1 Overview

1.1 Purpose

This SOO provides the basis for a priced proposal to develop and integrate a replacement, overhaul or refurbishment solution for the T-38C Heads-Up Display (HUD) system. The requirement is to provide a single operational and fully integrated solution to ensure system supportability throughout the T-38C lifecycle currently projected to be the end of 2029. The solution shall include all drawings, technical data and Time Compliance Technical Order (TCTO) information outlining installation requirements. Required documentation shall be based on the Offeror’s proposed solution and system change classification in accordance with MIL-HDBK-61A(SE) (Dated 7 Feb 2001).

1.2 Background

The current HUD system on the T-38C was designed approximately 20 years ago and is currently in use on 456 aircraft. Diminishing Manufacturing and Material Shortage (DMSMS) reporting indicates that the current HUD system will be difficult to support beyond CY2017. The HUD system includes three Line Replaceable Units (LRUs), the Pilot Display Unit (HUD-PDU), HUD Power Supply Unit (HUD-PSU), and Up Front Control Panel (UFCP). The rate at which the parts are becoming obsolete has been accelerating dramatically in recent years, creating supportability issues for the T-38C aircraft and mission.

2 Objectives

2.1 Development Concept

The concept of development (replacement, overhaul or refurbishment) shall be Form-Fit- Function Interface (F3I) to the greatest extent possible. To minimize impact to the T-38C mission, the Government requires, to the extent possible, an F3I replacement for all components developed. Although F3I is the primary objective, it is understood that some variance may be required.

The primary focus should be to negate any impact to cockpit configuration and minimize any impact to avionics system operation and aircrew workload. Variances to the F3I specifications are allowed; a few examples include: component envelope, system power, weight and balance, and mounting variances. The solutions need to be shown to be technically feasible and adhere to standard engineering practices. Additional items of consideration are LRU installation, maintenance, operation, environment, and durability and reliability proven through test and analysis.

Installation of components into the aircraft will be the responsibility of the Government.

The Government desires that the modification is accomplished at the field level via Time Compliance Technical Order (TCTO) to reduce aircraft downtime and programmed maintenance impact. Field Level TCTOs are limited to approximately 25 man-hours.

Proposals shall provide an estimate of the time required for equipment retrofit. If the estimate exceeds 25 man-hours, the contractor shall provide a recommended retrofit solution. The current components that comprise the “HUD System” are listed below in Table 2-1.
