1. GENERAL
1.1. Description of Services/Introduction
This requirement is to provide, as necessary, refresher training; upgrade training; and annual CMMI Workshops for CMMI instructors, Lead Appraisers and Business Points of Contact. In addition to the contractor providing required updates, the workshops will be a venue to share best practices among Partners. The Workshops will occur at various locations within the United States. The contractor will also sponsor Partner meetings the STSC may participate in at events to review status and performance data, share experience and recommend changes.
1.2. Background
The U.S. Air Force Software Technology Support Center (“STSC”) is currently a Partner in good standing with the CMMI Institute and the STSC sponsors certified CMMI Professionals to deliver CMMI services to U.S. Government agencies around the world.
The intent of the CMMI Institute’s support is to assist the STSC in transitioning engineering and management technologies and practices into use through the Partner Network. As such, it outlines the organizational support and certification details for STSC’s use of the CMMI Product Suite.
1.3. Scope
Capability Maturity Model® Integration (CMMI) is a process improvement approach that provides organizations with the essential elements of effective business processes. It can be used to guide process improvement across a project, a division, or an entire organization. CMMI helps integrate traditionally separate organizational functions, set process improvement goals and priorities, provide guidance for quality processes, and provide a point of reference for appraising current processes.
2. Specific Tasks
2.1. Product Suite
As part of the product suite the contractor shall provide technical support, professional materials, and a support infrastructure for individuals certified as a CMMI Instructor or SCAMPI Lead Appraiser.

3. Options
This effort will contain FAR Clause 52.217-9 “Option to Extend the Term of the Contract” to extend services and FAR Clause 52.217-7 "Option for Increased Quantity -- Separately Priced Line Item to purchase addition quantities for CLINs 0018 and 0019 for FY19.
4. ORGANIZATIONAL CONFLICT OF INTEREST (OCI)
The contractor shall notify the Contracting Officer immediately whenever it becomes aware that an actual or potential OCI exists (see FAR 9.5).
Definitions and Acronyms
DEFINITIONS:
CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual does NOT have authority to change the terms and conditions of the contract.
DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
GOVERNMENT CONTRACT QUALITY ASSURANCE. The various functions, including inspection, performed by the Government to determine whether a contractor has fulfilled the contract obligations pertaining to quality and quantity.
PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). A written document specifying the surveillance methodology to be used for surveillance of contractor performance.
QUALITY CONTROL. All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.
SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
