I. Contracting Activity.
United States Air Force
AFNWC/PZBC
6008 WARDLEIGH ROAD BLDG 1580
Hill AFB UT 84056-5837 Contracting Officer: Kirk Dean Phone Number: 801-777-5668 PR Number: FA821413C0001
II. Nature and/or description of the action being processed.
A. Upon approval to use other than full and open competition procedures, the Air Force (AF) will issue a contract modification to the existing Integration Support Contract (ISC) to increase the contract total dollar ceiling from $918M to $1.011B to enable the continued addition of within scope add-on programs while a new contract is being established for future Advisory and Assistance Services (A&AS) requirements. This requirement is for support of the Intercontinental Ballistic Missile Systems Directorate (ICBMSD) to include the Ground Based Strategic Deterrent (GBSD) program at Hill AFB.
The contract to be modified is with BAE Systems Technology Solutions & Services Inc., 520 Gaither Road, Rockville, MD, 20850-6198, CAGE Code 99789.
B. Contract Type & Structure: The current Firm-Fixed-Price Level-of-Effort services contract, options, and associated 8 ½ year PoP will remain unchanged. Approval of this request will only authorize raising the contract total dollar ceiling. The option to extend services clause (FAR 52.217-8) was included and evaluated in the current contract, and the Government evaluated all options (FAR 52.217-5).
C. Type J&A: Individual
III. Description of supplies/services required to meet agency needs.
A. Under the contemplated contract, BAE Systems Technology Solutions & Services Inc. provides the following services in sustainment of the ICBM Weapon System. Approximately staff hours are acquired each year for assisting the ICBMSD in performance of its role as the ICBM weapon system integrator & program management office. The ICBMSD provides total sustainment of the Minuteman III ICBM and is executing the Ground Based Strategic Deterrent (GBSD) program. BAE provides Systems Engineering, Integration, and Program Management support services, which entail all aspects of program office sustaining engineering and program management with the exception of those functions surrounding competing for and delivery of weapon system hardware and software. Unlike the earlier ICBM Prime Integration Contract (IPIC), the ISC will not provide upgrades or modifications.
This contract modification is necessary to ensure uninterrupted ICBM sustainment support while another contract can be established for ICBM A&AS requirements. The reason there is a need to increase the contract total dollar ceiling is due to the unanticipated level of support required for the GBSD program which, during the formulation of the ISC program and requirements, although within scope, was unidentified. GBSD support, which now accounts for approximately of the contract value, is expected to cause the contract ceiling to be reached by Oct 2016. Once the contract ceiling is reached, without a dollar ceiling increase, the directorate will lack the ability to acquire additional
Page 4 of 8Updated: 15 Mar 16
A&AS support or make increases to existing contracted efforts. The ICBMSD has initiated the acquisition for a second A&AS vehicle to provide a portion of the same scope of work in order to avert a break in ICBMSD ability to rapidly acquire additional support through add-on programs. A&AS requirements that would be performed under the new A&AS contract would be options for A&AS support to some of the existing ISC add-on programs. Additional efforts will be those future A&AS efforts required by the Divisions that have yet to be identified or defined. Add-On programs have been the sole means of acquiring the required sustaining engineering support to establish and provide support for the essential study, modification, and acquisition efforts and programs required to address critical problems and issues with sustaining the aged Minuteman III weapon system that are outside the steady-state systems engineering and integrations support. Some specific sustaining engineering areas, capabilities, and functions, where BAE provides support under the ISC are as follows: System Engineering & Integration (Nuclear Surety; System Safety and Safety Risk Management; Ground Safety; Systems Effectiveness Evaluation; Risk Management and Technical Weapon System Analysis;
System Requirements Analysis and Determination; System/Subsystem/End Item Specifications; Trade Studies; Configuration Management; Weapon System Interface Control; Software; System Engineering Level Evaluation and Correction Team; Test and Evaluation; System Test; Nuclear Hardness and Survivability; Environmental Engineering; Corrosion Prevention; and Emergency Response/Mishap Investigation); Hardware and Software Sustaining Engineering (Weapon System Assessment;
Software Sustainment; Hardware Sustainment; Strategic Missile Integration Complex (SMIC) Support;
Trend Analysis; On-site Engineering Support; Maintenance Support; and TO Support); and Program Management Support (Program Schedule Management; Acquisition Program Documentation Preparation; Program Risk Management; Strategic Planning; Earned Value Management; Quality Assurance; Logistics Planning; Manufacturing and Production Support; Business and Financial Management; Data Rights; and Data Management).
