The Government is posting this Notice of Information for the Control and Reporting Center (CRC) OM
Mod FA8730-16-C-0007, Contractor Logistics Support (CLS) for the AN/TYQ-23A(V1) per FAR Part 5.
The Government intends to add a six-month extension to the period of performance per FAR 52.217-8 for a sole source contract to Pelatron, Inc. The following is a statement of reason justifying the lack of competition. The Agency conducted a sources sought synopsis to determine whether any other sources could provide capabilities for the CRC OM MOD Contractor Logistics Support (CLS). The results only surfaced potential sources for sustainment capabilities but not continued support for the current configuration of the AN/TYQ-23A. This is a broad range of performance-based logistics, including
Program Management, Logistics Support, Systems Engineering, Software Maintenance and
Cybersecurity, Technical Order sustainment, Government Furnished Property (GFP) Management and transition planning and includes the verification and validation of a complete Technical Order (TO) manual. The Agency considered all responding sources and conducted an evaluation to see if they could meet the current configuration and need. The Agency currently has an RFI posted on FBO to gather as many sources as practical in order to go competitive in the near future.
Reference RFI: FA8217-19-R-CLSF
In accordance with FAR 6.302.1(a)(2)(i)(C)(ii) and 6.302.1(b)(1)(i) the Agency determined from market research that these services and supplies are deemed to be available only from the original source for the current configuration of the AN/TYQ 23A. The support required is a unique capability that is highly specialized and can only be met by the original source for the current configuration of the AN/TYQ 23A. It is likely that award to any other source for this six month period of performance would result in: (A) Substantial duplication of cost to the
Government that is not expected to be recovered through competition, and (B) Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 3304 (b)(2)) or 41 U.S.C. 253
(d)(1)(B).)
All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. If interested sources anticipate providing a capability statement, proposal or quotation, please include a detailed description/summary of the capability, a Rough Order of Magnitude cost (including data rights), to sustain the current CSEL program.
Interested sources may also obtain the solicitation and Performance Work Statement (PWS) on this synopsis per FAR 5.207(c)(17) by contacting the POC below and providing a valid and current signed DD 2345 form. The PWS is an export controlled document Distribution Statement D.
