1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 331491 which has a corresponding Size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

This is a sources sought for a Raw Materials Blanket Purchase Agreements for items prepared in accordance with FAR 13.303, which can be found at http://farsite.hill.af.mil/vmfara.htm or https://www.acquisition.gov/?q=browsefar . The Ogden Air Logistics Center Contracting Directorate is conducting market research and a sources sought to determine the existence of potential and interested sources for a Metals Basic Purchasing Agreement. The information in this notice is based on the best and most current information available to date and may be subject to change. This is not binding to the Government. This sources sought is being issued as an invitation to small business concerns that are interested in becoming a prospective vendors on the BPA for various manufactured metal items to submit the requested information that is listed in the sources sought below. The Agreements issued will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation (FAR), and Department of Defense FAR (DFARS). This will be a total small business set-aside in accordance with FAR 52.219-9.

Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring supplies and services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in the creation of BPAs not a contract. This is not a solicitation, and any requests for a solicitation will not receive a response. The Government will not reimburse participants for any expenses associated with their participation in this sources sought survey. Deliveries shall be FOB Destination to Hill AFB, Utah with required delivery dates defined at each call level. All BPA calls/orders shall be issued on a firm fixed price basis. The Government's intent is to establish BPAs with several small businesses, specifically Small Business Manufacturing Businesses. Individual calls shall not exceed the Simplified Acquisition Threshold, current as of the time of the call. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to add/delete vendors at any time throughout the life of the BPA. There is no minimum obligation on each call. In compliance with DFARS 252.232-7006, Wide Area Workflow Instructions (MAY 2013), the Government will utilize Wide Area Work Flow (WAWF) (https://wawf.eb.mil/) to electronically process vendor requests for payment.

INSTRUCTIONS

1. A document containing a description of metals we may be seeking in the future on a BPA is attached. Please respond to this survey using the provided document. This document must be submitted by email.

2. You are encouraged to provide any documentation to support your company's capability in meeting these requirements. Failure to provide this type of documentation may result in the Government being unable to adequately assess your capabilities to deliver these materials.

3. This survey is exclusively for Small Businesses and any Small Business subsets. Large businesses need not respond. Please provide the companies Cage Code.

4. The NAICS Code selected for this potential requirement is 331491, which has a size standard of 750 employees or less. If you disagree that 331491 is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under; however, please do not wait for an amendment to this request, as the due date for the market survey will remain at 15 June 2018 at 08:00 am MST. This date will not be extended.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that are able to supply metals for part production and manufacturing purposes. The schedule of metals to be provided are in the attached document which is entitled Contractor Capability Survey & Schedule Of Metals 309th CMXG.pdf.

There are no projected quantities at this time. As previously stated, this is not a solicitation, and any requests for a solicitation will not receive a response.
