FOR

SINGLE OR THREE-PHASE

UNINTERRUPTIBLE POWER SUPPLY

(UPS) SYSTEM

3 KW – 1100 KW AND ABOVE

Statement of Objectives (SOO)

Purpose: The objective of this effort is to provide commercially available, on-line, double conversion, single or three-phase UPS and all associated equipment to provide power conditioning and continuation at an undetermined number of sites located throughout the world.

Background: The Power Conditioning and Continuation Interfacing Equipment (PCCIE) Program Office is responsible for providing power quality solutions in support of the Air Force, Department of Defense (DOD), and other government agencies’ sensitive electronic equipment/systems and missions.

A UPS will provide the line conditioning and isolation necessary to protect mission critical data from irregular power, and the battery backup necessary to provide continued power during a power outage. A UPS system is defined as all equipment installed so that the system functions as designed to including, but not limited to redundant units, monitoring, metering, hazard detection/notification, and switchgear.

1.0. Provide UPS Systems In Accordance With (IAW) the System Requirements Document

(SRD) & Appendix A

1.1. When required, contractor will conduct site surveys to review local power, facility and equipment conditions, and critical load requirements to determine the scope of the UPS system requirement. Rules and regulations vary at different sites, both CONUS and OCONUS. During these design surveys there shall be a representative which is familiar with the local rules, regulations, and codes (such as Defense Estates, or any other agency). As a result of this survey, the contractor shall develop and deliver a proposal IAW SRD Para 6.1 and SRD Appendix A, Data Item A004 to include at a minimum: a Rough Order of Magnitude (ROM) or cost estimate/cost proposal; facility lay-out/floor plan drawing showing room dimensions and equipment measurements and one-line electrical diagrams for both the existing and proposed UPS systems measurements, calculations, and narrative describing the scope of the project and proposed equipment. All resulting documentation will be provided to the government in electronic format. All documentation and drawings shall be government property. All these documents may be duplicated, and distributed without seeking further agreement of contractor.

As required, printed copies of the facility layout drawings and one-line electrical drawings shall also be provided to the PCCIE office, IAW SRD paragraph 6.1, 6.2.1 and 6.2.2 and SRD Appendix A, Data Item, A005. Based on the design survey, UPS shall be of adequate size and performance. Having adequately trained and qualified contractor personnel is essential to properly train the mission/site personnel in the operation of their UPS equipment. Cost Proposal shall be valid for at least ninety (90) days, unless otherwise specified.

1.2 As required, the contractor will perform a design survey IAW SRD Para 6.2. Design Surveys shall be provided in support of UPS systems designs and for battery replacement efforts (ref Para 1.6 below) as requested by the government. The contractor shall provide a cost and Design Survey Report/Technical Proposal, including engineering drawings to reflect proposed design and a notional schedule of timeline of work to be accomplished. The contractor shall include expected outages and downtime in the preliminary schedule and Design Survey Report. All resulting documentation will be provided to the government in electronic format. All design survey documentation shall be provided IAW SRD Appendix A, Data Item A005.

1.3. Contractor shall provide and fully integrate all equipment and materials required for the UPS system installation IAW SRD Para 2.6.2.

1.4. Contractor shall provide standard commercial warranties for not less than 1 year for the static UPS equipment, batteries, ancillary equipment and the overall system. The contractor shall pass any vendor warranties that exceed these minimum requirements on to the government. With respect to government furnished property, the contractor’s warranty shall extend only to its proper installation, unless the contractor performs some modifications or other work on the property, in which case the contractor’s warranty shall extend to the modification or other work. The contractor shall provide warranty start and expiration dates IAW SRD, Appendix A, Data Item A008. If the site condition or UPS size preclude the use of valve regulated lead acid (VRLA) and flooded wet cell batteries, contractor shall propose an alternative.

