Synopsis:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total

Small Business Set-Aside. The proposed North American Industry Classification Systems

(NAICS) Code is 511210, which has a corresponding Size standard of $38.5 million. The

Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-

Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

This requirement is to purchase one (1) NCSIMUL UNIVERSAL (W-NCSMT-FL) floating license, and two (2) standard Spring Technologies incidental maintenance packages Basic Year, Plus four (4) options, for the two (2) NCSIMUL floating Licenses. This CAD system software will support two machines; the ‘Mazak Integrex e420H-II, and the Mazak Versatech V100.

Technical Questions:

1. Can a G-Code program be simulated in the software regardless of how the

G-Code was obtained? Example: an uploaded G-Code program from a CNC Machine, hand written, or from an independent post-processor software.

2. What file formats for solid models does the software use for the

Workpiece, Stock, and CNC Machine components for simulation?

3. Are the simulations of high quality, and smooth detailed graphics?

4. How much of a load does the software put on the computer workstation running the software? Do detailed, large, or complex parts take longer to simulate, and strain or disrupt the computer and/or graphics?

5. What restrictions or limitations are there while running a simulation?

Example: Can the Part, Stock, and Machine being simulated be rotated, moved around, zoomed in or out, while the simulation is running?

6. Can the software calculate machine cycle-time before running simulation?

7. Can the software analyze/measure in Machine view?

8. Does the software display wireframe toolpaths, and color code them to differentiate between rapid, feed, or other types of movement? Does the software display wireframe toolpaths in all views, including Machine view?

9. Is there a dynamic link between G-Code and errors or tool path?

10. Does the software support multi-threading processing technology?

Acquisition Strategy Questions:

1) We intend on using a firm fixed price pricing-arrangement. Do you have any rationale for alternate pricing arrangements?

2) Identify (with rationale) if the Service Contracting Act would (or would not) be applicable based on the “service employee” Part 541 of Title 29, Code of Federal regulations. If you identify that the Services Contracting Act would not be applicable, provide rationale to support that enough of the employees are expected to be “professional employees” instead of “service employees” (as defined by the Services Contracting Act and part 541 of tile 29, Code of Federal

Regulations) for the Services Contracting Act to not be applicable.

3) List name of contract, contract number, DCMA, and Administrative Contracting Officer for similar services that your company has provided to the Government and/or commercial industry.
