About this file
This is a Questions and Answers document for solicitation FA822025RB004, which seeks contractors to perform teardown, test and evaluation (TT&E), repair, and overhaul of F-4 parts for a foreign military sales (FMS) customer.
The Q&A clarifies that bidders can propose on individual items rather than all items, must return original serial-numbered parts (no exchanges allowed), and must submit detailed TT&E reports with cost estimates for repair schemes. The platform is expected to retire mid-term, with quantities listed being firm. While significant technical data is available for assemblies and subassemblies, some commercial and mil-spec data for lower-level components may be limited. Key restrictions include: no configuration changes are authorized, the FMS customer cannot access AMARG for spare parts, and contractors must work with original assets only. The document also addresses specific technical documentation availability for items like the servo cylinder, servo valve, reciprocating compressor, and float valve components.

| Question/Comment | Response |
| Is this an all-or-nothing proposal? | This is not all-or-nothing. Bid to whatever item(s) your capabilities can support |
| What is the period of performance? | Offerors are expected to propose PoP they can support, which will be a factor to contract reward; the platform will likely be retiring in the mid-term |
| Are all the assets available to be shipped after award? | Yes |
| How would a repair scheme that has not been developed going to be handled? | After the initial TT&E, a condition is assigned to the part and a report is submitted to the program with a cost estimate as defined in the PWS, once that report is received, the program will make a determination on way forward |
| How will individual component or subcomponent repairs without TO's be handled? | Alternative repair actions/plans would be submitted in the TT&E report to be evaluated by the engineering and program teams for consideration |
| What is the list price used to determine whether a part is Beyond Economic Repair | The team will factor in the last procurement price with the understanding that the parts are difficult to replace and sources are limited; the TT&E report should be detailed |
| Is this for one country? | Yes |
| Is it possible to reach into AMARG for missing pieces/parts? | The country has to be approved to get assets out of AMARG, and the current customer is not; contractors are not able to pull parts for AMARG |
| What level of TDP detail is there for these units? | There is a significant amount of tech data for assemblies and subassemblies, however the USG may not have access to commercial and mil-spec data on lower level components; the USG will work with the contractor to find technical information |
| Are the quantities listed firm? | The quantities listed are the quantities identified by the customer and we do not anticipate additional items |
| Ref. the file labelled “60259 Float Valve”, however, the actual file inside is for a 600 Gallon Wing Tank, T.O. 6J14-4-10-3. Please forward the relevant data for the float valve. Also advise what we should do with the wing tank TO. | Float Valve p/n 60259 is a component listed TO that was provided, T.O. 6J14-4-10-3. No additional technical data will be provided. |
| The files covering the Servo Cylinder p/n 32-61002-5, the Servo Valve p/n 50-122A, and the Reciprocating Compressor p/n 893272 all contain the relevant overhaul manuals, but they all lack the corresponding Illustrated Parts Breakdown. Please advise if these are available. We need these to be able to gauge the potential replacement parts availability and pricing. | Servo Cylinder p/n 32-61002-5 IPB is now available in the technical library with Amendment 4; Servo Valve p/n 50-122A – This already had the Overhaul Manul / IPB attached in the technical library; Reciprocating Compressor p/n 893272 IPB is now available in the technical library with Amendment 4 |
| There are different configurations for several of the eight items listed. Will the client nation entertain different configurations? The items we’ve reviewed so far all appear to be the same in fit, form, and function. | The repaired asset should not be modified to a different configuration. No configuration changes are authorized. |
| Will the client country accept one-for-one exchanges with recently tagged units in order to speed the TATs? Or do they want to keep the same s/n’s? | Exchanges are not authorized. Country must receive their original asset after repair/overhaul. |
| There is no mention of any repair or overhaul procedures for the Float Valve p/n 60259. There is a reference in this TO to a functional test for the Float Valve in 6J14-2-21-3 Section III which we do not have. Can you please make this available for everyone? | The program office has no additional repair technical data for the float valve. It is our position that if a contractor can propose repair based on the given technical data, they should. If they cannot, or do not feel they can give a complete proposal, then they should skip it and not propose repair of the float valve. |
