The 519th Software Maintenance Squadron (519 SMXS) requires three radar delay line simulators to replace the original radar altitude (RALT) delay line drawer in the F-16 and A-10 test stands due to obsolete Bulk Acoustic Waveguide (BAW) filters. The Eastern Optx simulators are the identified replacements. These simulators provide radar system testing in the test stands that support the F-16 Blocks 30 and 50 and A-10 workloads, as well as support Operational Flight Program (OFP) software testing and release cycles.

519 SMXS requires an altitude simulator that will interface with the F-16/A-10 RALT and simulate altitudes of 0, 500, 5000, and 5500 feet. The RALT transmits and receives at 4.4GHz, which can only be realized by using discrete and switchable fiber optic delay lines of 1.0167usec, 10.167usec, 0usec, and 11.1837usec. The accuracy of these delay lines needs to be within 1%. In order to work with the existing test stand control interface used to switch between the fiber optic delay lines, the simulator needs to use two open/28Vdc control lines. 519 SMXS requires selected delay values displayed by LED indicators and switching time of <100msec.
The RF input/output characteristics need to be as follows:
System RF gain: 6 dB (0.1 dB/us delay loss)
VSWR: 2:1
Spurious free dynamic range: 100 dB/Hz 1 dB input compression: -15 dBm Noise figure: 25 dB Input/output impedance: 50 Dimensions: 19" rack per EIA-310-D RF Connector: SMA (Jack)
The Eastern Optx radar simulator is the only simulator on the market that meets these characteristics to support the F-16 and A-10 RALT.

Market research was conducted by both subject matter experts (SMEs) from the A-10 COMET Hardware Team and the Acquisition Management Support Office (AMSO) by performing Internet searches on Webflis, General Services Administration (GSA), Google, and Globalspec.com. No other radar delay line simulators able to support the F-16 and A-10 programs were identified. Additionally, a Sources Sought was posted to FedBizOpps (FBO) from 25 January 2019 to 11 February 2019, and no responses were received. This item is not available on the GSA schedule; however, two GSA contract holders expressed interest based on the NAICS code. Any quotes received from a GSA RFI would result in open market quotes being received.
It is anticipated that future purchases will still require a brand-name justification; however, the Government will continue to look at other viable product options. The Air Force will continue to search the commercial market on the latest new and emerging products that could satisfy the Government's requirements on future purchases.
