March 2018 Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: OL:H/PZIMB

Project/Program Name: Evaluation and Repair on Submodule Part Number 104713 of the LADS

Purchase Request/Identification Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The contractor shall provide evaluation and repair on the submodule part number 104713 for the Laser Automated Decoding System (LADS). This shall consist of a function check, exchange of mirror, calibration and tuning, drift test and SCANcheck.

Section C: Justification for Soliciting from a Single Source or Brand Name

SCANLAB America, Inc. is the original equipment manufacturer (OEM) for the powerSCAN 70 XC and its submodule part number 104713. The equipment are exclusive design of SCANLAB GmbH. Only SCANLAB's technical repair department in Puchheim, Germany is qualified to perform maintenance and repair on any of the system's electronics, servo controls or beam deflection units. SCANLAB's repair procedures and component specifications are considered confidential and not available to open sourcing.

A propitiatory letter was provided to the Government by SCANLAB America, Inc.

Section D: Efforts to Obtain Competition

Internet searches were performed to locate another provider of repairs for the SCANLAB's equipment and distributor of SCANLAB's parts. No other contractors were identified that can provide the parts, calibrate the equipment per OEM, and provide incidental parts or services.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

A survey of the industry will be conducted to establish that there are no other contractors available to provide the commodity, perform the required incidental services, and conduct preventative maintenance. The only way to avoid a sole source award to SCANLAB is to procure a LADS. Single source acquisitions will continue to be necessary for SCANLAB equipment.
