Section B: Description of the Supplies/Services Required
Requirements of the OO-ALC for a service contract for the maintenance of the AutoCrib software system to include updates, upgrades, troubleshooting, problem resolution, and support for Crystal Reports. The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the Preventive Maintenance (PM) and Remedial Maintenance (RM) on the AutoCrib.net system at the OO-ALC. The Contractor shall be responsible for insuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) manufacturer's equipment specifications.
Section C: Justification for Soliciting from a Single Source or Brand Name
AutoCrib is the original manufacturer of both AutoCrib software and AutoCrib cabinets/equipment the software manages. AutoCrib has proprietary rights to their software, technology, cabinets and equipment. AutoCrib is the only known company that has the technical expertise and data to maintain their software.
Section D: Efforts to Obtain Competition
No competition can be attained for software support as the equipment and software are proprietary to AutoCrib.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Until such time that AutoCrib allows for outside vendors to access their systems or the Government purchases a new system that is open to support from competitive vendors there is no path to prevent Single Source Awards.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
