Interested parties are advised notices and information about the Ground Based Strategic Deterrent Engineering and Manufacturing Development contract have previously used the solicitation number FA8214-19-R-7002. Due to numbering requirements, this number has changed to FA8219-19-R-7003.

The Air Force Nuclear Weapons Center (AFNWC), Intercontinental Ballistic Missile (ICBM) Contracting Division intends to issue a solicitation for the Ground Based Strategic Deterrent (GBSD) Engineering and Manufacturing Development (EMD) and Early Production & Deployment contract. The solicitation issue and proposal due dates are to be determined, but the solicitation is expected to be issued during the summer of 2019 with proposals due in the fall of 2019.

The GBSD Weapon System (GBSD WS) will be extremely complex, incorporating (a) air vehicle equipment, (b) command and launch, and (c) support equipment. In addition to integrating these systems, the system will require integration of software and hardware. The GBSD WS will also require facility upgrades, missile support base facilities, and test facilities.

The GBSD WS must integrate all of these elements while complying with nuclear surety, nuclear safety, and cyber-security certification requirements. The GBSD EMD contract, with options for Low Rate Initial Production (LRIP) and Full Rate Production (FRP), is expected to be performed from approximately 2020 to 2032, but strict deadlines for major program milestones exist throughout the duration of this contract’s anticipated period of performance.

Due to the complexity, size and classification of the GBSD program, this contract action includes line items which address numerous parts of the effort including design and development, test and evaluation, production, spares, data, interim contractor support and lab equipment.

Two Technology Maturation and Risk Reduction (TMRR) contracts were awarded in August 2017 and performance is on-going. Additionally, market research has not identified any additional sources capable of providing a low-technical-risk solution on the required timeline. As such, the United States Air Force intends to award a contract to either The Boeing Company (Boeing) or Northrop Grumman Aerospace Systems (NGAS) using competitive procedures under FAR Part 15. See associated posting with the signed, Limited Sources Justification and Approval using the authority under 10 U.S.C. 2304(c)(l) or 41 U.S.C. 3304(a)(l) as implemented in FAR 6.302-1 (a)(2) and FAR 6.302-1 (a)(2)(ii)(A).

Foreign participation at the prime contractor level is not permitted.

This contract is not set-aside for small business.

Due to the classified technical documentation the solicitation will not be made available.
