PAO CHILLER
Statement of Work (SOW)
Abstract Statement of work detailing project Polyalphaolefin (PAO) chiller system addition for 309th Software engineering group (SWEG) – Building 1515
HAFB, UT

1. General Requirements
1.1 The contractor shall provide a TURNKEY solution for all areas of the project. When this project is complete and ready for final inspection, it shall meet all pertaining codes and government specifications specified herein. (Turnkey - of or involving the provision of a complete product or service that is ready for immediate use.)
1.2 The contractor shall perform the service required after coordinating with Facility Project Manager (PM).
Normal working hours are 0700 to 1600 Monday through Friday. Saturday work is only available with prior approval. No overtime costs shall be allowed. Some work may be required to be performed outside of normal working hours.
1.3 The contractor shall comply with UFC 1-200-01 (Edition in effect at award), IBC Codes, NFPA Codes, NEC Codes, International Mechanical/Plumbing Codes, Hill AFB design standards, ASHRAE Standards, AWWA, the 75th CS TAB K, dated 1 April 2010 and all manufacturers recommend installation, start-up and operation instructions.
1.4 The contractor shall provide design justifications for materials used for distribution piping. Stainless steel piping shall not be used for pipe distribution system if copper would perform just as well. Stainless steel piping will be considered as an option if other options are more likely to leak
1.5 Contractor shall provide Safety Data Sheets (SDS) for all Hazardous Materials (Hazmat) used.
1.6 Contractor shall provide hard and soft copies of design files which shall be considered government property upon delivery, and can be used for government purpose rights (CDRL A001).
Submittals Required: Complete to scale, ¼” equals a foot. Engineered and stamped designs for PAO Chillers, pumps, all associated piping for PAO distribution, and piping for chilled water. Approval required from 309th SWEG Facilities Engineering before construction. (CDRL A001,A002)
1.7 All wall penetrations shall follow current ICD705 guidance, and shall be authorized by physical security Government special access program officer (GSSO) and or Information Security officer (ISSO) at time of publication.
1.8 The contractor shall not tamper or damage fiber optic cabling during installation and remain fully functional at all times. If any fiber optic cabling is damaged, the contractor shall notify the 309th SWEG engineering group immediately, and the cable shall be repaired immediately. Additionally, the Government may pursue legal action against the contractor for any lost work or delays to the Government resulting from damaged transmission lines.
1.9 Any equipment that is moved to create space for any portion of this project must function properly after being moved. The contractor will be responsible to repair any equipment that is damaged during relocation or does not function properly after being relocated. All equipment will be assumed to be working properly before relocation, unless identified beforehand.
1.10 The main lines that distribute PAO in the hallways shall be provided with a warranty from leaking for a period of 5 years after Government inspection and acceptance of the equipment. Equipment and piping in mechanical rooms and labs shall be provided with a warranty for a period of 1 year after Government inspection and acceptance.
1.11 Work area must be properly cleaned and maintained, it is the contractor’s responsibility to remove waste generated by this project. Facility dumpster usage will be allowed for day to day refuse, larger waste will not be allowed in HAFB dumpsters, and must be removed from site by contractor at the end of each workday.
1.12 This document describes (4) manifolds in rooms 263, 265, 185, and the fourth for future growth. The location for the fourth manifold will be determined during installation. The manifolds described are new equipment, designed to be low-profile wall-mounted PAO control centers that provide independent flow, pressure regulation, and specifically tailor the pressure and/or flow parameters for each cooling node. They display chilled water inlet and outlet pressure and temperature, PAO inlet and outlet pressure and temperature, and they contains the pump status screens. Every manifold contains requisite pressure regulators, aircraft quick-connects, valves and maintenance shut off valves. Every unit is equipped emergency shutoffs that sever power to the operational pump. With the exception of emergency stops, only the manifold in room 263 has the capability to power the pump skids on and off. Pressure regulation is required at each manifold such that it can be adjusted depending on the equipment connected to the system.
This will prevent over pressurizing and damaging F-22 Primary Mission Equipment (PME or System Test Equipment (STE).
1.13 New PAO supply and return lines shall replace existing supply and return lines and connect the newly designed manifolds to the PAO distribution blocks in rooms: 263, 264, 265, 273, 274, 275, and 185. The manifolds shall have Parker-Eaton Aeroquip 3200 Series Aircraft Fittings QDs installed on the PAO distribution blocks and manifolds. The Parker-Eaton Aeroquip 3200 Series Aircraft Fitting style is noted in Appendix C.
