Single Source Justification (Simplified Acquisition)

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 system that is already installed. If not purchased, the program will not be in compliance, and the program won't meet project requirements. This would delay the project and cost $ due to the delay.

Therefore, to maintain the integrity, reliability, and safety of the TAA50 Antennas, and to avoid incurring substantial financial and logistical burdens, the Government is restricting this procurement to any other brands, ensuring continued compliance with established technical requirements and operational standards.

Section D: Efforts to Obtain Competition

A comprehensive search across Second Generation Information Technology Solutions (2GIT), General Services Administration (GSA), and NASA Solutions for Enterprise-Wide Procurement (NASA SEWP). The parts were found on NASA SEWP, and it was recommended that the CO submit an RFQ on NASA SEWP. The RFQ was posted from 08/05/25 - 08/11/25 and 08/11/25 - 08/20/25. After two RFQ submittals with 0 responses the CO suggested that this request be changed to full and open. Sources sought on Sam.gov from 11/20/25 - 12/05/25. The Sam.gov RFI received five responses. One large business and four small businesses.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

It is anticipated that future purchases will still require a brand name justification due to the proprietary nature of the hardware rights associated with this acquisition. Emerging products will be considered and evaluated to determine if equivalent capability or better products exist that can fulfill the needs of the government.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
