About this file
This document is a Sources Sought Synopsis (SSS) for the redesign of the AN/MST-T1(V) Miniature Multiple Threat Emitter System (Mini-MUTES) Master Control Group (MCG). The U.S. Air Force is seeking a contractor with the capability to perform system engineering work to review, assess, define, and resolve technical deficiencies in the Mini-MUTES MCG. The proposed solution should reduce the form factor while maintaining the functional requirements, deliver operational reliability, availability, and maintainability through 2045, and eliminate Diminishing Manufacturing Sources and Material Shortages (DMSMS) and system obsolescence.
The anticipated procurement is for 10-18 MCG units, including spares. The solution must be compatible with the Live Mission Operations Capability (LMOC) ground station and include initial design, prototype fabrication and testing, and production. Responders should provide company information, capabilities, relevant experience, and a rough order of magnitude pricing proposal. The Government is seeking responses by September 1, 2024, but this is a sources sought only and not a request for proposals.

SOURCES SOUGHT
AN/MST-T1(V) Miniature Multiple Threat Emitter System Master Control Group
Redesign
1.0 Description
This Sources Sought Synopsis is searching for a contractor with the ability to perform system engineering work for the AN/MST-T1(V) Miniature Multiple Threat Emitter System (Mini- MUTES). The system engineering service must be able to review, assess, define and resolve technical deficiencies on Mini-MUTES Master Control Group (MCG). The proposed technical solution should reduce the form factor but maintain functional requirements of the Mini-MUTES current threat emitter simulator. The engineering solution must deliver operational reliability, availability, and maintainability (RAM) up to and possibly beyond FY 2045. This solution will include the initial design phase, prototype fabrication and testing, as well as production units based on this prototype design by a company in the manufacturing industry (NAICS Subcategory Code 3341, 3342, 3344, or 3345 Manufacturing. The anticipated production and procurement is 10-18 MCG’s. The expected outcome of this system engineering effort is the elimination of both Diminishing Manufacturing Sources and Material Shortages (DMSMS) and the obsolescence of Mini-MUTES hardware and software.
The proposed North American Industry Classification Systems (NAICS) Code is 541330, 541690, or 541990 with a corresponding business size standard of $15.0M.
THIS IS A SOURCES SOUGHT SYNOPSIS (SSS) ONLY. This SSS is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the
U.S. Government will not pay for any information or administrative costs incurred in response to this SSS; all costs associated with responding to this SSS will be solely at the interested party’s expense. Not responding to this SSS does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
2.0 Background
AN/MST-T1(V) Threat Simulators are used to train aircrew in tactical operations in a full range of training environments. The Mini-MUTES Modernization Proposal (M3P) Master Control
Group (MCG) enables the site personnel to control up to five Remote Emitter Units (REU) to provide aircrew training. The M3P MCG was designed and developed in 2000 by Harris
Corporation to replace the unsustainable legacy MCG. The existing system hardware and software configuration limit sources of repair and supply. The 415 Supply Chain Management
Squadron (SCMS) is unable to mitigate obsolescence with engineering projects to replace existing hardware. The 309th Software Engineering Group has maintained the system software through various efforts but has become increasingly difficult due to obsolescence driving a combined hardware and software tech refresh.

3.0 Requested Information
The proposed engineering solution must deliver operational reliability, availability, and maintainability (RAM) up to and possibly beyond FY 2045. This solution will include initial prototype redesign, one prototype MCG, two production representative units (PRU) and production units based on the successfully tested PRU. The proposed solution will retain all legacy requirements, the ability to control 5+ pedestals, and be compatible with Live Mission
Operations Capability (LMOC) as defined below. The procurement outcome is a total of 10-18
MCG’s to include spares. The proposed solution should state a duration of operational hours, such as system warm up period, in-use period, and shut-down period.
LMOC Compatible: The technical solution must be compatible with the USAF common ground station for training, Live Mission Operations Capability (LMOC), with software components that run on the LMOC Platform (LMOC-P) at each Mini-MUTES fielded location. Fielded solutions must meet the following design objectives:
- Minimize the compute and software requirements on the pedestal to minimize technician operations and sustainment interactions required on the pedestal per year (i.e., avoid monthly patch requirements if possible)
- Maximize the solution components delivered as software only that can run in a virtual machine or as a K8s container on the LMOC-P
- Software components must run in Windows 11, RHEL 9, or as containers in Rancher K8s
- Software components intended to interact with systems external to Mini-MUTES must include a native Google Protocol Buffers (protobuf) interface for all command message and data/status exchanges with LMOC-P o LMOC can provide an “ArcDemon” draft definition document upon request for protobuff details
- LMOC recommendations for responses:
o Refresh networking architecture (PERLE/MOXA (19.2K) serial/IP communication) o Review physical networking equipment and update to currently available enterprise equipment
The system engineering review and assessment should propose a use of current technology for all components of the MCG. This proposal should have a Rough Order of Magnitude (ROM) with estimated times of completed products and deliverables and a Bill of Material (BOM) with an item cost. The BOM should also state the use of hazardous material.
The redesign technical data package will be delivered in accordance with Table 2 CDRL
Deliverables below. Data rights IAW DFARS 227.7103-1 policy are desired and proposal must include contractor proposed data rights for Table 1. The technical solution must include engineering design drawings, and technical data with repair procedures for maintenance at the field level and for technicians at the organic level with regard to the removal and repair of MCG components. Each level of Repair Analysis (LORA) document should state the components to be replaced, repaired, or discarded as a Maintenance Task Analysis (MTA). The LORA or the
MTA should state the need for specialized training, support equipment, and specialized tools prior to and after the fielding of a functional MCG. The proposed technical solution should describe a Test and Evaluation (T&E) Plan. The T&E plan should state the type of test data to be recorded and presented as the proof of concept and functionality of each emitter threat.
