1. INTRODUCTION
The Industrial Computed Tomography 1500 (ICT 1500) and associated subcomponents, located in Buildings 2113, Hill Air Force Base (HAFB), UT, is a sophisticated and proprietary
CT (Computed Tomography) inspection system. This system uses computed tomography to inspect solid rocket motors internally for anomalies in a non-destructive manner, and is vital to the inspection and sustainment of the Minuteman III (MMIII) Intercontinental Ballistic Missile
(ICBM) weapon system. The trigger card is a crucial component of the ICT 1500 system, without which the system is not functional. The purpose of this Statement of Work (SOW) is to set up a Blanket Purchase Agreement (BPA) to repair the ICT 1500 trigger card. Currently there is a functioning trigger card installed on the ICT 1500 and a non-functioning spare on-hand. To reduce the likelihood of equipment down-time, which would adversely affect the
709MXSS non-destructive inspection (NDI) section’s mission, a fully functional trigger card must be kept on-hand. Historically, the ICT 1500 trigger card needs to be replaced once per-year on average. When a non-functioning trigger card is removed from the ICT 1500, it needs to be repaired and kept on-hand as a fully functional spare.
2. BASIC SERVICES
The Contractor shall provide repair services as needed for the ICT 1500 trigger card. The contractor shall receive the non-functioning trigger card from the government, determine what repairs need to be made to return the item to a fully functional state, and attempt to repair it. The
Government will be responsible for shipping costs. Contractor shall have four (4) calendar weeks from the date the item is received to determine the repair-ability of the trigger card, make repairs, and return the item to the customer in either fully functioning, or non-repairable condition.
2.1. Once the trigger card has been repaired, the contractor shall return the trigger card to the 709MXSS NDI shop with a certification of serviceability (CDRL A001). This report shall include a quantifiable description of any testing the item underwent, what standard and parameters it was held to, and a quantifiable description of its performance under testing.
2.2. In the event it is determined that other components of the ICT 1500 are the cause of the malfunction, the contractor shall return the trigger card along with a non-trigger card malfunction report (CDRL A002). The non-trigger card malfunction report shall provide a synopsis of how it was determined that the trigger card was not the cause of the malfunction, the suspected cause of the malfunction (if known) and state whether or not the trigger card was damaged as a result of other ICT 1500 malfunction(s).
2.3. In the event that the trigger card cannot be repaired, the contractor shall provide the
709MXSS/NDI shop supervisor with a non-repairable report (CDRL A003). This report shall summarize the steps taken to determine that the trigger card is unable to be repaired. The non-repairable report shall also include an estimate for obtaining a replacement trigger card. The non-repairable trigger card shall be returned to the
709MXSS/NDI shop supervisor.
