SOURCES SOUGHT SYNOPSIS

FOR

All Ordnance Destruct System Storage Minuteman III Intercontinental Ballistic Missile (ICBM) Department of the Air Force, Air Force Materiel Command, AFNWC/NIASP

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325920 which has a corresponding Size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code (see §4 for response requirements). Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. DESCRIPTION: The Air Force has a requirement for the Storage of approximately 300 components of Government Furnished Property (GFP) required to assemble and repair All Ordnance Destruct Systems (AODS) kits. These components include Class “A” explosives, Class “B” explosives, as well as approximately 870 pounds of raw material RDX (1.1 explosive). As the items are GFP, a contractor must have or be able to obtain an approved property plan complying with FAR clause 52.245-1. Requirement is to have all explosive and non-explosive GFP at a centralized storage facility. The contractor will also be required to perform regular inventories, and have a quality control program. Additionally, contractors must be able to pass a Pre-Award Safety Survey (PASS) conducted by DCMA as the GFP includes explosives.

The stored components are used for AODS kit production and repair. A contractor must be able to provide one or more of these components to the AODS kit manufacturer-repairer (currently, Pacific Scientific Energetic Material Company of Hollister, CA) within one hour of notice of stated need. The Air Force estimates awarding a contract for this requirement no later than 29 June 2020. The period of performance is estimated to begin on 01 July 2020, and the contract will consist of a one-year basic and four, one-year options. The contract will also include a line item for a six month extension of services and a line item for disposition of GFP.

3. CAPABILITIES:

· Must be able to store Class A explosives in accordance with the appropriate laws and regulations.

· Must be able to store Class B explosives in accordance with the appropriate laws and regulations.

· Must be able to store approximately 870 pounds of raw material RDX in accordance with the appropriate laws and regulations.

· Must have or be able to obtain an Air Force approved property plan complying with FAR clause 52.245-1.

· Must be able to perform routine inventories for 100% of the components stored.

· Must have GFP available on site to Pacific Scientific Energetic Material Company of Hollister, CA within one hour of notice In Accordance With all applicable state and federal regulations.

· Contractor must be capable of attaining an ‘Award’ rating on the Pre-Award Safety Survey (PASS) conducted by DCMA prior to contract award. Contractor will be given 15 calendar days from initial request to perform the PASS or will be considered as having a ‘No-Award’ status.

· Foreign participation is not permitted at the prime contractor level.

4. RESPONSES: Due to the requirements of this acquisition, the Air Force anticipates award of a sole source contract to Pacific Scientific Energetic Material Company of Hollister, CA pursuant to 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(2), Only One Responsible and No Other Supplies or Services Will Satisfy Agency Requirements. Other responsible sources may identify their interest by providing a capability statement, proposal, or quotation with sufficient information to substantiate respondents have all of the above-listed capabilities.

5. ADDITIONAL NOTICES: Neither the release of this sources sought synopsis nor any responses to it guarantee a solicitation will be issued. A determination by the Government not to compete this solicitation is solely within the discretion of the Government. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided.
