1. DESCRIPTION OF SERVICES. The contractor shall perform measures to clean and provide rodent/pest control in the areas as defined in this Performance Work Statement (PWS). The contractor shall take all applicable measures to protect employees against the Hantavirus threat and poisonous insects (including Black Widow Spiders). The contractor shall provide all personnel, equipment, tools, materials, supervision, and services as defined in this PWS. This effort will be accomplished at Hill Air Force Base, Utah Test and Training Range (UTTR), and Little Mountain Complex. The contractor shall perform to the standards in this contract.
1.1. General Information. The contractor shall clean and provide rodent, pest control to the facilities as identified in this PWS. The Contractor shall take all measures to protect all personnel working under this contract from the Hantavirus threat and health hazards relating to cleaning and rodent control. These measures will be IAW Center for Disease Control, Hill AFB Department of Public Health and Department of Entomology guidelines. These facilities are located at Hill AFB, Utah Test and Training Range (UTTR) and Little Mountain Facility.
1.2. Cleaning Tasks. The contractor shall clean in and around facilities, equipment and underground (below ground level) maintenance pits to meet the safety needs of the 309 MMXG as identified in this PWS.
1.2.1. Each time the facilities are cleaned, the contractor shall remove all rodent droppings, carcasses, nests, litter, dust, soil and any other debris related to rodents to include inside and outside of the winch housings.
1.2.2. The contractor shall provide rodent control measures, which include placing poison and traps in each defined area. The formula for the number of traps and poison for each facility will be as follows: There must be one trap placed with the appropriate bait on the trap for every 2000 sq ft of facility. Every facility with less than 2000 sq ft total will have a minimum of one trap. For every trap placed there must also be a one bar of poison placed in each facility. The contractor, at their discretion, shall place the traps and poison in the areas most appropriate for effective rodent/pest control. The contractor shall replace the poison, reset traps and remove carcasses every 3 months (once a quarter). Contractor shall comply with AFI 32-1053, Pest Management Program. The contractor shall provide data on pesticide use on a monthly basis IAW AFI 32-1053 para 4.7.6.3. The contractor shall also provide a report identifying the number of carcasses found in each building during the cleaning process. This report shall be provided to the current 309 MMXG Quality Assurance Personnel (QAP) on a monthly basis.
1.2.2.1. The contractor shall ensure all applications of rodenticides are made by personnel certified by the State of Utah in the appropriate pest control categories.
1.2.2.2. The contractor shall ensure all rodenticides are registered by EPA and used according to label instructions.
1.2.2.3. The contractor shall furnish copies of rodenticide labels and MSDSs to the 75 CES Pest Management Supervisor.
1.2.2.4. The contractor shall provide data on rodenticide usage that includes: date performed, application site, applicator name/certification number, name and amount of rodenticide used.
1.2.3. Each time the facilities are cleaned, the contractor shall clean and remove dirt and debris from inside the facilities to include floors, maintenance pits, drains, foundations, shelves, ledges, heating, ventilation, air conditioning (HVAC) equipment and around and under missile mounting rails.

1.2.5. The contractor shall take precautions to prevent any cleaning hardware, tools, liquids or personnel from bumping, hitting, scraping or even touching any part of the weapon system (i.e., motors, booster, nozzles, etc) at all times. It is imperative that special care is taken to ensure that no grounding wires at any time be disconnected, and that special care must be taken to insure that no part of the weapon system is sprayed with any chemicals.
1.2.6. The contractor shall clean all Real Property Installed Equipment (RPIE) such as winch housing controls, mounting rails etc. The contractor shall not clean, touch or even bump any electrical panel boxes within any facility.
1.2.7. The contractor shall remove all bird excreta, feathers and nesting material and any other bird debris from buildings 1320, 1321, 1403, 1404, 1405. This debris is found mainly on the outside of and above the large sliding cargo doors and in the trenches beneath these doors. A Manual Drive Shaft and Manual Disconnect Lever (for Manual Operation of these doors) are located at the top of each of the doors. Insure the Drive Shaft and the Disconnect Lever and the areas around them are clean of bird debris. This will alleviate jamming of the doors.
1.2.8. The contractor shall provide all personnel, supervision, equipment, tools, materials, vehicles, other items and services necessary to perform facility cleaning and all other required tasks to support this contract.
1.2.9. The contractor shall be required to comply with all procedures established by federal, state and local government that detail how to deal with Hantavirus identification and cleanup. Contact Hill AFB Public Health facility (777-1165) for further information on the Hantavirus disease, including cleanup and disposal procedures.
1.2.10. When required by the contracting officer, the contractor shall respond to emergency situations within four hours after notification. The contracting officer will verbally advise the contractor of the effort required.
