This is Section M of a federal solicitation for evaluation factors and award methodology for Basic IDIQ contracts on the MJU-76/B Program, a military ammunition/explosives manufacturing initiative.
The government intends to award to all qualified offerors in a multiple-award scenario, though it reserves the right to award to one source or no source. An offeror qualifies for award if it is determined responsible under FAR 9.1, conforms to all solicitation requirements, and meets qualification requirements under FAR clause 52.209-1. Offerors must submit pricing for the first Delivery Order using the RFOP Worksheet to determine split award percentages. The government may conduct discussions and issue Evaluation Notices and Final Proposal Revisions at its discretion; however, initial proposals should contain the offeror's best price. Offerors must clearly identify any exceptions to solicitation terms and conditions with complete supporting rationale, which the government may determine unacceptable.
Evaluation is based on three acceptability factors: (1) Qualified Source Proposal—meeting MJU-76/B qualification requirements; (2) Plan and Technical Approach to Manufacture MJU-76—a maximum 25-page PDF addressing manufacturing process (in-house vs. subcontracted), automated equipment, machine types and quantities, defect prevention processes, inventory management controls, and assembly line flow diagrams; and (3) Price Proposal—submission of completed RFOP Worksheet with unit prices in $x.xx format. Additionally, the Procurement Contracting Officer will request DCMA conduct a Pre-Award Survey within PASS, including facility review and pre-award ammunition and explosives safety survey for the contractor and all identified subcontractors and work locations, with results a condition of award. All proposals must include a signed Model Contract/Solicitation with completed sections A through K and I, applicable RFP attachments including Small Business Subcontracting Plans, and signed solicitation amendments.

Section M - Evaluation Factors for Award
1.0 Basis for Contract Award
The government intends to award Basic IDIQ contract(s) to “all qualified” offerors. An offeror is a “qualifying offeror” if:
a) it is determined responsible in accordance with FAR 9.1, as supplemented,
b) its proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation),
c) it is determined to be qualified prior to contract award IAW FAR clause 52.209-1
1.1 Number of Contracts to be Awarded
The government intends to award to “all qualified” offerors (multiple award) for the Basic IDIQ of the MJU-76/B Program. However, the government reserves the right to award to only one source or to no source at all.
1.2 Discussions
If, during the evaluation period, it is determined to be in the best interest of the government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the FPR are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award. The Government reserves the right to award without discussions; therefore, each initial offer should contain the offeror’s best price. The government does however, reserve the right to conduct discussions if determined necessary by the Contracting Officer.
1.3 Solicitation Requirements, Terms, and Conditions
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.
Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale (see Section L). The government reserves the right to determine any such exceptions unacceptable.
1.4 Pricing related Data
Price/cost for the first Delivery Order (DO) must be submitted to determine each offeror/s split award percentage for the first DO. The split award percentage will be used to meet the minimum award guarantee. Offerors must submit pricing on the RFOP Worksheet Attachment, fillable worksheet in Section J.
2.0 Evaluation Factors And Methodology
In order to be considered acceptable, the contractor’s submissions requested in Section L must meet the below standards. The Government will evaluate for acceptability the factors described below:
Factor 1| Qualified Source Proposal
The contractor must be a qualified source prior to contract award in accordance with the source qualification requirements referenced in Section J of the solicitation. During the solicitation period, any potential offeror can contact the contracting officer to verify if it is on/not on the qualified vendors list. A copy of this confirmation email may be submitted with the offerors proposal but is not necessary. In the event that all qualification steps are not completed and approved prior to solicitation closure, the award of the contract will not be delayed. The Government technical evaluation team shall evaluate the Qualified Source Proposal on an “acceptable” or “unacceptable” basis, assigning one of the ratings described below
Rating Definition
Acceptable The offeror has met MJU-76/B Qualification requirements.
Unacceptable The offeror has not met MJU-76/B Qualification
Requirements.
Factor 2| Plan and Technical Approach to Manufacture MJU-76
The Plan and Technical Approach to Manufacture MJU-76 will be evaluated for acceptability in accordance with the criteria set forth in this section. The Government may make a final determination as to the offeror's capability to perform based on the Plan and Technical Approach as submitted without requesting further information from the offeror. The Government technical evaluation team shall evaluate the Plan and Technical Approach proposals on an “acceptable” or “unacceptable” basis, assigning one of the ratings described below:
The plan submission is in pdf format and contains no more than 25 pages.
2.2.1 Sufficient Information on whether the process/part is manufactured in house or procured from a subcontractor/vendor.
2.2.2 Sufficient Description of any automated equipment and its benefit in maintaining a high production rate.
2.2.3 Sufficient Descriptions of types and quantities of machines to be used.
2.2.4 Sufficient Description of how the proposed processes will prevent the formation of defects.
2.2.5 Sufficient Description of inventory management control of critical components to assure meeting the production rate.
2.2.6 Sufficient flow diagram of the proposed assembly line or lines.
Acceptable The offeror has submitted a Plan and Technical Approach to Manufacture MJU-76 that meets above stated criteria.
Unacceptable The offeror has submitted a Plan and Technical Approach to Manufacture MJU-76 that does not meet above stated criteria.
Factor 3| Price Proposal
The Price Proposal must meet the following criteria: The RFOP Worksheet has been submitted with fill-in, highlighted, cells completed. Unit price cells are expressed in $x.xx format (interpreted as US Dollars).
Acceptable The offeror has submitted a Price Proposal that meets above stated criteria.
Unacceptable The offeror has submitted a Price Proposal that does not meet above stated criteria.
3.0 Pre-Award Survey
In accordance with DFARS PGI 223.370-4(iv) the PCO will request DCMA to conduct a pre-award survey within the Pre-Award Survey System (PASS), to include a review of the contractor’s/subcontractor’s facility, and to obtain a pre-award ammunition and explosives safety survey as a part of this source selection. Additionally, the requirements of DFARS PGI 223.370-4(iv) require that a pre-award survey be conducted before awarding any contracts involving ammunition and explosives, as defined in DFARS 252.223-7002 – Safety Precautions for Ammunition and Explosives.
This requirement extends to any subcontractors a prospective contractor intends to use; therefore, to facilitate any potential PASS, the offeror shall provide a list of all locations where the work is to be performed (to include all locations/contractors outside of the United States) and indicate whether such a facility is a division, affiliate, associate contractor, or subcontractor. Results of the PASS will be evaluated to determine each offeror’s capability to meet the requirements of the solicitation and shall be a condition of award.
4.0 Solicitation Requirements, Terms and Conditions
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, in addition to those identified as evaluation factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable. The offeror’s proposal shall include a signed copy of the Model Contract/Solicitation, completed sections A through K & I, applicable RFP attachments (Small Business Subcontracting Plan), and signed amendments to the solicitation (if any).
