difference is.
We are confused how to estimate the M/H and price.
- CLIN 46, Phase Inspection, FFP with repair proposal Please propose the price in accordance with PWS 1.14.11 including, if needed, the proposal to fix any needed repairs discovered during the inspection.
- CLIN 47, Phase Inspection Repair based on proposal This price will not be provided during the proposal process (the pricing attachment has been updated). The proposal provided under CLIN 46 will be evaluated, negotiated if necessary, and funded based on the material costs and utilizing the over and above rates established under CLIN 0003 similar to the process for drop-in maintenance under CLIN 0043.
- CLIN 48, Phase Inspection O&A CLIN 0048 pricing will also not be provided during the proposal process. This CLIN will use the same rates as CLIN 0003 and will be funded as needed when a phase inspection is needed. The Phase O&A is provided under a separate CLIN because the funding comes from a different source and the Air Force needs to keep the funding separate.
9. Please provide RFP attachment 6. RTM (Requirement Traceability Matrix) for reference.
(reference Section L, 12 Page 2)
Attached and posted to Amendment 0002
10. Please clarify "Pricing Attachment" as attached in the RFP package can be used as TEP (Total Evaluated Price) table or there is a separate TEP table to be provided.
(reference Section L.31.B.(6) Total Evaluated Price (TEP) table page 10)
The Pricing Attachment will be used to calculate the TEP – updated in Amendment 0002
11. Is "LCS(local cost sharing)" applied to this program?
(reference RFP, Model Contract page 5)
No
12. '- Section L. 6. E. (1). ** ~to have a capable depot in place within 60 days of contract award date.
- Section M, page 4, B (1), ** : ~ within 90 days of award
Please clarify which provision needs to be followed.
13. Does CLIN 0003 O&A need to be proposed with T&M rate as instructed at Section L.31.B.(6).A. or with ceiling price as indicated at Section B.
If ceiling price is required, please provide with the ceiling hours i.e. maximum O&A or O&A limit (reference RFP CLIN 0003 O&A page 3 Section L.31.B.(6).A. page 10)
Propose a fully burdened labor rate for CLIN 0003 (which will also apply to 0043, 0047, and 0048 – see new Pricing Attachment). The ceiling price will apply to awarded orders – the Government will provide a set amount such as $10,000 on an order that will be used for over and above tasks at the rate that has been awarded.
14. Please advise on the Liquidated Damage provision for this program.
(reference RFP General, Liquidated Damage)
None
15. Please advise on the Warranty provision for this program (RFP General, Warranty)
None
16. Does the Government plan to have a site visit for the source selection?
(RFP General, Site visit)
As per Section M.6 Page 1 the Government may conduct site visit(s). This will depend on proposals and funding for the team(s).
17. Are Materials like paint (RAM, HG) provided as GFM?
(RFP General, GFM)
Most GFM is ordered through the CAVAF system. However, paint (RAM and HG) is ordered by the awardee and paid for by the Air Force through an established account.
18. Does each task (each CLIN) have established days for the completion of tasks or does the offeror need to propose completion days or schedule for each task?
(RFP section B, completion days)
In the past, the Air Force has asked for completion days for each task. However, the over and above work has constantly interfered with those dates. The contractual delivery date will be twelve months from date of award for each order with the expectation that the plane will be available for retrieval when the work is complete. The contractor is expected to provide an expected delivery date to the program manager as each plane is scheduled and awarded.
