About this file
This is a Questions and Answers document for the Wagner Paint Proportioner solicitation (FA8227-26-Q-1003) issued by the Department of the Air Force Materiel Command Air Force Sustainment Center. The document clarifies contracting and maintenance requirements for paint proportioner equipment maintenance services at a government facility.
The solicitation requires maintenance services for one 3K Smart paint proportioner machine and three FlexControl Plus paint proportioner machines. Preventative maintenance is divided into monthly, quarterly, semi-annual, and annual CLINs (0001-0004), with contractors required to include costs for replacing "as necessary" items as specified in Appendix D. Monthly maintenance includes replacing inline fluid filters only, without replacement of fluid lines. Unscheduled and emergency maintenance (CLINs 0005, 1005, etc.) should be priced as dollars per hour rates for both contractor-provided unscheduled maintenance and Original Equipment Manufacturer (OEM/Wagner) support. The government anticipates requiring OEM support approximately six times per year for eight hours per session. Contractors may request that the government coordinate OEM manufacturer visits through 309 MXSS supervision or the Contracting Officer's Technical Representative, with all coordination and scheduling responsibilities assigned to the contractor.

15617 – Wagner Paint Proportioner Solicitation Questions & Answers
1. To clarify one question regarding the monthly maintenance. Should the PWS read change all paint gun fluid lines and replace inline fluid filters? Fluid and line filters are to be replaced. Replacement of fluid lines is not required under monthly maintenance.
1. Will we have a separate clin for this or would the contractor be responsible for paying for the manufacture to come to the location if requested? “309 MXSS supervision or TPOC can request that the contractor contact the original manufacturer to send out a representative to assess and perform maintenance on equipment. The contractor shall coordinate and schedule the OEM visit with the 309 MXSS supervision or TPOC.” CLIN 5, 1005, etc. (unscheduled/emergency maintenance) captures contractor unscheduled maintenance and OEM (Wagner) support. Your bid should be in dollars per hour for each, if possible. Government need for OEM support is expected to occur 6 times per year for 8 hours each.
1. We’re looking for some clarification on CLINs 0005, 1005, etc. Unscheduled/Emergency Maintenance with a qty of 2,000,000. What type of rate/unit etc. are you looking for in response? Your bid should include two rates, dollars per hour for unscheduled maintenance and dollars per hour for OEM (Wagner) support, if possible. Government need for OEM support is expected to occur 6 times per year for 8 hours each.
1. Also, for CLINs 0001, 0002, 0003, 0004, etc. Preventative maintenance monthly, quarterly, semi-annually, and annually, we need some clarification in reference to the PWS. It lists different services needed for the 3K Smart or FlexControl Plus Machines. Where there is only one 3K Smart machine and three FlexControl Plus (operational),as listed in Appendix B, is the intended purpose of Appendix D to service only the machine listed, or are those services required for both the 3K Smart and FlexControls? Is it possible to get more detailed information of the parts and quantities required. For instance, the PWS does not have any information on what pumps, tanks, filters, etc. are tied to the Paint Proportioners in Appendix B. Where some parts are also listed (as necessary) are the cost of those not to be included in the offer? Only the operational machines shall be maintained under preventative maintenance (1ea 3k smart and 3ea flex control plus machines). Only the items listed in Appendix D shall be accomplished under preventative maintenance. The contractor should include the cost of replacing “as necessary” items in their proposal in case those items need to be replaced.