1.14 Contractor must provide driver’s license number, driver’s license issuing state, name, and birthday for any personnel that will be performing work on site, at least two weeks in advance of arrival date given to 309th SWEG Facility Engineering group. Any exception to this policy shall be upon the government’s discretion and not be considered as an establishment of a precedent.
1.15 Contractor shall schedule working days at least two business days in advance. Any exception to this policy shall be upon the government’s discretion and not be considered as an establishment of a precedent.
1.16 If contractor does not show up to agreed upon location within 15 minutes of appointment they will not be allowed to work that day. Any exception to this policy shall be upon the government’s discretion and not be considered as an establishment of a precedent.
1.17 Contractor shall stay with an escorting official at all times when in classified areas.
1.18 Any personnel working on site shall wear high visibility vests or shirts.
2. Contractor Requirements
2.1 Contractor must be compliant with the following guidance: Intelligence Community Directive (ICD 705), Joint Special Access Program Implementation Guide (JSIG), and National Security Council Instruction
(NSCI) 7700.
2.2 Contractor shall provide a full technical documentation package to include, but not limited to: Piping Details, Fabrication Drawings, General Arrangement Drawings, Instrument Locations, Panel Drawings, Equipment Lists, Layouts, Wiring Diagrams, Grounding Details, and Building Modifications.
2.3 Contractor shall provide an Equipment Technical Manual. (CDRL A001) The Equipment Technical Manual content shall include detailed operation and maintenance information covering: overall description of the equipment, descriptions of operating controls and indicators, operating instructions, general and detailed principles of operation, preventative and corrective maintenance procedures, replaceable parts lists with supporting engineering drawings/diagrams/figures.
2.4 Contractor shall provide a completed Statement of Volatility Worksheet for any and all electronic components that have data storage capability and/or removable media. The Statement of Volatility Worksheet will be provided to the Vendor.
2.5 Anyone working on site must be a United States Citizen and have no felonies.
3. Technical Requirements
3.1 The pump and chiller equipment shall be no larger than 121 sq. ft. and must be able to fit through double doors measuring 84 in. tall and 70 in. wide in the second floor mechanical room of building 1515.
3.2 Existing facility Glycol chilled water shall be used as the cooling medium. A supplemental refrigeration system may be used if required.
The system shall be a redundant chiller design, comprising of pump skid A and pump skid B. Pump skids A and B must stay connected to power, chiller water plumbing, PAO oil plumbing, etc. The new chiller design will require a human to manually reposition the systems water and PAO fluid flow control and position electrical switches in the utility room from pump skid A to pump skid B and vice versa.
3.3 Each of the (4) manifolds must be capable of providing 20 GPM at 105 PSI simultaneously, after parasitic losses have been factored.
3.4 Each manifold must be adjustable from 0 PSI to 105 PSI, and 0 GPM to 20 GPM.
3.5 Chilling capacity must not exceed 3 degrees the facility chilled water temperature.
3.6 Each manifold must behave as independently cannot be affected by the flow, pressure, or temperature of adjacent manifolds connected to the same system.
3.7 All PAO and water supply lines must be insulated. All lines connecting the manifolds to the pump will be stainless steel hard lines. All chilled water lines will be hard lines.
3.8 Each manifold shall have an independent, quickly accessible, manually operated shut off valves.
Location will be decided by the customer during installation.
3.9 The system shall start with a single action on the control panel (i.e. button press or switch flip).
3.10 The system shall stop with a single action on the control panel (i.e. button press or switch flip).
3.11 The system shall have an emergency stop function.
3.12 The system shall have a user programmable PAO temperature set point.
3.13 The system shall have a safety and alarm system with the following alarms to protect the PME cooling loop on each of the (4) manifolds and each of the (2) pump skids:
A. High Pressure Functionality - If the PAO supply pressure is above 150 psi then the chiller shall shut down without delay and trigger a visual and audio alarm on the remote control panels and at the chiller.
B. Low Pressure Functionality - If the PAO supply pressure is below 25 psi then the chiller shall shut down without delay and trigger a visual and audio alarm on the remote control panels and at the chiller.
C. High Temperature Functionality - If the PAO temperature is above a user specified and adjustable temperature then the chiller shall trigger a visual and audible alarm on the remote control panels and at the chiller.
D. Fluid Reservoir Level - If the reservoir level drops below a safe level then the chiller shut down without delay and trigger a visual and audible alarm on the manifold remote control panel screens and at the chiller.
