About this file
This document is an Amendment of Solicitation/Modification of Contract for the Department of the Air Force, specifically for Harness Release Cartridges and Gas Generators for Aircraft Ejection Systems. The solicitation (FA8213-24-R-3023) has been amended to extend the response date from 26 Jul 2024 to 13 Aug 2025 at 2:00 PM MST. The procurement is restricted to two qualified sources: Rockwell Collins, Inc. (CAGE: 13499) and Chemring Energetic Devices, Inc. (CAGE: 93455).
The solicitation covers two primary items: Harness Release Cartridges (418 units) and Gas Generator, Gyro Spin Up (924 units), both critical components for aircraft ejection seat systems. The items are ballistic devices with specific technical specifications, including aluminum cases, explosive charges, and electrical initiation. The contract includes provisions for first article testing, unique item identification, and compliance with various quality and safety standards. Delivery is set for 18 months after contract award, with items to be shipped to Hill Air Force Base, Utah, using surface transportation. The procurement is subject to Buy American Act requirements and includes higher-level contract quality assurance standards.

PART I - THE SCHEDULE
SECTION F
DELIVERIES OR PERFORMANCE
52.211-9 DESIRED AND REQUIRED TIME OF DELIVERY (JUN 1997)
(IAW FAR 11.404(a)(3))
(a) The Government desires delivery to be made according to the following schedule:
DELIVERY FOR EACH LINE ITEM IS ANNOTATED IN THE SCHEDULE (PART I SECTION B) UNDER EACH LINE ITEM.
If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government's required delivery schedule as follows:
DELIVERY FOR EACH ITEM IS ANNOTATED IN THE SCHEDULE (PART I SECTION B) UNDER EACH LINE ITEM.
Offers that propose delivery of a quantity under such terms or conditions that delivery will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. If the offeror proposes no other delivery schedule, the desired delivery schedule above will apply.
ANNOTATE YOUR PROPOSED DELIVERY, IF ANY, UNDER THE GOVERNMENT’S DELIVERY SET FORTH UNDER EACH ITEM IN THE
SCHEDULE.
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(The above Clause/Provision has been modified.)

5352.201-9101 OMBUDSMAN (JUN 2023)
(IAW DAFFARS 5301.9103)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Regina E.
