INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
A. INTRODUCTION:
1. This section provides guidance for preparing proposals and specific instructions on the required format and content. To assure timely and equitable proposal evaluation, offerors shall propose in accordance with this section and all solicitation requirements (i.e. provisions, clauses, appendices, attachments, forms, etc.). Non-conformance with the instructions provided in this section or the requirements and statements of the solicitation may result in an unfavorable evaluation or proposal disqualification (i.e. the offeror was non-responsive to the solicitation requirements).
2. The government representatives identified below shall be the sole points of contact for this acquisition. All questions, comments, and/or concerns shall be directed to the below points of contact.
Contracting Officer Stacey L. Schultz 6050 Gum Lane, Bldg. 1215 Hill AFB, UT 84056 Email: stacey.schultz@us.af.mil Tel: 801-777-3753
3. If an offeror believes that the solicitation contains errors, omissions, or is otherwise unsound (i.e.
the offeror is unable to agree to the proposed delivery schedule), the offeror shall immediately notify the aforementioned government representative in writing with supporting rationale. Upon consideration the government may continue, amend, or cancel the solicitation.
4. The government reserves the right to award this effort based on initial proposals, as received, without discussions IAW FAR 52.215-1. However, if the Contracting Officer (CO) determines that entering into discussions is in the best interest of the Government, the CO may do so.
5. The government intends to award the requirement(s) represented in this solicitation to one awardee. However, the Government reserves the right to award no contract at all.
B. PROPOSAL FORMAT:
1. A digital proposal is required; however, offerors may submit a hardcopy proposal in addition to the digital proposal.

SECTION M
EVALUATION FACTORS FOR AWARD
A. INTRODUCTION:
1. This acquisition will utilize Lowest Priced procedures to determine the successful offeror.
2. The government intends to award the requirement(s) represented in this solicitation to one awardee. However, the Government reserves the right to award no contract at all.
B. EVALUATION FACTORS AND PROCEEDURES:
1. The government shall evaluate proposals based on the evaluation factor below:
Factor 1- Price
The Offeror’s price will be evaluated based upon the Total Evaluated Price (TEP). The Offeror’s Price Proposal will be evaluated for the criteria of Price Reasonableness and Balance.
Price Reasonableness: The proposed prices will be evaluated for Price Reasonableness. For a price to be reasonable, it will represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404. For additional information see FAR 31.201-3.
Balance: The Government may also determine a proposal unacceptable should the proposed prices be unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more items/Contract Line Item Numbers (CLINs) is significantly overstated or understated as indicated by the application of price analysis techniques as those defined by FAR 15.404-1.
Total Evaluated Price (TEP): A TEP will be calculated to be used for evaluation of offers to determine the lowest priced proposal. The TEP calculation will be a summation of all Contract Line Item Pricing.
2. Solicitation Requirements, Terms and Conditions: Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, First Article requirements, and required delivery schedules.
3. The process for the evaluation of proposals is as follows:
a. This award will be made to the offeror that submitted the proposal with the lowest
Total Evaluated Price.
b. Performance record and history will be assessed as one of the multiple standards required for a successful offeror to be determined responsible as described in FAR
9.104. Contractors shall meet the required delivery dates, as well as the terms and conditions in this solicitation, to be determined responsible.

3. For P/N 160D215009-71, disregard Note 26.
4. For P/N 160D215009-73, disregard Note 26 and heat treat to T6 Condition per Note 6.
5. Contractor is responsible to completely research these manuals, specifications, and standards and fully understand the requirements necessary for manufacture of component parts and assemblies. All deviations, minor and major, from the engineering drawing package shall be submitted to the proper A-10 engineering organization for coordination and approval.
6. When military documents listed in the engineering drawing are cancelled they shall be replaced by the industry equivalent document specified on the military document's cancellation notice. The characteristics of type, grade, class, etc. specified in the cancelled military document shall be maintained or exceed those characteristics when applying the industry equivalent document(s). The contractor will coordinate with the proper A-10 engineering organization for authorization and approval of these substitutions prior to the manufacturing of this component. When there is no listed replacement the contractor shall request and recommend a substitute document from the proper A-10 engineering organization by contacting the government contracting official.
7. Use of Northrop Grumman specification Z-R701 in conjunction with MIL-STD-130 is mandatory to ensure the proper marking of the parts. (Z-R701 has unlimited data rights in JEDMICS)
8. Use of any process or manufacturing technique which creates a net edge on a metallic part by relying on heat at or above the parts melting point to produce the cut is not generally authorized (i.e. laser cutting, electrical discharge machine (EDM), plasma cutting, etc.) without prior A-10 system program office approval. Likewise, other non-heat generating cutting processes involving high pressure fluids and slurries (i.e., water jet) are also not currently approved for use in the production of A-10 parts.
Only those processes controlled by A-10 approved program specifications and A-10 drawings are permitted to be used in the manufacture of A-10 parts and assemblies.
9. Heat Treatment of Wrought Aluminum: Utilize SAE AMS 2770 for heat treatment of wrought aluminum alloy in lieu of SAE AMS-H-6088.