E. Spill and overfill alarm indication will be displayed on each manifold control screens.
F. Variance from user specified temperature – user shall be able to adjust a variance specification for the allowable temperature tolerances from the user set point. If temperature is outside of the adjusted tolerance for more than 3 minutes then the chiller shall trigger a visual and audible alarm on the remote control panels and at the chiller.
G. Any alarm condition shall be able to be reset and silenced from the chiller or remote control panels. When an alarm is reset, the visual and audible cues shall cease.
H. The user shall have the ability to view the chiller PAO input pressure, PAO output pressure, chilled water input pressure, chilled water output pressure, PAO input temperature, PAO output temperature, chilled water input temperature, chilled water output temperature, PAO output flow, and PAO input flow via the remote control panels and at the chiller.
3.14 The safety and alarm system shall distinguish what alarm(s) was triggered.
3.15 The safety and alarm system shall retain a user accessible, time stamped log of alarms.
3.16 The mechanical room equipment installation shall have an internal, drainable spill containment system.
3.17 The mechanical room equipment installation shall have an access point through the 2nd floor to drain the spill containment system into an external container such as a 55 gallon drum, which shall be located downstairs. Spill containment must be designed to contain the potential fluid in the system and oil contained in the skid reservoir in operation. The drain system will contain a valve and be properly marked downstairs where spill collection containers are located.
3.18 The system shall have the ability to continuously separate water from the PAO fluid utilizing a PALL Filter.
3.19 Pro-Press fittings shall not be used anywhere on the system
3.20 Four additional connections shall be built in to the PAO distribution system. Connections shall have supply and return shut-off valves and be caped. Locations to be determined by 309th SWEG Engineering group during construction.
3.21 Approximate flow velocity calculations shall be provided before commencement of installation. Industry flow velocity standards will be followed.
3.22 IAW Base Facility Design Standard, Hill AFB, 7 Aug 2019, chiller system and pumps must be properly braced to prevent damage during an earthquake. See appendix C.
3.23 Chiller and pump equipment system must be mounted on vibration isolation system.
3.24 Chiller system must have an expansion capability that allows the user to upgrade the system in the future
3.25 Aerospace grade fittings (Eaton Aerospace or approved equivalent) must be used at points where hoses connect and disconnect. See appendix C. All other portions shall be run in permanent hard line.
3.26 The vendor shall provide new flexible stainless steel braided lines to each sensor manifold nodes sized appropriately.
3.27 In addition to the regulator, ball valves shall be installed at every manifold supply and return line to physically control PAO distribution.
3.28 Chiller and pump must have a lift or screw-jack mechanism to put in place. System design must also incorporate casters to accommodate movement of the system.
3.29 Each chiller Skid shall be a fully independent, self-contained chiller unit capable of delivering 20 GPM, 105 to 110 PSIG, and chilled PAO fluid to each of the (4) manifolds. Connections to the facility must be independent valves and include Parker-Eaton Aeroquip 3200 Series Aircraft Fittings/QDs where feasible.
Chiller connections must be accessible and removable for equipment change-outs.
3.30 Pumps shall only be turned on in ONE location in room 263, not at every manifold. The precaution is required to avoid unintended test disruptions.
3.31 System shall have a PALL filter to remove the water from the PAO.
3.32 System shall have shoring and a drainable oil splash basin.
3.33 There shall be a pressure regulator at each manifold (PSIG)
4. Facility Requirements:
Electrical:
4.1 Contractor shall label all utilized breakers.
4.2 Contractor shall size wires properly according to current NEC standards.
4.3 Contractor shall move Variable Frequency Drive (VFD) R03114, and R03115 currently located in second floor mechanical room to new location out of the way of the PAO pump and chiller.
4.4 Contractor shall provide two new VFD’s to control the operation of the pumps being provided by contractor. Provided VFD’s must be appropriately sized Trane VFD’s or approved equivalent.
4.5 VFD’s mounting location must be approved by facility engineer before permanently mounted.
4.6 Contractor shall utilize emergency power in motor control center (MCC) located on the South west corner of second floor mechanical room to power pumps, and chiller. The specified MCC is 3 phase 480 VAC.
4.7 Preferred motor voltage 480 VAC unless otherwise approved by facility engineer.
4.8 Control systems shall be on their own dedicated breaker.
4.9 Any cabling or wiring shall be installed in appropriately sized Electric Metallic Tube (EMT) Conduit, according to current NEC specifications.
4.10 EMT shall be mounted according to current NEC specifications.
4.11 All control lines for this project shall utilize fiber optic cable if possible. Any copper wiring shall have a non-conductive break in the conduit when penetrating through a wall. This can be accomplished by using PVC through the wall and EMT for every other portion of the cable run.