1.2.11. On occasion, the contractor’s services may be required to support a contingency plan. The contracting officer will notify the contractor if this should occur. Special or emergency situations (weather-related situations, base closures, reduced activity around Christmas/New Years) may necessitate the contractor operating on a reduced basis. Again the contracting officer will notify the contractor of any reduced hours. If the activation or exercise requires effort outside normal duty hours or workload outside the parameters of or, any variation, in workload provisions of this contract, such as increase in contractor effort, an upward equitable adjustment will be negotiated. Likewise, should any activation, exercise or reduced hours result in decreased contractor effort, a downward equitable adjustment will be negotiated.
1.3. Specific Tasks
1.3.1. Areas being cleaned are determined by number of square feet bid by contractor
1.3.2. Areas bid by contractor include production and storage facilities only.
1.3.3. Administrative and employee break areas are not bid.
1.3.4. The maximum height for inside cleaning on all buildings will be eight feet from floor level. The contractor shall take extreme caution when spraying inside the buildings to prevent any spray from directly hitting the motors/missiles. Para 1.2.7 requires outside cleaning above the cargo doors, which is greater then eight feet.
1.3.5. The contractor shall clean around items within the building. The contractor shall not be required to move any object to allow cleaning. If needed, government will provide personnel and equipment to do so.
1.3.6. The contractor shall clean in non-igloo type buildings between missile storage rails, to five feet from the ends of the missile motors currently being stored. The contractor shall be required to clean all walkways in between all sets of missile rails.
1.3.7. The government will be responsible for all asbestos abatement.
1.3.7.1. During the pre-inspection or while cleaning any building, if the contractor finds any evidence of asbestos it will be identified to the government. The contractor shall not clean any asbestos. The contractor shall clean areas where there is no evidence of asbestos.
1.3.8. The government will not provide an area to dispose of rodent remains and excretions on or off base. The disposal of all rodent and bird remains excretions and debris is the contractor responsibility.
1.3.9. Inside the heating ducts will not be cleaned.
1.3.10. The contractor shall maintain the temperature and humidity in each of the buildings they clean per the following directions; doors shall be kept open for no longer than three hours and then closed for four hours before they can be reopened. No more than one cargo door shall be open at one time. This will allow the temperature to be maintained within the desired limits.
1.3.11. The baseline conditions to use a vacuum in a Minuteman/Peacekeeper facility are as follows:
a. The Missile will be in a storage condition with all Electro-Explosive Devices (EEDs) Safed.
b. The storage is a Class 2 explosive area (explosive dust).
c. The missile will be grounded to an approved facility ground point.
1.3.11.1 Because the storage bunker can have an explosive dust atmosphere, the vacuum cleaner must be intrinsically safe with regards to Electro-Static Discharge (ESD). This includes, but is not limited to the following: the vacuum must have a three wire power cord (i.e. power, neutral, and ground), and all metal parts on the vacuum and hose must be electrically bonded to the ground wire.
1.3.11.2 Since the EED’s and the missiles are in a storage condition, the vacuum cleaner must not have radiated emissions in excess of 140 dBuV/m at any frequency. This provides a safety margin of 26 dBuV for worst-case conditions.
1.3.11.3 The analysis determined that if the above conditions were implemented, the vacuum cleaner would be acceptable for use in the Minuteman/Peacekeeper facilities with respect to Electromagnetic Interference (EMI).
1.4. Specific Tasks for Buildings Types
1.4.1. MAMS I Storage
Type M. 1320, 1321, 1403, 1404, 1405: When cleaning the outside of these buildings for bird excreta, feathers and nesting material the contractor shall be permitted to use high pressure cleaning to remove debris. The electrical power must be turned off prior to any high pressure cleaning. The contractor shall contact 309 MMXG to have power turned off. The contractor shall not spray directly on electrical equipment and door seals.
Type A, B, C, F, K The contractor shall be required to remove the winch clutch covers to clean and reinstall after cleaning. 4.16.1. After contract award the government will offer an orientation period. This period shall not exceed more than 30 calendar days from contract award. The purpose of this orientation period is to allow the contractor to:
4.16.1.1. Become thoroughly familiar with work requirements and work procedures.
4.16.1.2. Complete personnel requirements (work force), including the hiring of personnel to assure satisfactory performance beginning on the contract start date. Soliciting Government personnel for employment during their duty hours is prohibited, unless interview arrangements are made through the contracting officer and personnel offices at this installation.
4.16.1.3. Obtain security clearances, if required.
4.16.1.4. Complete training requirements and accomplish necessary training of contractor employees.
4.16.1.5. Complete the development of necessary work plans/procedures.
4.16.1.6. Complete the development of quality control plans and procedures.
4.16.1.7. Become thoroughly familiar with the computation method for withholding payments resulting from deficiencies exceeding the number allowed by the PWS.
4.16.2 The contractor shall be allowed access to the facilities to familiarize supervisors, key personnel and staff with equipment, reporting, work scheduling and procedures. However, such access will not interfere with the production efforts of current government personnel. To preclude such interference, arrangements for access to the government facilities shall be made with Cecil Rhoades, 309 MMXG/QPQ (586-8443).
