1. Purpose

The purpose of this effort is to contract for Engineering and Computer Science skills to support the Automated Solutions for Integration, Simulation, and Test, ASIST, team in its mission to support/develop weapons system support software.

2. Scope

The scope of the effort is to provide expertise in writing and maintaining the Operational Test Program (OTP) software that runs on the Portable Automated Test System (PATS) hardware. Also develop testing tools that will be needed by other projects and organizations including MMXG- UTTR Missile Dissection System, 516th SMXS CBATS, Battle Control System-Fixed (BCS-F), VME Card Tester (VCTr) for F-16 COMET and others that may also require services. As the need arises Subject Matter Expertise (SME) in the areas of avionics, vetronics, weapons system support software, test, and simulation will used to support government requirements. These services will include technical expertise in these areas to fix Problem Anomaly Reports (PARs), defects found in the software, develop new capabilities to enable the warfighter, and maintain the technical capacity of the ASIST team by providing expert services described in Appendix B “Labor Categories”. Technical requirements include A-10 avionics, LabVIEW, C++, Visual Basic 6, and VeriStand.

3. Background

The 309th Software Maintenance Group, 520th Software Maintenance Squadron’s Automated Solutions for Integration, Simulation, and Test (ASIST) tool development and maintenance team supports the A-10 OFP Project, which includes the 309th Software Maintenance Organization (SMXG) effort to develop the Operational Flight Program (OFP) software. The ASIST team is responsible for the Operational Test Program (OTP) that runs on the Portable Automated Test System (PATS). In the context of A-10, the team is known as the A-10 OTP team or A-10 Maintenance Support Software (MSS) team. The A-10 MSS team follows the A-10 OFP process. OFP software is on-aircraft software and OTP is commonly used to describe off aircraft software but technically OTP is an application. There are many maintenance applications that support the aircraft maintainer as part of the MSS such as:

Support for small projects, consulting, and training are performed by the ASIST team and the ASIST team is the only Air Force Certified LabVIEW Center of Excellence (COE) and conducts user group meetings, training, and consulting to support the 309 SMXG projects as subject matter experts. The ASIST team supports the core mission of the 309 SMXG in the development or maintenance of weapons systems software.

309 SMXG MISSION STATEMENT

Provide software, hardware, systems engineering and consulting solutions of the highest quality and capability to the Warfighter, while meeting our commitment to safety, quality, schedule and cost.

4. Basic Services

4.1 Minimum Requirements

The contractor shall use asynchronous object oriented framework development in the LabVIEW environment.

The contractor shall read and write highly complex code from additional programming languages such as C++ and Visual Basic 6.

The contractor shall interface with customers in order to define and interpret high level requirements.

The contractor shall provide technical leadership and guidance through user groups and training sessions that will ensure less experienced developers are following best practices that will make them more competent and efficient developers across multiple programming languages.

The contractor shall develop software solutions on Aircraft/Spacecraft/Weapon System bus architecture/communications Interfaces, Hardware, Control Modules and Software listed below:

4.2 Engineering Tasks

The contractor shall write and develop software and develop tools in support of the 520th ASIST team. These tasks will be specified in the specific Task Order.

Individual Task Orders will describe a task to develop software using LabVIEW technologies. Documentation of changes must be made according to established government processes in an existing government database. (Service Summary) Individual contractor tasks will be assessed through a government peer review process for error accountability. All errors recorded shall be fixed within the assigned government software build phase in an existing government database. (Services Summary)

4.3 Monthly Status Report

The Contractor shall provide a Monthly Status Report to the TPM or designated government representative for each task order by the 15th of each month.

(CDRL A001) (Services Summary) Monthly status reports will be provided to the Contracting Officer (CO), Contracting Officer Representative (COR) and the TPM of the program. Reports will be in required government format and will show the status and progress of the project(s) being worked on and significant contractor achievements or roadblocks. The report will identify breakdown of funds usage for the month and funds remaining. All data deliverables will be referenced in the monthly status reports.

4.4 Time Accounting System (TAS)

Contractor personnel shall enter their daily project hours worked into the 309th SMXG Time and Accounting System (TAS) prior to the end of each work day. TAS will not be used as a timecard for paying contract personnel. It will only be used to gather hours for program reports. (Services Summary)

6. Government Furnished Property and Services

6.1 Government Furnished Property (GFP)

No GFP will be provided under this contract. Access to Government owned equipment shall be provided to the contractor including engineering work stations, test stations, and assets. All government property must be safeguarded by the contractor. Government owned equipment will remain in possession of the Government and is only available for contractor use during normal working hours.

7. General Information

7.1 Security Requirements

Contractor shall not release or remove system documentation, data, or reports generated by or through use of Government systems. The contractor shall not divulge any information regarding files, data, processing activities/functions, user ID's, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information. All requests for information shall be forwarded to 520th SMXS. A Non-Disclosure Agreement will be required.

