1. GENERAL INFORMATION

1.1 SCOPE

This Statement of Work (SOW) is dedicated to the F-22 Tier 2 Parts Racks & Horizontal Stabilator (HS) Dollies. This SOW identifies equipment manufacture to be performed by the contractor. The purpose of this SOW is to specify the technical requirements for the described work. Five Tier 2 Racks shall be built in total with a prototyping period to be allowed after the first delivery. Also, four total HS Dollies shall be built in accordance with the requirements in the Performance Specification (Appendix A)

1.2 BACKGROUND

The F-22 depot facility needs to acquire new and improved tier 2 racks that will no longer damage airplane coatings. These racks are used to store and provide a work location for flight control surfaces that are removed from the F-22 during maintenance operations. The requirements and specifications for these new racks will be listed in the Performance Specification Appendix (Appendix A).

The F-22 depot also needs to acquire new HS dollies to replace old and worn units currently in use. These dollies are used to transport the F-22 HS to other areas during maintenance operations. The requirements and specifications for these new dollies will be listed in the Performance Specification Appendix (Appendix A).

2. APPLICABLE DOCUMENTS

5. Physical Configuration Audit (PCA)

A PCA is a technical audit consisting of a direct comparison of the characteristics of a production unit with the characteristics specified on the applicable Product Configuration Identification (drawings, associated lists, specifications, etc.). The objective of the PCA is to verify that the final drawing package matches the Configuration Item (production unit) being produced.

The contractor shall support a PCA of the first Tier 2 Rack and first set of HS dollies. The contractor shall coordinate with the government to conduct the PCA on each rack/dolly at the contractor’s manufacturing facility. If discrepancies or non-compliance issues are discovered with the validation sets, the contractor must correct them within 30 calendar days. Upon successful completion of the PCA, the contractor will deliver the first tier 2 rack and one set of HS dollies within 30 calendar days.

6. Delivery and Acceptance

6.1 DELIVERY COSTS

Rack/Dolly shipping and delivery to Hill AFB shall be at no cost to the government. The contractor shall be responsible for all delivery and shipping costs incurred. If the fixtures are damaged during shipping, the contractor shall be responsible for all repairs at no cost to the government.

6.2 DELIVERY SCHEDULE

The contractor shall deliver one (1) tier 2 rack per the initial design and requirements listed in Appendix A of this SOW on or before 150 days after contract award with the PCA occurring on or before day 120. The first tier 2 rack will be used as a functional prototype for approximately 30 days. After the “trial period”, the design of the racks may be modified at the discretion of the government. In addition, the prototype rack will be rebuilt and/or modified to match the final design. Any transport of the rack shall be at the expense of the contractor.

Once the final design has been approved by USAF, the remaining four tier 2 racks may be built and delivered. The delivery expectation is 1 Rack every 45 days after the prototype is approved.

Additionally, the contractor shall deliver four total HS dollies. This will include two of the right-handed version, and two of the left-handed version. The HS dollies shall be delivered in two sets of two, that include one each of the right-hand version and the left-hand version.

The initial set of 2 Dollies delivery expectation is on or before 150 days with the PCA occurring on or before day 120. The second set of 2 Dollies delivery expectation is 90 days after the initial set has been accepted by USAF.

All deliveries will be made to Hill AFB to either building 674 or 680.

6.3 GOVERNMENT ACCEPTANCE

The government will have a thirty (30) calendar day period to perform a quality audit of each delivered fixture.

The contractor shall be responsible for correcting any failures to meet the requirements of the Performance Specification (Appendix A). The contractor shall correct these deficiencies within 30 calendar days of identification at acceptance, unless otherwise agreed upon by the Government. The contractor shall not be paid for the delivery of a fixture until all compliance issues have been rectified and the work stand set has been accepted by the government in writing.

7. WARRANTY

NEERING, JASON T CIV USAF AFMC OL_H/PZIMA

Appendix A

Performance Specification: Tier 2 Part Rack & HS Dolly Requirements

1. TIER 2 PARTS RACK BACKGROUND

These racks will be used to store and provide a work location for flight control surfaces that are removed from the F-22 during maintenance operations. The F-22 depot currently has racks that are used for this purpose but, they have design issues that create many opportunities to damage the parts that are stored on them.

2. HORIZONTAL STABILATOR DOLLY BACKGROUND

These dollies will be used to transport F-22 Horizontal Stabilators to other areas during maintenance operations. The F-22 depot currently uses versions of the dollies that have been in use since the inception of the program. Various components of the current dollies have been replaced or repaired recently. With the signs of wear and tear, these dollies need to be replaced with entirely new units.
