Strategic Inertial Guidance Modernization Acquisition (SIGMA) Phase 1 Industry Day Announcement 23-24 April 2013 Building 1258 Conference Room 1 Hill AFB, Utah Description: Air Force Nuclear Weapons Center (AFNWC) and the Intercontinental Ballistic Missile Systems Directorate (ICBMSD) are sponsoring an UNCLASSIFIED Strategic Inertial Guidance Modernization Acquisition (SIGMA) Phase 1 Industry Day at Hill Air Force Base, Utah, 23-24 April 2013. Due to the nature of the material, attendance is limited to Department of Defense (DoD) and United States (U.S.) DoD contractors, including academia with DoD contracts.

Background: The Gyro Stabilized Platform (GSP) was designed and manufactured between 1966 and 1972. It is constructed of parts that are 98 percent unique to the Minuteman III Weapon System. The last major modernization was the Guidance Replacement Program (GRP), which completed in 2009 with a design life through 2025 including lifetime buys to account for expected parts obsolescence through 2025. Although GRP replaced the Missile Guidance Set (MGS) electronics including the computer, the instruments and stabilized platform were not replaced. The GSP age and technology has resulted in vanishing manufacturers, skills, and processes.

Phase 1 is expected to be a three year period of performance developing conceptual guidance system architectures which will interface and integrate with existing portions of the weapon system; identifying and demonstrating critical and enabling technologies required to implement candidate architectures; conducting system and design-level trade studies; and prototyping and testing candidate hardware solutions to validate the feasibility of technology in support of candidate solutions. The results of Phase 1 will provide data for the ICBMSD to develop a preliminary guidance system architecture, define Phase 2 technical requirements, mitigate future risk, and accomplish acquisition-related milestones.

Purpose: Provide industry a general SIGMA presentation and obtain information from industry, laboratories, and/or academia on state-of-the-art guidance technologies, concepts, and initiatives.

The agenda for both days (23-24 April 2013) includes:

· SIGMA presentation

· One-on-One Sessions (advanced sign-up required)

· Open Forum - Questions and Answers/Wrap-up

Attendees may choose which day to attend. The agenda format will be the same on both days, therefore attending both days is not required.

All questions, answers, and discussions during the open forums will be posted on the Federal Business Opportunities website seven days after the conclusion of the Industry Day.

Attendance at the SIGMA presentation is not mandatory to participate in One-on-One Sessions or Open Forum Questions and Answers/Wrap-up, but is highly encouraged for all attendees. During One-on-One Sessions, each participating company/organization will have an opportunity to brief and discuss their technologies, concepts, and initiatives that they believe have applicability to the ICBMSD Guidance technology needs. Material and discussion must be kept at the UNCLASSIFIED level. The discussions will be used to inform the Air Force of relevant initiatives that have the potential to benefit the Air Force’s investment strategy. The total time allotted for each session, including presentation and discussion, is limited to 60 minutes per company/organization. Presentations may be oral, written, or visual. Attendees participating in the One-on-One Sessions must bring a “read only” CD of their presentation on the day of their session. It must be Microsoft Office-compatible or in PDF form. PLEASE NOTE: THUMB DRIVES, MEMORY STICKS, OR OTHER USB-BASED SYSTEMS AND “REWRITEABLE” CDS ARE NOT ALLOWED TO BE INSERTED INTO GOVERNMENT COMPUTER SYSTEMS.

Please contact Peter O’Neill, Major, USAF at peter.oneill@hill.af.mil no later than 5:00 PM Mountain Standard Time (MST) on Monday, 15 April 2013 if your company/organization is interested in attending the Industry Day. Please provide the following information in your email:

· Which day you would like to attend (23 or 24 April 2013)

· Names of all individuals attending

· If applicable, which day and time of the One-on-One Session you prefer (first come, first serve reservation basis)

· If base access is needed Upon receipt of your e-mail, your company/organization’s qualifications will be verified. If there are any problems verifying your company/organization’s qualifications, Maj O’Neill will contact you.

Please submit visit requests to JPAS SMO Code HP1MFGKQ, Point of Contact: Enrique Zamora, ICBMSD Security Manager; enrique.zamora@hill.af.mil.

Attendees must make their own lodging and travel arrangements.
