About this file

This Sources Sought Synopsis is a market research document for the Air Force seeking potential contractors to manufacture BBU-35A/B and BBU-36A/B Impulse Cartridges used to eject chaff and flare countermeasures from aircraft. The document targets the Explosive Manufacturing industry (NAICS Code 325920) with a size standard of 750 employees, and specifically encourages small businesses to respond. Interested companies must provide a detailed response addressing company capabilities, teaming arrangements, manufacturing processes, testing capabilities, and quality standards.

Key requirements include having a dedicated cartridge production line, ability to manage SECRET information, and capacity to perform First Article Testing (FAT) and Lot Acceptance Testing (LAT). Respondents are requested to submit no more than 20 pages of information via email to Ellis Swenson and Ryan Walker, limiting responses to efforts within the past 10 years. The government will use the received information to determine the procurement strategy, which may result in a small business set-aside or full and open competition, with potential for multiple awards. All interested contractors must be registered in the System for Award Management (SAM.gov).