B. The current periods of performance and total projected dollar amounts below indicate the point when an additional vehicle would be needed for add-on efforts in order to continue to accomplish essential efforts through the remaining years on the $918M contract without elimination of current negotiated contract options.
FISCAL Year Period of Performance Total Dollars
FY13 1 Aug 2013 - 31 Jul 2014 $512,545,689
FY14 1 Aug 2014 - 31 Jul 2015 $649,103,265
FY15 1 Aug 2015 - 31 Jul 2016 $783,551,633
FY16 1 Aug 2016 - 31 Oct 2016 $918,000,000 (Projected)
FY17-FY21 1 Nov 2016 - 31 Jan 2022 Alternate source for Add-On Programs and no CLIN increase
$918,000,000 Current Approved Total Dollar Ceiling
$93,000,000 Requested Increase (9.87%)

IV. Statutory authority permitting Other than Full and Open Competition.
10 U.S.C. 2304(c)(2) as implemented by FAR 6.302-2 -- Unusual and Compelling Urgency
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
A. The above authority was selected because this DoD contract provides sustaining engineering and program management support to the ICBMSD to assist in ensuring maximum ICBM weapon system availability and capability. Deterrence of a nuclear missile attack, as the land based portion of the strategic nuclear triad, is the ICBM mission. The requirement is for highly specialized services and capability and the “need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals.” The ICBMSD estimates that over a year is required to establish a contract vehicle for the projected A&AS support. This J&A enables the ICBMSD to continue to rapidly obtain this type of support for requirements as they surface while the new A&AS contract vehicle is established. Even after over 3 years under the new contract and structure, there remains a shortage of personnel with the required knowledge, experience, and skill sets to perform certain functional capabilities, specifically those in Nuclear Surety, Nuclear Hardness and Survivability, and Operational Flight Testing (Force Development Evaluation), resulting in the need to disproportionately work personnel in those functional areas and to waive some required qualifications in order to manage the qualified personnel shortage situation. If the ICBMSD were unable to use the existing contract to obtain these types of services, the lead time for support would be even greater, further delaying problem resolutions and potentially impacting system performance.
Unacceptable delays: The program office estimates award to any other vendor to immediately satisfy the A&AS requirements would result in unacceptable delays and risks in fulfilling the ICBMSD mission requirements. Without approval of the requested contract ceiling increase, during the time a primary source is unavailable, there will be an inability to support requirements for additional efforts in areas of highly specialized services and capability due to the limited pool of resources possessing the requisite skill sets for some critical functional areas which will be compounded by the fact that no contract will exist for these services. Add-on programs establish and provide support for the essential study, modification, and acquisition efforts and programs required to address critical problems and issues with sustaining the aged Minuteman III weapon system that are outside the steady-state systems engineering and integrations support. Maintaining a single vehicle for overall sustaining engineering support, historically, has yielded the most effective and efficient results. Once the current vehicle can no longer be used due to the contract value limit, it is imperative to have another vehicle in place for these services. Approval of this justification will allow time for establishment of that alternate vehicle.
The GBSD program is an in-scope add-on program, the magnitude of which was undefined when the ISC was being formulated. Although add-on programs were anticipated and forecast, the potential for a GBSD program was not forecast within the contract PoP and was not considered in the justification for the original dollar ceiling. The Government has chosen to retain GBSD on the ISC based on the critical necessity to integrate the GBSD Program with ongoing MM III sustainment efforts. Performance of these activities by different contractors and/or under different contracts significantly increases risk to the GBSD program schedule during critical periods of the GBSD acquisition.
