For

Wind Corrected Munitions Dispenser (WCMD) Aircraft Integration, Engineering, Technical Support, and Mission Planning

1.0 Scope

1.1 The purpose of this PWS (Performance Work Statement) is to define the support for the WCMD aircraft integration, mission planning & flight test and engineering / technical support for the WCMD weapon system.

1.2 All tasks identified in the PWS shall require Government authorization in the form of email or letter direction from the WCMD PCO before initiating that task

2.0 Aircraft Integration

2.1 The contractor shall provide technical support for the integration efforts on the following aircraft: A-10, B-1, B-52, F-15E, F-16 BLK30, F-16 BLK 40/50 & F-35 JSF (Joint Strike Fighter). The support shall include, but not limited to the following activities: (DI-SESS-81770)

2.1.1 Support aircraft integration activities. Integration efforts will include software interface updates between aircraft and weapon system that occur due to aircraft upgrades, weapon system improvements, or additional compatibility requirements

2.1.2 Support for System Integration Lab (SIL). Tasks for the SIL include software integration specifically for the WCMD tail kit, engineering testing/evaluation for duplication of recurring failures or interface variations due aircraft software updates

2.1.3 Maintenance for WCMD simulators. Maintenance and repair of simulators include circuit card repair, software upgrades and anomaly resolution, troubleshooting, cable repair, and alterations necessary from aircraft hardware or software upgrades or technical changes

2.1.4 Host Program Management Reviews (PMR)/Technical Interchange Meetings (TIM). Estimate two meetings annually to be hosted at the contractor facility (DI-MGMT-80368A)

2.1.5 Host Test Readiness Reviews (TRR). Estimate two TR

Meetings to be hosted at the contractor facility (DI-MGMT-80368A)

2.1.6 Support of flight tests at Hill AFB and Utah Test and Training Range (UTTR) for Weapons System Evaluation Program (WSEP). WSEP’s are conducted twice yearly. The contractor will be required to install the telemetry kits for the flight tests (DI-MGMT-80368A)

3.0 Mission Planning

3.1 The contractor shall provide mission planning effort to include the support required to maintain the existing WCMD PC weapon planning module (WPM) integrated with the Portable Flight Planning System (PFPS), WCMD Fly-Out-Models (FOM’s), Windows 7 future upgrade and any sustaining engineering tasks: (DI-SESS-81770)

4.0 Flight Test

4.1 The contractor shall support Government conducted ground and flight testing to include captive carry and launch as identified under section 2.0. Flight testing should be planned for Eglin AFB, Edwards AFB, Hill AFB & Nellis AFB as cited in section 2.0. Flight test support shall include but not limited to the following activities: (DI-SESS-81770)

4.1.1 Provide on-site technical support to include installation and checkout of telemetry instrumentation kits and WCMD tail kits in support of captive integration and free flight missions (WSEP) / Surveillance

4.1.2 Provide engineering analysis of flight test data and anomalies

4.1.3 Support Failure Review Board (FRB) activities to include providing reports and data relevant to the incident

5.0 GENERAL INFORMATION

5.1 Delivery Schedule: Products and services covered under this contract shall be delivered on a schedule jointly defined by the AFLCMC/EBHGB program representative and the contractor.

5.2 Period of Performance: FY 2013 through FY 2018 following date of contract award basic year and four option years

5.2.1 Yearly awards:

5.2.1.1 Not to exceed 12 month period

5.2.1.2 PWS to coincide with 12 month period referring back

to basic contract PWS

5.3 Government Inspection and Acceptance of Deliverables: The government program representative will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the contractor will be notified in writing by the government of the specific reasons why the deliverable was rejected. The contractor shall have 30 workdays to correct the rejected deliverable and resubmit to the government for re-inspection. If no comments are provided within 30 calendar days of deliverable receipt, the deliverable will be deemed to have been accepted by the government. (DI-MISC-80508B)

5.4 Travel Requirements: Travel conducted by the contractor shall be included in the contract effort. The contractor shall request government approval for travel.

6.0 WSU, SSS and DSSS Support, Maintenance and Upgrades

6.1 The contractor shall provide support and maintenance of existingWSU’s, SSS’s, DSSS’s and tail kit simulators. Contractor support willinclude updates of software and hardware for platforms as identified undersection 2.0 and shall include but not limited to the following activities:

6.1.1 Maintain and repair existing WSU’s, SSS’s, DSSS’s and WCMD tail kit simulators at Lockheed Martin, Orlando

6.1.2 Update existing WSU, SSS and DSSS operating system: host PC, Avionics Components, Monitor, Keyboard or Case as required and update of a simulator unit at Lockheed Martin, Orlando

6.2 The contractor shall provide technical, engineering and production support to update, redesign or upgrade WCMD weapon simulators to include producing simulators of current or upgraded designs. Support shall include maintenance or refurbishment of existing simulators, modification, redesign or improvements to the simulator to address parts obsolescence, diminishing manufacturing sources, simulator requirement changes and other problems preventing effective maintenance or procurement of weapon simulators