520th SMXS or the Government Program Manager will assist contractor in processing the necessary DoD forms to obtain base or area badges for access to Government facilities.

A secret security clearance is required.

The contractor shall comply with all clearance and access requirements throughout the period of performance.

7.2 OPSEC Requirements

The contractor shall familiarize all new employees and conduct refresher sessions in the areas of Operations Security (DOD Contract Security Classification Specification) addendum. Operations Security (AFI 10-701 Operations Security as supplemented, and AFI 31-401 Information Security Program, Standards for Storage and Handling Classified Material as supplemented).

7.3 Hill Network Access

Access to the Hill AFB computer network shall be required to accomplish the requirements of this PWS. The following must be completed prior to receiving that access.

For those contractor employees who require government computer access only, a National Agency Check with written Inquiries (NACI) must be submitted. For those contractor employees who require a higher level of investigation for a security clearance and government computer access, a National Agency Check with Local Agency Checks and Credit Check (NACLC), Secret or a Single Scope Background Investigation (SSBI), Top Secret, must be submitted. (AFI 31-501, Personnel Security Management Program, AFSSI 8522, Access to Information Systems)

Contractors will complete all required training via TSS. This training is currently available at: https://ooafmctss.hill.af.mil/TSSPortal/HDHome.aspx?sGuid=D9148323-B368-499C-933F-277127F4BA93 If a government provided e-mail account is required the contractor will take Information Assurance Awareness Training prior to receiving access to that account, and annually thereafter.

Contractors are required to report in a timely manner (3 days AFI 33-202_AFMCS1) to the appropriate security manager & Functional System Administrator, personnel who no longer need network or AIS access.

The contract administrator shall complete a "Request for Identification Credential (AFMC Form 496)" for each employee of the contractor requiring access to Hill AFB. The requests shall be submitted to Pass and Registration (South or West Gate Visitors Center).

7.4 Badge/Common Access Card (CAC) Information/Unescorted Entry Authorization

For access to HILL AFB complete the AF Form 496 in accordance with the clause 5352.242-9000, Contractor Access to Air Force Installations and submit this paperwork to the Contract Administrator.

For a Common Access Card (CAC) complete the DD Form 1172 in accordance with clause 5352.242-9001 CAC for Contractor and submit to Pass and Registration (South or West Gate Visitor Center).

The user security manager shall complete an “Unescorted Entry Authorization Certificate” (AF Form 2586) for each employee requiring entry into controlled areas. The request shall be submitted to Pass and Registration (South or West Gate Visitor Center)

If needed, the contractor employee shall also obtain a Building ID and access card from the appropriate Building Security Manager.

When the period of performance is complete or and contractor leave work on this project they shall have 5 working days to terminate all their network user account and to return all access cards and base identification badges.

7.5 Quality Control

The contractor shall have established a complete Quality Control Program (QCP) to ensure the requirements of this contract are provided as specified. The contractor's quality management program shall comply with the minimum quality management systems elements specified in the American National Standards Institute (ANSI), American Standards Organization (ASO), and International Standard Organization (ISO) family of standards. 7.6 Quality Assurance

The Contracting Officer Representative is the authorized government representative(s) who will perform assessments of the contractor’s performance. Subsequent to contract award, the identity of the COR(s), with a letter defining duties and authority will be promptly furnished to the contractor

The COR(s) or alternate(s) will inform the task manager in person when discrepancies occur and will request corrective action. The COR(s) or alternate(s) will make a notation of the discrepancy on the assessment checklist with the date and time the discrepancy was noted and will request the task manager (or authorized representative) to initial the entry on the checklist.

Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contract Officer (KO), not to the COR(s).

The services to be performed by the contractor during the period of this contract are at all times and places subject to review by the KO or authorized representative(s).

The Government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The Government representative will evaluate the contractor’s performance through inspections and receipt of complaints from base personnel.

The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints.

7.7 Contractor Manpower Reporting

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Engineering services via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”

*Reporting Period: Contractors are required to input data by 31 October of each year. However, due to the delayed implementation, input of FY12 data is required by 31 Mar 13.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

7.8 Government Observation

Government, other than KO and COR(s), may from time to time, with KO coordination, observe contractor operations. However, these may not interfere with contractor performance or make any changes to the contract.

7.9 Data Rights

The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership / copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the CO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

In addition, all materials, if supplied to the contractor is the sole property of the Government and may not be used for any other purpose accept for what it was intended.

7.10 Hours of Operation

The Contractor shall perform the services on site at HAFB, unless pre-authorized or TDY which must be authorized by the government program manager. Services rendered under this contract will be during the following hours: Typical Workdays will be 8 to 9 hours long and will work within the flexible start schedule that HAFB has. Contractors are not authorized compensation for attendance at base functions unless directly related to project assignments as authorized by the government program manager.