1.5. Contractor shall be responsible to provide a turn-key system and installation, and to provide or contract for all installation/de-installation activities, to include testing and integration. When required, the contractor shall provide system test and commissioning plan for government review and approval. The installation will be accomplished to minimize downtime, per the contractor’s proposed outage schedule and Design Survey Report, so that the mission is not adversely impacted. Designs and equipment delivered will attempt to reduce the overall system layout (footprint) without compromising system functionality, whenever feasible. Equipment and system configuration shall support ease of maintenance. Contractor shall demonstrate that the installation is complete, if necessary integrated with other equipment, and fully mission capable. Site specific activities will be identified during the Planning/Design Survey(s) and documented in the Fair Opportunity Proposal Request (FOPR) at the delivery order level.

1.6. In some instances, the UPS system batteries and capacitors will require replacement without the replacement of the UPS and entire UPS system. If needed, a design survey IAW Para 1.2 above, shall be provided as requested by the government in support of the battery or capacitor replacement effort, with a Design Survey Report delivered IAW SRD Appendix A, Data Item A005. Desktop designs for battery or capacitor replacement may also be accomplished. The contractor shall provide all efforts needed to supply, deliver, install, start-up, de-install, remove and dispose of the existing batteries/capacitors. A copy of test results, Field Activity Report, and MSDS report shall be forwarded to the PCCIE office and site POC after installation. No battery discharge test is required unless otherwise stated by the government. At a minimum the report shall include the impedance, voltage, float voltage settings, equipment manufacturer, model, and date of last calibration. Disposal shall be accomplished IAW SRD Para 7.0.

1.7. As required, the contractor shall perform a Power Distribution Assessment, Short Circuit Study, Coordination Study, or Arch Flash Study. It may be necessary for the contractor to perform these studies at different sites worldwide. Based upon location and mission, elevated clearance may be required. The purpose of these assessments is to help customers identify power infrastructure problems that can then be quantified, budgeted, and managed by using agencies. A PDA is a study of the electrical power system supporting power reliability, power quality, and power safety of the electrical infrastructure of a building. The PDA and other studies will not be load specific.

1.8. Annually, contractor(s) shall be allowed to bring to the Program Office new commercially proven equipment for approval and submission to the contract for use on future orders. Timeline will be set by the Program Office. When required by the government, unique circumstances may lead to the request for new submissions of models outside the annual timeline.

2.0. Technical Support

2.1. The contractor shall provide emergency technical support IAW SRD Para 5.1, as required during the warranty period.

2.2. The contractor shall act as the engineering and integration contractor to facilitate incorporation of emerging technologies, as approved and requested by the government for UPS systems. Examples of potential technology incorporation include: lithium ion batteries, fuels cells, ultra capacitor, advanced flywheel technologies, and any other alternative battery replacement/solutions.

3.0. Management

3.1. Contractor shall implement and comply with ISO 9002 or equivalent Quality Assurance Program as approved by the government.

3.2. Contractor shall provide PCCIE Program Managers visibility of status of overall program status, funding/billing, as well as status of engineering and installation progress for each active site project. Monthly reporting will be provided electronically to the PCCIE office, via e-mail and Microsoft

Office compatible attachments. Status of overall projects will be discussed during monthly teleconference meeting. IAW SRD Data Item A001 and A002 and A003.

3.3. Program Management Reviews (PMRs) may be accomplished annually or semi-annually at the discretion of the PCCIE program office and shall include at a minimum the following: briefing, agenda, action items, project status review, contracts review and discussions, funding report, list of new products, open discussion, review new action items, and schedule the next PMR. Vendor shall be responsible for taking and publishing meeting minutes.

3.4. Site Management. The contractor shall identify a site manager for each project to act as a single point for all actions related to that project. Contractor shall provide labor hours for program management on each project.

4.0. Logistics

4.1. UPS and ancillary equipment delivery will be specified on each order. All items shall be delivered as proposed/negotiated in each delivery order.

4.2. Contractor will be responsible for transportation and shipping of equipment, including all related expenses (sales taxes, other taxes, port fees, tarrifs, etc.), to various sites throughout the world.