4.17. Phase-In-Period. The Phase-In period begins on the last day of the orientation period and runs for 30 calendar days. Its purpose is to allow a period of time for contractor personnel to become familiar with cleaning requirements and areas of responsibility. All contractual requirements will be performed during this period, and government inspections will be made in accordance with Service Delivery Summary. However, during the Phase-In period only, the contractor shall be allowed to re-perform unsatisfactory services without a monetary deduction.
4.18. Phase-Out-Period.
4.18.1. If there is a change in contractor or if the operation reverts to in-house, the incumbent contractor shall provide familiarization to the government or the follow-on contractor, whichever the case may be. During the phase-out familiarization period, the incumbent will be fully responsible for the operation of facility cleaning and Hantavirus prevention.
4.18.2. The government reserves the right to conduct site visits in all contractor-operated facilities in conjunction with the solicitation of offers for the follow-on contract. In the event the follow-on contract is awarded to other than the incumbent, the incumbent contractor shall cooperate to the extent required to permit an orderly change over to the successful contractor. With regard to the successor contractor’s access to incumbent employees, a recruitment notice may be placed in each facility.
4.18.3. The current contractor must complete all billings and final actions not later than 30 calendar days after the start of the new contract.

5.3 APPLICABLE PUBLICATIONS AND FORMS
5.3.1. GENERAL INFORMATION. Documents applicable to this Statement of Work (PWS) are listed below. The documents have been coded as advisory (A) or mandatory (M). The contractor is obligated to follow those documents coded mandatory to the extent necessary to accomplish the requirements of this PWS. The listed publications and an initial supply of listed forms will be furnished at the start of the first operational performance period. It is the responsibility of the contractor to establish follow‑on requirements with the Publishing Distribution Office and to obtain and use the latest version available of all applicable publications. Supplements or amendments to these mandatory publications may be issued during the life of the contract and it is the contractor’s responsibility to ensure that all publications are posted and up to date. Compliance will be in accordance with the following:
5.3.2. All tasks set forth in the PWS are the responsibility of the contractor except where wording of the PWS explicitly makes the performance a government responsibility. It is recognized that in conjunction with many tasks set forth herein reference is made to Department of Defense, Air Force, Air Force Logistics Command, and other directives, regulations, manuals, pamphlets, technical orders, instructions, and other guidance. It is also recognized that because government personnel have written such referenced documents with a view toward performance, they may contain language that indicates performance is to be done by government personnel. Whenever such directives, regulations, manuals, pamphlets, technical orders, instructions, and other guidance are referenced, the contractor is to use such references as direction (coded mandatory) or guidance (coded advisory) as appropriate in the performance of the required duties set forth herein. Other sections of the PWS will be written as if contractor personnel had written such references toward performance.
5.3.3. The contractor shall be bound to perform the PWS by accomplishing the tasks set forth herein and in the cited references to the extent required by this section of the PWS provided that:
5.3.3.1 Should there be a conflict between the PWS and references set forth therein, the PWS will have precedence.
5.3.3.2. Should there be a conflict between or among two or more such references, those coded as mandatory by the PWS will have precedence over that coded advisory. Between or among those similarly coded, those issued by a higher authority will control over those issued by a lower authority; and between or among those issued at the same level of authority, those with a later date of issue will control over those with earlier dates of issue.
5.3.3.3. Any duty set forth in such reference, which will call for the exercise of nondelegable discretionary governmental authority, will be subject to the final approval of the government official having such authority. The contractor may be required thereby to perform duties and render advice at a level below such final approval.
5.4. The contractor shall perform in accordance with all such referenced directives, regulations, manuals, pamphlets, technical orders, instructions, and other guidance as they may be from time to time revised, supplemented or amended. Any increase or decrease in cost of performance occasioned by such revisions, supplements, or amendments will form the basis for an equitable adjustment, subject to negotiation in accordance with the provisions of this contract. The contractor shall immediately implement those revisions, supplements or amendments that will result in no change in contract price. However, prior to implementing any such revision, supplement, or amendment that will result in a change in contract price, the contractor shall submit to the contracting officer a not-to-exceed (NTE) price proposal or a not less than (NLT) credit proposal therefore and obtain the prior approval of the CO. Said proposals will be submitted within 30 calendar days from the date the contractor receives notice of the revisions, supplement, or amendment giving SDS to the change in the cost of performance.
5.4.1 It is hereby agreed that failure of the contractor to submit an NTE price proposal within 30 calendar days from the date of receipt of any revision, supplement, or amendment to any referenced directive, regulation, manual, pamphlet, technical order, instruction, or other guidance will entitle the government to performance in accordance with such revision, supplement, or amendment at no increase in contract price.
