Purchase Specification for Noise Reduction Panels at Hill AFB, Utah
20 August 2014
1.0 General
1.1 Requirement for eighteen (18) 4’ x 10’Industrial All Weather Sound Panels and Carriages IAW the minimum specification requirements below.
1.2 Specification compliance. In your bid response, please provide documentation that clearly shows that you meet each specification. If your bid is not compliant to each specification, please list the specification number and the deviation. (i.e. 2.2 Does not meet specification). It is the responsibility of the bidder to understand all specifications.
1.3 Evaluation of received quotes shall be done by Lowest Price Technically Acceptable (LPTA).
2.0 Minimum Specification Requirements
Specifier note: The below specification requirement information was determined based on acoustical spectra of site and specific requirements requested by the Air Force. Other requirements were determined by industry standards and conditions of the site.
2.1 Noise Reduction Coefficient & Limiting Bands Reduction
A. NRC
1. Sound Absorption Average (SAA) and Noise Reduction Coefficient
(NRC) must be a minimum of 1.00.
2. Total absorption (SABINS) at frequency ranges from 400hz-5khz
Must exceed 1.00 (NRC) and/or exceed 65.00 (SABINS).
2.2 Physical Construction, Internal Make Up, and Sizes
A. Exposed exterior of panels
1. The panels must be constructed of an aluminum, washable, and anti-degradable metal.
2. The frames of the panels must be made of 6063-T5 aluminum. The exposed absorbing fascia must be made of 5052-H32 aluminum.
3. The frames of the panels must have corrosion resistant mounting eyelets (6061-T5 aluminum) embedded within the frame assembly.
This will allow for the attachment of the caster assemblies needed for proper placement and orientation.
B. Internal make up of absorption panels
1. The absorption core must be hydrophobic, rodent proof, and non-degradable.
2. The internal core must be constrained to prevent changes in NRC by particulate break down.
C. Physical sizes and dimensions of absorption panels
1. The depth of the panels must not exceed 2.44”, and be a minimum of 10’ in height, and a minimum of 4’ in width. This will help reduce refraction over the top of the panels and give proper stability to the system.
2.3 Fire Requirements
A. Panels must meet ANSI/UL 723 standard with the following results.
Flame spread must be “0”, and Smoke development must be”0”.
2.4 Environmental Sustainability
A. Panels must meet a uniform static air pressure, TAS 202: 188psf. This will prevent structural integrity issues and aid in sustainability over the lifespan of the plant.
B. Panels must not have a painted surface and fascia’s finish must not be compromised by elements (i.e. rain, snow, sun, or brake dust).
3.0 Delivery and Warranty
3.1 The bid response shall quote F.O.B. Hill Air Force Base, Utah.
3.2 Required delivery is within 30 days of contract award.
3.3 All items supplied by vendor shall carry at minimum a 1 year warranty against defects in material and workmanship.