7.0 Interface Management & Additional Aircraft Integration Support

7.1 The contractor shall support the continual WCMD interface control process, to include updating the Interface Control Document (ICD) accept and evaluate interface change notices, distribute change pages and support Interface Control Working Group meetings as required. ICWG’s shall not exceed one per year at Lockheed Martin, Orlando. The contractor shall provide technical support for those aircraft not listed in paragraph 2.1 of this PWS as directed. Technical support shall be defined as participation in reviews, Technical Interchange Meetings (TIM’s) and interface meetings (DI-CMAN-81248A)

8.0 Engineering & Technical Support

8.1 Provide support related to continued aircraft integration and weapon engineering support and flight test support efforts on all WCMD capable aircraft as directed. Effort is to include, but not limited to software certification WSU, SSS & DSSS issues or repairs, failure analysis and maintenance of non-warranted WCMD tail kits, WCMD system training, analysis of operational field issues and technical order updates

9.0 WCMD Aircraft Integration Integrated Product Team

9.1 This effort will be supported with continuous aircraft integration oversight, task management and task execution by the IPT team leader and by other supporting IPT members

9.2 Authorization for the IPT lead and for supporting IPT members shall be provided to coordinate and perform general aircraft integration, mission planning and flight test support activities not specifically addressed in 8.3

9.3 Efforts performed by the IPT lead or any supporting IPT members for a specific platform or specific tasking will be charged to the specific authorization associated with that platform or tasking IAW Section H of the contract

9.4 All other general oversight, process management and general integration efforts by the IPT lead will be charged to the IPT lead authorization IAW Section H of the contract

9.5 The contractor shall provide maintenance, storage, tracking, repair and disposition recommendations for WCMD program GFE hardware, including sub-tier supplier GFE as identified in the GFE list of this contract

GFE AIRCRAFT INTEGRATION

All GFE for this contract is located on contract number FA8682-08-C-0264. Any additions or deletions of GFE for this aircraft integration effort should be made on that contract

10.0 SERVICE DELIVERY SUMMARY (SDS)

11.0 WCMD TAIL FIN RELEASE LANYARD REPAIR

11.1 Contractor will repair WCMD tails that have had the Lanyards pulled by accident during downloads. The contractor has made a tool specific for this process which will allow the government to recover WCMD Tails that would otherwise have to be discarded. This repair can occur many times but will be only authorized by the government to the contractor

12.0 WCMD HWIL SUPPORT AND UPDATE

12.1 Modernizing the HWIL will ensure Lockheed Martin maintains the uninterrupted ability to update WCMD software and hardware or provide flight path reconstructions for detailed analysis of test flights (i.e. WSEP analysis). Lockheed Martin will redesign the WCMD HWIL using current modern HWILs (HAAWC, JASSM, etc) as a model. Existing designs and design components will be used to the maximum extent possible to minimize any new development. Lockheed Martin shall develop an acceptance testing procedure (ATP) for the HWIL. This testing shall be performed on the final product. The SPO shall be invited to witness the test 30 days before testing commences

12.1.2 Lockheed Martin shall be responsible for the following deliverables:1 HWIL unit, containing hardware and software Unit will remain in Lockheed Martin’s possession, the HWIL will become GFE, but the WCMD algorithms resident in the HWIL (6-DOF, OFP, etc) will remain Lockheed Martin Proprietary Final test report in contractor format Final assessment report (DI-MGMT-80368A)

13.0 SECURITY REQUIREMENTS

13.1 Contractor Access to Air Force Installations: The contractor shall coordinate access to government installation(s) as required by submitting appropriate visit request and/or other site specific requirements.

14.0 QUALITY CONTROL

14.1 Quality Control Program: The contractor shall establish a Quality Control Program to ensure the requirements of this contract are provided as specified.

14.2 Quality Assurance: The government’s Contracting Officer’s Representative (COR) and technical representative for this contract will be identified with the contract award. The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance. The government may evaluate each test task as it is completed.

14.2.1 The COR is a representative of the contracting officer and will participate in the administration of this contract. Subsequent to contract award, the identity of the COR will be furnished to the contractor.

14.2.2 The COR or alternate(s) will inform the contract manager in person when discrepancies occur and will request corrective action. The COR or alternate(s) will make a notation of the discrepancy with the date and time the discrepancy was noted and will request the contract manager (or authorized representative) initial the entry.

14.2.2.1 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer and not to the COR(s)

14.2.2.2 The services performed by the contractor shall be subject to review by the Contracting Officer or authorized representative(s) during the period of this contract at all times and places.

15.0 GOVERNMENT OBSERVATIONS AND PARTICIPATION

15.1 Government Observations: Government personnel, other than contracting officers (COs) and COR(s), may from time to time, with CO coordination, observe contractor operations.

15.2 Government Participation: The government shall be allowed to participate in all aspects of testing at contractor or subcontractor facilities. The contractor shall provide a test schedule no later than 30 days prior to testing and coordinate its activities with the government. (DI-MISC 81382)

17.0 CONTRACTOR MANPOWER REPORTING

17.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Wind Corrected Munitions Dispenser via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

17.2 Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.

17.2.1 Reporting Period: Contractors are required to input data by 31 October of each year.

17.2.2 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

17.2.3 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