General:
4.12 Provide and install all material to construct overflow basin for PAO chillers and pumps.
4.13 PAO distribution piping must be mounted above drop ceiling. If distribution piping cannot be mounted above drop ceiling due to existing infrastructure this must be made known before contract is awarded.
4.14 Any ceiling damage cause by installation must be repaired with approved equivalent.
4.15 Contractor shall submit full design for equipment and piping network within 30 days of contract award for approval by facility engineer. (CDRL A001,A002)
4.16 Any changes/addendums, modification etc. to the original SOW must be approved by the Contracting Officer; no other parties have approval authority.
4.17 Contractor shall maintain a clean work area and free from safety hazards throughout the entire length of the project.
Paint/Finish:
4.18 Any damage to paint must be repaired using 1 coat primer 2 coats paint and shall match existing paint.
4.19 After removal of conduits, boxes, equipment, etc., the contractor shall patch, paint, and repair all wall and ceiling finishes to match existing building décor. This will be evaluated for each area, contractor shall match finish or repaint surfaces to a corner or joint.
HVAC:
4.20 Contractor shall utilize chilled water system located in FY06 section of building 1515 to cool the new PAO equipment. (first floor see figure-3 in Appendix)
4.21 Contractor is responsible for the material, equipment, and labor to provide chilled water from the chilled water system to the new PAO equipment.
4.22 Chilled water piping shall be insulated.
4.23 PAO piping shall be insulated.
4.24 Chilled water piping must be appropriately sized to provide enough chilled water to PAO system.
Plumbing:
4.25 Contractor shall modify the existing natural gas pipe and existing backflow preventer as necessary to accommodate PAO equipment. Shortened gas pipe shall include a valve and a sealed cap.
4.26 Contractor shall relocate Overflow drain line to the outside of provided area for PAO system.
4.27 If allocated space is not sufficiently sized for PAO chiller system, contractor shall propose alternate solution before contract is awarded.
Demolition:
4.28 All material and equipment that is relocated in the course of this project shall be removed in a manner that is aesthetically pleasing. Equipment relocation shall be authorized and examined by facility engineer before and after relocation.
5. (Optional) Preventative Maintenance:
5.1. Contractor shall provide scheduled maintenance on the system as identified below:
5.2. Any part numbers specified in this post work requirements can be adjusted based on system design. For Example, we do not need spare parts that will not fit this system. This spare parts list was taken from GTE’s design of the Pt. Mugu system, and will have different parts and filters. The parts listed on this request must be filled by an item providing the same function (if applicable on this system) not necessarily the same part.
5.3. Provide “Hotline” support for any unscheduled maintenance which can be performed by government personnel.
5.4. Provide on-site support for more complex issues
Response time to be within 3 calendar days
On-Site support.
5.5. Any deficiencies identified during scheduled maintenance maybe corrected as an unscheduled maintenance.
5.6. Software/Hardware upgrades may be performed under unscheduled maintenance.
5.7. Contractor shall provide detailed test/maintenance/calibration results in hard and soft copies.
5.8. Maintenance Schedule:
Every three months
• Perform general inspection of all associate equipment for signs of wear and/or corrosion
• Replace Filters F-1, F-2 and F-3
• Replace purification unit (PALL) air breather element
• Replace Coalescing filter on purification unit (PALL) (P/N AA4463F1)
• Inspect V-Belt (P/N PA0044D2154) and replace if wear is found.
Every six months
• Replace Filters F-1, F-2, F-3
• Replace coalescing filter on purification unit (PALL) (P/N GC00273FG158H)
• Inspect and clean inlet Y strainer
Every twelve months
• Replace Vent filter on purification unit (PALL) (P/N VC-00165-F16W7)
• Check PT-21, PT-22, PT-110, PT-111, PT-210, PT-211, PT-310 and PT-311 for correct calibration. If greater than 5 PSIG difference, replace unit.
• Check TT-41, TT-42, TT-121, TT-122, TT231, TT-232, TT330 and TT-331 for correct calibration. If greater than 2 degrees F difference, replace unit and return failed units to OEM for Re-Calibration.
• Check FT-10, AT-51 and MT-52 for correct calibration. If out of calibration, replace unit and return failed units to OEM for Re-Calibration.
• Inspect hoses for cracks or signs of wear, replace as needed.
• Inspect all connections Inspect all connections for drips or leaks. If found replace Viton O-rings with same.
