About this file
This is a Questions and Answers document for the Payload Transporter Replacement (PTR) RFI, FA8214-26-C-PTR. The government clarifies that the effort is a combination build-to-print and design undertaking due to proprietary armor solution constraints. The contractor must manufacture five full PTR systems (including tractor, Auxiliary Power Unit, and semitrailer) from an approved Technical Data Package (TDP), with Non-Recurring Engineering (NRE) and qualification testing required for any systems, subsystems, assemblies, and parts not contained in the current TDP. The government does not own data rights to the proprietary armor solution and formulations currently in production and will not provide this proprietary armor data to contractors.
Contractor responses must not exceed four pages in length. Earned Value Management System (EVMS) may be required in some form and may be tailored depending on contract size and value. Any qualification testing must be conducted at government facilities but is not guaranteed priority scheduling; the Program Management Office will advocate for priority consideration with leadership. No current testing contract exists on record with the PTR program, so contractors should not reference existing testing agreements for pricing purposes. The PTR program is currently in production and fielding phase and has not utilized developmental or qualification testing services or facilities in several years.

The following questions have been received from a contractor. The questions are being shared with all approved contractors for the Payload Transporter Replacement (PTR)
RFI, FA8214-26-C-PTR:
1) Is this a build-to-print effort or a design effort? A combination due to the proprietary nature of the currently used armor solution. The background section of the SOW states the following “The contractor will manufacture production assets from the approved TDP”. Then on the contractor response template (CRT) number 9, the ROM pricing is asking for NRE. There would be an NRE and qualification testing required for any systems, subsystems, assemblies, and parts that are not in the current TDP.
2) If this is a build-to-print effort, does the Gov't own the full TDP? Will it be provided upon contract award? The government does not own the data rights to the proprietary armor solution / formulations that are currently employed in a production effort. The proprietary armor data will not be provided. Gov’t does not own the data rights.
3) Is the armored tractor part of the scope of this effort? Should it be included in the ROM pricing? Section 3 a of the SOW does not mention the tractor but then it is again referenced in section 3.1.1. The scope is for the production of five full PTR systems (tractor, APU, semitrailer).
4) Is the APU part of the scope of this effort? Should it be included in the ROM pricing? The scope is for the production of five full PTR systems (tractor, APU, semitrailer).
5) Please confirm that pricing for 5 systems is needed. Correct, for five (5) full PTR systems. Yes, five full-up Systems.
6) Testing will need to occur at government facilities – Is it safe to assume that this program will get priority to the required test facilities? Any qualification testing will have to compete with any other priorities at various test facilities at the time. While the PMO can advocate, PTR is not guaranteed top priority. Priority is not guaranteed but as Steve mentions the PMO will advocate to push up the priority list with leadership.
7) Is there a contract we would reference to assure we can get pricing for testing at the government facilities. The PTR program is in production / fielding phase and has not utilized developmental or qualification testing services / facilities in several years. There is no current testing contract on record with the PTR program to reference.
8) Will EVMS be required? EVMS may be required in some form. It may be tailored depending on contract size / value.
9) Can the response page length be extended from 4 pages to 10 pages? (Nathan, see my Teams IM on this item.) Can we (PMO) determine the page length for this response? The RFI shall have maximum number of pages be four (4).