The freight on board (FOB) point for all UPS and ancillary equipment for all sites will be FOB destination, unless otherwise negotiated by the government. In unique instances, when it is in the best interest of the government to ship via government transportation, the shipping instructions and costs shall be proposed/negotiated by the contracting officer for that delivery order.

4.3. Unless otherwise stated, packaging shall be accomplished IAW standard commercial practices for all sites.

4.4. The contractor shall provide spare parts kits/packages and installation instruction documents as an option for the support of all UPS systems, including all ancillary and UPS equipment, as requested by the government and IAW SRD Para 9.0.

4.5. The contractor shall provide de-installation and disposal IAW SRD Para 7.0.

5.0. Training

5.1. System Overview Training: The contractor shall provide basic operator level training for the UPS system, to include UPS, batteries and ancillary equipment. This training shall include system theory of operation and integration of the UPS and all ancillary equipment, including batteries. Training shall be conducted on-site. As requested by individual site; a training plan, diagram or instruction guide for UPS operation shall be tailored for each site’s equipment and provided IAW SRD Appendix A, Data Item A009.

5.2. UPS Training: Basic UPS training shall be provided in addition to the system overview training, where students will learn to perform UPS operation and monitoring functions, as well as initial basic maintenance and troubleshooting of the UPS. Training shall be available at the site or at the contractor’s plant, as requested by the government for each site project.

6.0. Security Requirements

6.1. Based upon location and mission, secret or top secret clearance may be required as well as U.S.

citizenship. All site, base, and country restrictions, rules and guidelines will need to be followed as applicable. Contractor shall have a plan in place to show how they will obtain the appropriate security clearance and the timeline that it will take to accomplish. Contractor shall detail this plan in writing. IAW SRD section 10.

6.2. Based upon Information Assurance and Cyber Vulnerabilities the contractor will verify that development software for the UPS is never connected to the internet via a network connection. If it does then contractor shall provide the steps to mitigate and explain in detail that process. All service or start-up laptops are to have up to date antivirus software or updated security software loaded and working correctly as well as the properly encrypted tools. If sabotage of equipment does occur, contractor shall have a plan in place to mitigate any damage to the government this includes having in plan a vulnerability reporting and response program to address component vulnerabilities. The contractor shall have in place a documented Secure Development Lifecycle (SDLC) that is applied to new product development and support for maintenance releases and continuous vulnerability monitoring and response through-out the product lifecycle (inception through end of life). The contractor shall provide verification this SDLC has been validated against industry standards (e.g. UL 2900 or IEC-62443-4).

Contractor shall detail this mitigation process in writing. IAW SRD 10.4

7.0. Other Data, IAW SRD Appendix A

7.1. Contractor shall provide Commercial-off-the-Shelf (COTS) operations and maintenance level manuals, with tailoring as required to address site unique installation. These manuals will also address system interoperability. As-built drawings of the final system shall be included as well. Warranty information for all equipment (UPS, batteries and ancillary equipment) and expiration date will be provided as part of the operations/maintenance manual submission for each site. Warranty information shall be prepared on a sticker and placed on the equipment at the time of startup. This responsibility lies with the prime contractor, not the OEM technician. The manuals shall be delivered to the site POC IAW SRD Appendix A, Data Item A008.

7.2. Contractor shall track and document all maintenance actions scheduled and completed as required during the warranty period, and provide them to the PCCIE program office. The report shall also include equipment start-up date, battery testing, and warranty expiration dates. The contractor shall notify the government of each request for emergency services and document actions taken, IAW SRD Appendix A, Data Item A008.

7.3. Contractor shall provide information on item deficiency and notices of safety problems, so that similar problem situations can be avoided. This notification of potential safety problems, defective parts and early failing items shall identify the problem or defective parts, to the greatest extent possible.

Contractor shall identify sites installed under this contract that possess the identified part(s) and provide recommended remedy/corrective action. In the instances of safety related deficiencies, notification shall be provided within 24 hours of identification. Reporting shall be provided to the government IAW SRD Appendix A, Data Item A011.