7.11 Observance of Legal Holidays and Excused Absence

The government observes the following holidays:

· Independence Day

· Labor Day

· Columbus Day

· Veteran's Day

· Thanksgiving Day

· Christmas Day

In addition to these days designated as holidays, the Government observes the following days:

· Any day designated by federal statute

· Any day designated by executive order

· Any day designated by a President of the United States proclamation

7.12 Records

The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS. If requested by the government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.

7.13 Training

The government may provide training to the Contractor, on an as needed basis. This training must be pre-approved by the government program manager. Special base access, computer security training and security training will be provided to the Contractor Employees by the appropriate government agency.

7.14 Installation-Specific Safety and Health Standards

Voluntary Protection Program (VPP) Hill AFB, along with the entire Air Force, has adopted the VPP as recognized by Occupation Safety Health Association (OSHA). Consequently, VPP impacts all “applicable contractors” operating on Air Force Installations. It is the contractor’s responsibility to ensure its employees and managers have a comprehensive understanding of VPP as well as full compliance with OSHA requirements. Detailed information on VPP is available on the OSHA website (http://www.osha.gov/dcsp/vpp/index.html). Contractors, whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of the installation or VPP site.

VPP requirements apply to contractors whose employees work more than 1,000 hours per quarter. The contractor shall flow down these requirements to all subcontractors who qualify as applicable contractors under this contract.

Contractors are required to provide from their OSHA 300 information the Total Case Incident Rate/Days Away Restricted or Transferred (TCIR/DART) rates. Submit to the CO as part of the installation’s annual OSHA VPP self-evaluation report.

Safety Program

The contractor shall implement a safety program that ensures protection of Government personnel and property. (See Appendix D) As part of the Safety Program the contractor shall establish a Safety Plan and checklist IAW Appendix C of this PWS. The contractor shall submit the Safety Plan with the contract proposal. (CDRL A004) (DI-MGMT-81580) In the event of an accident/mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence. A written or email copy of the mishap / incident notification shall be sent within three calendar days to the Government Representative, who will forward it to 309 MXW safety. Software Engineer V

(Certified LabVIEW Developer (CLD))

Bachelor’s degree in Computer Science, software engineering, or engineering or science related discipline from an accredited institution. Equivalent experience in addition to degree related Bachelor level studies may be substituted for an accredited degree. The Certified LabVIEW Developer (CLD) certification is required.
Five to Ten years of related or equivalent experience possessing an EXPERT knowledge level to facilitate increasing responsibilities in assignments of a technical nature to include development and sustainment capabilities for software development environments including databases, programming languages, integrated development environments, communications protocols, embedded software, and operating systems technologies. Possess specialized experience in analysis, design, and maintenance of complex software systems. Works independently designing and developing new software products or major enhancements to existing software. Maintains the intermediate level of LabVIEW certification. Demonstrates mastery in developing LabVIEW applications.

Software Architect

(Certified LabVIEW Architect (CLA))

An ABET accredited Bachelor’s degree in Computer Science, Computer Engineering, Electrical/Mechanical Engineering, or engineering related fields. A Master’s degree would be expected however equivalent experience in addition to degree related Bachelor level studies may be substituted. The Certified LabVIEW Architect (CLA) certification is required.
Ten or more years of related or equivalent experience and training in highly complex software engineering environments. Acts as highest-level technical expert, addressing problems of systems integration, compatibility, and multiple platforms. Possess specialized experience in analysis, design, and maintenance of complex software systems. Has EXPERT knowledge of LabVIEW and possess development and sustainment capabilities for software development environments including databases, programming languages, integrated development environments, communications protocols, embedded software, and operating systems technologies. Works independently designing and developing new software products or major enhancements to existing software. May lead a large development team in the design of highly complex software systems. Responsible for project completion. Performs feasibility analysis on potential future projects to management. Maintains the highest level of LabVIEW certification. Demonstrates mastery in architecting LabVIEW applications.

SECTION I - GENERAL REQUIREMENTS

A. Safety Program Requirements.

The contractor will implement a safety program that ensures protection of Government personnel and property. The program will consist of, as a minimum:

1. Mishap reporting, as defined in paragraph B1 below.

2. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.

3. Identification of segregated work site locations for operations that cannot be co-mingled with general industrial operations and the process for ACO approval of operations and changes at these specific sites.

4. All contractor personnel shall be trained and qualified to perform their duties safely.

5. The contractor shall include a clause in all subcontracts requiring the subcontractors to comply with the safety provisions of this contract, as applicable.

