BLU-140/B

PURPOSE

The U.S. Government is conducting market research to identify if qualified and capable sources exist in determining if a potential procurement effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 332993 Ammunition. The Government will use this information to determine the best acquisition strategy for this potential procurement. We are also seeking feedback from industry on Indefinite Delivery Indefinite Quantity (IDIQ) preferred procurement lengths. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code. Interested parties are requested to provide the following information in their response: confirmation of their small business status; a description of any anticipated teaming arrangements, clearly delineating the work to be performed by the prime contractor and each teaming partner; and a summary of relevant experience providing similar services to government and commercial customers within the past three years.

DESCRIPTION

The Air Force Life Cycle Management Center (AFLCMC), Armament Directorate, Munitions Sustainment Division, GBU Components Branch (EBHC), Hill AFB, UT is performing market research to identify potential contractors who have the technical skills, experience, and knowledge required to produce the BLU-140/B 500lb advanced warhead (empty case), polymer nose plugs and the MHU-149/E or MHU-122/E bomb pallet. The explosive fill is not considered part of this Sources Sought. The BLU-140/B penetrator warhead is a 500-pound class conventional penetrating weapon that fulfills the need for a capability to defeat specific hard and deeply buried targets.

The information received will be considered for the purpose of determining industry interest and preferred IDIQ lengths in a potential upcoming procurement. No reimbursement will be made for any costs associated with providing information. Any information submitted by respondents to this notice is strictly voluntary. Questions relative to this market survey or copies of the TDP(s) and specifications are available upon request and should be addressed to Primary POC: Ryan Mitchell (ryan.mitchell.21@us.af.mil) Alternate POC: Nicholas Padgett (nicholas.padgett.2@us.af.mil)

The warhead assemblies must be manufactured in conformance with the current Air Force BLU-140/B Technical Data Package (TDP). These procedures will involve construction of the warhead assembly, casing, and integrated components. The TDP(s) and specifications can be requested and will be sent via DoD SAFE to qualified respondents for reference only. Respondents must officially request the documents in writing, via email. To validate the documentation release, the request must include: the company name, mailing address, email address, point of contact, phone number, current Commercial and Government Entity (CAGE) number and System for Award Management (SAM) registration.

Any subsequent information relating to this notification will be posted on SAM.gov. All responses to this Sources Sought Synopsis must be submitted to the points of contact listed above. This does not constitute a commitment, implied or otherwise, that procurement will be accomplished and is not a request for proposal or invitation for bid. Responding to this notice in no manner guarantees a contract will be awarded.