There is not a lack of data, rights, drawing, etc. that prevent this support from being competed.
Page 6 of 8Updated: 15 Mar 16
However, it is important to note that, although the lack of a certain collection of information cannot be cited, competing the add-on program workload and obtaining the required level of capability and support is highly dependent on support from subject matter experts (SME) with extensive experience, unique knowledge, possessing specialized skill sets for supporting various functions and aspects of the ICBM mission.
Accordingly, BAE is the only firm capable of immediately providing the supplies and services described in Section III above without the government experiencing unacceptable delays in fulfilling the ICBM critical systems engineering, integration, and program management support requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A request for information (FA8207-16-I-ISCINC) was issued on 16 March 2016 for the purpose of conducting market research. The Air Force was considering seeking a larger ceiling increase of the current ISC to ensure continued engineering and program management support on various ICBMSD programs through the end of the current contract period of performance, 31 January 2022. Based on multiple responses, the Air Force will synopsize and compete the new A&AS requirement. This justification will be made publicly available in accordance with FAR 6.305.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contract rates utilized under the ISC were determined fair and reasonable based on adequate price competition. The increased value of the contract total dollar ceiling will utilize these same established rates.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Based on multiple responses, the Air Force will compete the new A&AS requirement.
Rationale: The planned contract is a contract modification for the continued provision of highly specialized services when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The planned contract modification to an existing contract would retain the established rates, options, and PoP. The only change will be to permit contracting for a greater amount than was originally approved by the ASP Chair and Program PEO, AFPEO/SS, on 29 Aug 2011, through the acquisition strategy panel.
The ISC is one of five contract efforts (ISC, Re-Entry System/Re-Entry Vehicle Subsystems Contract, Guidance Subsystem Contract, Ground Subsystem Contract, and Propulsion Subsystem Contract) for
Page 7 of 8Updated: 15 Mar 16 support following the conclusion of the 15-year ICBM Prime Integration Contract. The planned awards of these five contracts were staggered to enable a phased ramp-down from the incumbent contractor and avoid five simultaneous source selections. Although costly, a nine month transition was incorporated into the ISC base year requirements due to the magnitude, complexity, and criticality of the effort. During this transition, the Government, incumbent contractor, and successful offeror worked together to systematically detail and transfer each systems engineering and integration (SE&I) function from the incumbent contractor to the Government. Assisting with the ICBM integration is a key role of the ISC. Enabling continued use of the ISC for A&AS until another A&AS vehicle is established is crucial to continued sustainment of the weapon system without degradation of weapon system performance even though adding a second vehicle for portions of the sustaining engineering support could further complicate successful accomplishment of the integrating function by introducing an independent source.
After review of industry sources, it was determined there were no alternate sources nor substitution available to fill the government's needs.
IAW FAR Part 10 (Market Research), engineering has determined there are no commercial services or non-developmental services available that could be modified to satisfy the agency's needs.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Other facts supporting the use of other than full and open competition that have not already been explored would be the effect competition would have on the multiple ISC Add-On efforts currently on contract, many of which have established options through the end of the ISC. Each of these efforts has been structured to coincide with the ISC PoP, the largest of which is the GBSD program. If there is a need to increase the existing levels of support or add additional options, the ICBMSD would be incapable of doing so until this requested contract dollar ceiling increase is approved or a new vehicle is established to continue the work in progress.
X. List of sources, if any, that expressed interest in the acquisition.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The ICBMSD has focused on capturing the data, information, knowledge, and tools necessary to effectively perform as the Lead System Integrator. The transition of information and functions from the previous contractor was a responsibility transfer to the Government, and not to the new contractor. This deliberate designation was to ensure the Government would possess and be capable of providing those things that could be future barriers to competition.