B. Mishap Notification

1. The contractor shall notify OO-ALC/SE (801-586-6038) or the Hill AFB Command Post (801-777-3007) after normal duty hours, and the designated Government Representative (GR), i.e., the ACO, PCO, or DCMA COR (Contracting Officer's Representative) within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract, even if the government is wholly or partially reimbursed. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the GR, who will forward it to OO-ALC/SE. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO.

Mishap notifications shall contain, as a minimum, the following information:

(a) Contract, Contract Number, Name and Title of Person(s) Reporting

(b) Date, Time and exact location of accident/incident

(c) Brief Narrative of accident/incident (Events leading to accident/incident)

(d) Cause of accident/incident, if known

(e) Estimated cost of accident/incident (material and labor to repair/replace)

(f) Nomenclature of equipment and personnel involved in accident/incident

(g) Corrective actions (taken or proposed)

(h) Other pertinent information

2. The contractor shall cooperate with any and all government mishap investigations. Additionally if requested by government personnel or designated government representative (GR), i.e., the ACO, PCO, or DCMA COR (Contract Officers Representative), the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators.

3. The contractor shall provide copies of contractor data related to mishaps, such as contractor analyses, test reports, summaries of investigations, etc. as necessary to support the government investigation.

4. The contractor shall support and comply with the safety investigation and reporting requirements of AFI 91-204, Chapters 1 – 5.

C. General Safety Requirements:

The contractor is solely responsible for compliance with all federal, state and local laws, the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable, Air Force Occupational Safety and Health Standards (AFOSH STD), to include AFI 91-203, Air Force Consolidated Occupational Safety Instruction, AFI 91-204, Safety investigations Reports, AFPAM 91-210, Contract Safety, and the protection of their employees. Additionally, the contractor is responsible for the safety and health of all subcontractor employees.

The contractor shall ensure assigned personnel are adequately trained and qualified for the task being performed. Brief all personnel on the hazards involved with operations and applicable precautions to be taken. Should unidentified hazards arise, cease operations until actions are taken to eliminate or mitigate hazards to safe levels.

Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor. Note: AFOSH STDs are annotated because many of the Air Force Standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The government shall assume no liability or responsibility for the contractor's compliance or non-compliance with such requirements. The contractor shall furnish to each of his/her employees a place of employment, which is free from recognized hazards. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks. The contractor is responsible for compliance with OSHA Public Law and the resultant standards identified within. In addition, the contractor is required to flow down the safety requirements/specification to all subcontractors. This applies to Federal Acquisition Regulation (FAR) 12 commercial acquisitions as well. This contract shall in no way require persons to work in surroundings or under working conditions which are unsafe or dangerous to their health. The contractor must coordinate and perform work so as not to impact the safety of government employees or cause damage to government property. This requires providing personnel with protective equipment and associated safety equipment as may be necessary. The contractor must also protect personnel from hazards generated by the work. If the contractor employs BILINGUAL speaking employees, they must post bilingual signs and have written procedures for specific tasks in applicable languages.

SECTION II – SPECIFIC REQUIREMENTS

PEDESTRIAN CROSSWALKS: All contractor personnel are required to use the closest crosswalk, or traffic controlled intersection when crossing the road. Pedestrians must look both ways to ensure the coast is clear before stepping out into the crosswalk. Pedestrians DO NOT have the right of way unless they are already in the crosswalk. Contractor vehicle operators have the same responsibilities as pedestrians, to share the road and mutually observe and yield to pedestrians.

MOTOR VEHICLES: Contractor shall comply with the standards in: DoD Directive 5525.4, Enforcement of State Traffic Laws on DoD Installations", Nov 2, 1981, Para 3-4; DODI 6055.4, DoD Traffic Safety Program, 20 Jul 99; AFI 91-207, USAF Traffic Safety Program, 22 May 07; and AFI 91-207 AFMC SUP1, The US Air Force Traffic Safety Program, 1 Oct 07. Each applies to all persons at any time on an Air Force Installation and includes all leased, owned, or privatized property including housing areas. In addition: AFI 13-213, Airfield Management, 29 Jan 08, Paragraphs 1.3.6 and 4.4.2.1 applies to all contractors, sub-contractors, vendors, commercial delivery companies, and all other private business vehicles who operate anywhere on Hill Air Force Base, including the airfield (to include the industrial areas and any buildings or hangars located upon the airfield) in support of their mission.

HOUSEKEEPING: Housekeeping shall be conducted according to the requirements in OSHA Standard 29 CFR 1910.141. CLEAN AS YOU GO will be enforced.

The authorized Government Representative (OO-ALC Safety Office) shall approve the contractor’s procedures within the Health and Safety Plan as meeting the intent of the below referenced standards, with the exception of Mishap Notification / Reporting Procedures, which are outlined in Section I, paragraph B of this Appendix C.
