Sources Sought Synopsis (SSS)

T-38A & AT-38B Automatic Dependent Surveillance – Broadcast (ADS-B) Contractor Field Team (CFT) Program

This announcement constitutes a Sources Sought Synopsis, no solicitation exists; therefore, do not request a copy of the solicitation. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract. Companies that respond will not be paid for the information submitted. The Air Force is hereby soliciting capability statements from interested sources for the T-38A & AT-38B ADSB CFT Program.

1. PURPOSE: This SSS is intended to gather information and feedback from offerors to provide CFTs for T-38A & AT-38B ADS-B modification on 59 aircraft. The work entails the removal of the current APX-64 Transponder System and the installation of an ADS-B compliant APX-119 Transponder System in to 53 T-38A aircraft and 6 AT-38B aircraft. The Government would like the aircraft modified within 6-months from start of work. The hours per aircraft are estimated at 172 man-hours. This Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336411 which has a corresponding Size standard of 1,500. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. BACKGROUND: The Air Force contracted out to develop, test and integrate an ADS-B compliant transponder system in the T-38A aircraft and AT-38B aircraft. Aircraft flight testing is being accomplished. The required transponder and aircraft certifications are expected to be complete mid to late 2019.

3. SCOPE OF TASK: The work entails the removal of the current APX-64 Transponder System and the installation of an ADS-B compliant APX-119 Transponder System in to 53 T-38A aircraft and 6 AT-38B aircraft. The work will be accomplished IAW the modification TCTO to be provided as part of the TDP for the RFP. The work will be at the following locations:

Beale AFB, CA Holloman AFB, NM Langley AFB, VA Tyndal AFB, FL Whiteman AFB, MO

4. INFORMATION/FORMAT: Potential offerors are requested to provide information on current services meeting the needs of the Air Force in supporting the T-38 weapon system, or relevant history and evidence of past performance/capability. Potential offerors are requested to define their interest as vendor or prime contractor. Please answer the following questions:

· Company name and associated CAGE code

· Point of contact name and number

· Business status (8(a), Small, HUBZone, Woman-owned, etc.)

· Do your aircraft mechanics have a Federal Aviation Administration Airframe Certificate or Airframe and Powerplant Certificate?

· Although not required, an avionics technician or supervisor with a General Radiotelephone Operators License is preferred. Does your company have this capability?

· Can your company provide up to five CFTs concurrently at each base?

· The plan would be to have a site visit during the RFP phase to see the two models of aircraft. Does your company believe this is a good idea and are there any other site visits you would recommend?

· The plan is for a firm fixed price (FFP) contract. Does your company believe this effort can be proposed to in a fixed price environment?

· Does your company have certified capability to remove ejection seats? (Northrup Grumman P/N 2-70200-523

· How long does your company require from award until CFTs can be fielded?

· Does your company have all tools required for common aircraft maintenance and structural/sheet metal repair? Aircraft specific special tooling will be provided by the Government.

5. SOURCE SOUGHT SYNOPSIS REQUIREMENTS: Please submit single electronic copy of your response to the Sources Sought Synopsis in an executive summary format not to exceed ten (10) pages to the contacts listed below. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance.
