About this file

This is a Sources Sought Synopsis (SSS) for F-16 aircraft spare parts manufacturing. The United States Air Force is seeking qualified manufacturers to produce Circuit Card Assemblies (NSN: 5998-01-629-5711WF, Part Number: 201126351-30) for the F-16 Weapons System. This is a presolicitation market research notice, not a binding solicitation. The component is a Throttle Control System sub-part, electrical assembly used in F-16 C/D variants with F100-PW-229 engines (blocks 32, 42, and 52). The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract using Firm-Fixed-Price (FFP) terms with no economic price adjustment allowed. The requirement specifies 43 units for production and includes a Counterfeit Prevention Plan as a Contract Data Requirements List item. Manufacturing must comply with AS9100 certification standards and current Technical Data Packages (TDP). The drawings are export-controlled and foreign participation is prohibited; only U.S. companies may participate.

Interested parties must submit responses by March 24, 2026 at 3:00 PM MST demonstrating manufacturing capability, AS9100 certification, and Cybersecurity Maturity Model Certification (CMMC) Level II compliance. Responses should address firm qualifications, business type, manufacturing experience, teaming arrangements, alternative acquisition strategies, long-lead items, and recommended delivery timelines. The Government requests a minimum of 3 units per month delivery rate. Source Approval Request (SAR) packages must be submitted to Hill Air Force Base's Small Business Office and buying team. The Procurement Contracting Officer is Leslie Evans (leslie.evans.1@us.af.mil) and Contract Specialist is Brandon Moses (brandon.moses.1@us.af.mil). Contract award is targeted within 60 days of solicitation close. The Government prioritizes small business opportunities and is evaluating whether adequate competition exists among 2+ qualified small businesses to justify a small business set-aside. Defense Priority and Allocation System (DPAS) "DO" rating has been assigned to support F-16 program delivery requirements.
