Tensile Tester Calibration and Repair
Questions and Answers
Revised 21 September 2017
1- Q: On Page 9 of the PWS there is a Note that says the following that I have copied here:
“Note: If above listed equipment requires replacement, then contractor shall perform calibration on replaced equipment without changing the terms of the contract. The
Government will ensure that any equipment that is replaced is an OEM or equivalent item.”
Can you explain this? Does this mean, if one of the covered pieces of equipment is declared irreparable and must be replaced with a new purchased, that that new equipment shall automatically replace the old (irreparable) equipment in the Contract?
A: That is correct, if during the contract one of the items on page 9 of the PWS is deemed irreparable and is replaced then the new piece of equipment will replace the irreparable item on the contract. The intent of the sentence is to clarify that for the duration of the contract, the same type and number of items on page 9 will require the services described in the PWS whether or not they remain the same or if an item is replaced.
2- If Hill AFB buys something new to replace an irreparable item, that new item will come with a warranty from the manufacturer. Typically it is 12 months from delivery/acceptance. The new item should not need to be added to the contract until after the warranty is expired. And that would depend on when during the contract plus option years the replacement occurs.
Additionally, if one of the testing machines is the item being replaced, then again it should not need to be added as an item in this calibration contract until after its warranty expires.
HOWEVER, newer machines should have preventive maintenance (PM) services performed on them annually. They are not in this particular solicitation because these are older machines and
PM's are not offered. So, adding a new machine is not simply adding the machine to replace an old one - one for one. It will need to include additional services because it is a new machine and those services are not in this particular PWS.
A: If a situation arises in the future which would render the services of this acquisition on a replaced item obsolete we will address the issue at that time. At this time we intend to move forward with the requirement as written.
