About this file
This is a Request for Information (RFI) issued by the T-38 Program Office at Hill Air Force Base for market research on Attitude Heading & Reference System (AHRS) component replacements under the Low-cost Avionics Modernization Program II (LAMP II). The RFI, numbered FA822026RB007, was posted on August 3, 2026, with responses due by November 3, 2026, at 4:00 PM EST. The Government seeks Commercial Off-The-Shelf (COTS) or Non-Developmental Item (NDI) solutions to replace obsolete analog components in T-38A and AT-38B Talon aircraft that currently experience high failure rates and sustainment challenges. The specific legacy components targeted for replacement include the Attitude Gyro Control Assembly (P/N 3-64141), Rate Switching Gyro (P/N 60-5938), Servo-Amplifier (P/N 3-64910), Flight Director Computer (P/N CPU4A), Magnetic Azimuth Detector (P/N DT-309/AJN), and associated AHRS line-replaceable units. The replacement system must generate required aircraft attitude, heading, and reference signals while interfacing seamlessly with the existing Astronautics AFI4700 Roadrunner Electronic Flight Instrument System and legacy navigation systems including the AN/ARN-147 (ILS) and AN/ARN-118 (TACAN).
Responses must be submitted as white papers not exceeding 15 pages and should address company information, relevant avionics modernization experience, detailed technical descriptions of proposed solutions with product datasheets, Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL) assessments, existing airworthiness certifications, and National Stock Number (NSN) availability for sustainment advantages. The Government strongly prefers Form, Fit, Function, and Interface (F3I) solutions requiring no aircraft modifications, though alternative solutions with detailed modification descriptions are acceptable. Respondents must provide a Rough Order of Magnitude (ROM) cost estimate broken down by Development/Integration and Production costs, a notional schedule timeline covering development through production, risk assessments with mitigation strategies, and information on life-cycle roadmaps and obsolescence mitigation. The notional quantities are 57 "A-Kits" plus 4 spares and 57 "B-Kits" plus 12 spares for the T-38 Talon fleet supporting Air Combat Command (ACC) and Air Force Global Strike Command (AFGSC). Responses should be submitted electronically to Mark K. Parker at mark.parker.12@us.af.mil with the RFI number included in the subject line. This RFI is for information and planning purposes only and does not commit the Government to any contractual action or payment for responses.

Final Request for Information (RFI) for T-38A/AT-38B LAMP II RFI Number: RFI-T38-LAMP2-2026-FINAL/FA8220RB007 Issuing Agency: T-38 Program Office located at Hill AFB, UT Posted Date: 03 August 2026 Response Due Date: 03 November 2026 SUBJECT: Request for Information (RFI) for T-38A/AT-38B Legacy Attitude Heading & Reference System (AHRS) Component Replacements – Low-cost Avionics Modernization Program II (LAMP II)
1.0 GENERAL INFORMATION
1.1 DISCLAIMER: This Request for Information (RFI) is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense.
1.2 PURPOSE: The T-38 Program Office is conducting market research to identify potential sources and Commercial Off-The-Shelf (COTS) or Non-Developmental Item (NDI) solutions for the replacement of obsolete, analog components within the Attitude Heading & Reference System (AHRS) of T-38A and AT-38B Talon aircraft.
2.0 BACKGROUND
The T-38A and AT-38B Talon fleet is a critical asset supporting the readiness and proficiency of the United States Air Force, utilized by Air Combat Command (ACC) and Air Force Global Strike Command (AFGSC). While these aircraft have been upgraded with the Astronautics AFI4700 Roadrunner Electronic Flight Instrument System (EFIS), they continue to rely on a suite of legacy analog components for core AHRS functions. High failure rates and the inability to repair these obsolete components present a direct negative impact on aircraft availability, readiness, and flight safety. This effort seeks to address this urgent need.
3.0 REQUIREMENTS OVERVIEW
The Government is seeking information on solutions to replace several obsolete LRUs within the T-38's existing avionics architecture, as depicted in the diagram below.
Figure 1: T-38A/AT-38B Current Heading and Attitude System Architecture The specific components of interest for this replacement effort include:
· Attitude Gyro Control Assembly (P/N: 3-64141)
· Rate Switching Gyro (P/N: 60-5938)
· Rate Gyro Transmitter (Inactive, but needs to be removed) (P/N: 60-5603)
· Servo-Amplifier (P/N: 3-64910)
· Flight Director Computer (P/N: CPU4A)
· Magnetic Azimuth Detector (P/N: DT-309/AJN)
· Other associated Attitude Heading and Reference System (AHRS) line-replaceable units (LRUs).
The Government’s strong preference is for a Form, Fit, Function, and Interface (F3I) solution that requires no modifications to the aircraft. Furthermore, solutions that utilize components already stocklisted with a National Stock Number (NSN) in the federal supply system are highly desirable to enhance long-term sustainment.
If a true F3I solution is not feasible, vendors are requested to provide information on alternative solutions. Any response proposing a non-F3I solution must include a detailed description of all modifications required for aircraft installation, including but not limited to wiring, structural, and system interface changes.
This RFI is for market research and planning purposes and does not commit the Government to any contractual agreements. The information provided will be used to assess the marketplace and determine the best acquisition strategy. New capabilities are not being sought at this time.
3.1 Technical Requirements:
· The replacement system shall have the internal capability to generate all required aircraft attitude, heading, and reference signals.
· The solution shall seamlessly interface with the existing Astronautics AFI4700 Roadrunner ADI/HSI.
· The system shall interface with legacy navigation systems, including the AN/ARN-147 (ILS) and AN/ARN-118 (TACAN).
· The solution's components must be capable of full acrobatic flight and operation throughout the entire T-38A/B flight envelope and be able to survive the T-38 cockpit environment.
3.2 Programmatic Assumptions for Response:
· Kits: Responses should be based on a notional quantity of 57 "A-Kits" plus 4 spares, and 57 "B-Kits" plus 12 spares.
· Schedule: Respondents are requested to provide a notional schedule timeline for development, integration, test, and production.
· Cost: Respondents are requested to provide a Rough Order of Magnitude (ROM) cost estimate, broken down by "Development/Integration" and "Production" costs.
