This is an amendment to Solicitation FA8224-19-R-7374 for an ION Chromatograph. The changes to the solicitation are limited to revisions to the Purchase Description, Attachment 1. All other deadlines remain the same.

PURCHASE DESCRIPTION
Ion Chromatograph

1.0. DESCRIPTION OF REQUIREMENTS
The Chemical Flight within the 809th Maintenance Support Squadron (Science and Engineering Lab) is required to purchase an Ion Chromatograph (IC). The ion chromatograph will verify the sulfur and chloride content in hydraulic fluids used in multiple pieces of equipment and aircraft at Hill AFB. It is required to run these tests per Mil-prf 5606, Mil-prf 83282, Mil-prf 6083 and Mil-prf 46170. This instrument will also be used to test the chemical content of plating solution tanks used by the 309 CMXG in the repair and maintenance of A-10, C-130, F-22 and F-35 wheels, landing gear and other critical parts.
1.1. ACCESSORIES AND SPECIFICATIONS
The IC system must meet the following specifications and possess the following capabilities:
• Must be a totally integrated and configurable ion chromatograph consisting of at least an IC pump or equivalent with the ability to be field upgradeable to include a conductivity detector and cell, column oven, degas, eluent generation and consumable tracking.
• IC Pump must be capable of high pressures.
• Must be capable of using ion chromatography columns consisting of 4µm diameter particle sizes to speed up analysis time.
• Must use electrolytic eluent generation or equivalent system.
• Must be configured with conductivity detection. The detector must be integrated into the system.
• The system will include all parts/supplies to run anions or cations analysis. It is understood that this is not simultaneous analysis but either anions or cations.
• Must have an electrically controlled eluent on-off valve, electrically controlled injector valve, regenerated suppressor or equivalent, and the appropriate columns.
• Must have inert, nonmetallic PEEK (polyether ether ketone) fluidic components throughout the system flow path to ensure solvent compatibility and metal contamination-free chromatography.
• Detector compartment must be included that has some type of temperature control.
• An upgradable column oven must be included.
• Must utilize optical leak detection for laboratory safety and management to allow fast response to system leaks.
• Suppressor must be able to be operated throughout the analysis and the regeneration of the suppressor be of minimal time and cost to user to complete.
• Must allow for advanced single-range digital output that is auto ranging with operating range to
15000 µS/cm full-scale and single-range analog signal output to 15000 µS/cm.
• Must have a built-in vacuum degas assembly which provides in-line degassing of eluents ensuring reproducibility and protection of eluents from contamination and decomposition. Control of the degas operation must be able to be automated to sense when degassing is required.
• The IC system must meet the requirements of EPA Methods 300.0 and 300.1 Parts A and Part B, ISO 10304-1, or equivalent local standardized methods.
• IC system must include at least two 24” Monitors, Computer workstation with mouse and keyboard, all required cables and connections to connect and operate the IC system with included software and laser jet printer.
1.2. CONTRACTUAL REQUIREMENTS
1.2.1. Delivery
The contractor shall deliver the equipment to the following address located at Hill Air Force Base:

1.2.2. Training and Installation:
The system must be installed by qualified factory trained service engineer(s) directly employed by the vendor. Basic operation and instrument service/maintenance training, for a minimum of 2 operators must be provided by the installing engineer upon completion of installation.
All labor, food, travel and accommodation expenses for the service engineer(s) and applications specialist(s) shall be included in proposal.
1.2.3. Warranty
The contractor shall provide a minimum 1 year warranty which warrants all products provided under this contract, under normal use, free from defects in materials and workmanship and that system will perform its design function for a period of no less than one (1) year. Warranty period to start from date of final acceptance of each installed unit/system. Any defects in materials or workmanship or failure of any product or component to perform its designed function during the warranty period shall be fixed by the contactor at no additional cost to the government. Warranty shall include the cost(s) of, parts, shipping, labor and any travel related expenses. Warranty repairs which present a safety hazard are to be repaired within 7 calendar days of notice of failure.
Non-safety related warranty repairs are to be fixed within 15 calendar days of notice of failure.
