About this file
This is a Questions and Answers document addressing clarifications on a transmitter procurement for UMTE (Unified Modular Threat Emitter) systems.
The procurement involves replacing multiple high-power transmitters (>100kW) with a single 250W transmitter to utilize longer frequency ranges and address agnostic threats. Effective Radiated Power (ERP) takes priority over individual component specifications (antenna gain, waveguide loss, and amplifier power output), though bidders should provide information on how individual components will achieve the specified ERP. The transmitter must fit into existing UMTE enclosures; a Government Furnished Equipment (GFE) transmitter enclosure drawing will be provided (Distribution B). Environmental requirements include non-operating temperatures from -40°C to +65°C, operating temperatures from -30°C to +55°C, and humidity levels from 2% at 21°C to 95% at 30°C. The existing enclosure includes centrifugal fan heating/cooling capabilities with a blower drawing provided. Power availability consists of 3-phase service at 120 volts per phase and 220 volts phase-to-phase. Development will provide a GFE, with Phase 1 focused on design, Phase 2 on testing and implementation, and Phase 3 on production. Magnetron and Klystron signal amplifier information is proprietary and will be supplied as GFE. For UMTE kits with dual-waveform dual-frequency capability, a waveguide box is required as an additional component and can be positioned on the opposite side of the pedestal from the transmitter.

1. The transmitters listed in the purpose section include many high power, > 100kW transmitters, however the requirements request a single transmitter with power of 250W. Is the intent to replace all those high power transmitters with one low power transmitter?
a. This is accurate, to utilize longer frequency ranges, and lower power and utilize agnostic threats.
2. The requirements specify Antenna gain, waveguide loss and Amplifier power out but also specifies ERP. With ERP being the sum of the three, and being specified lower than the sum, which takes priority? ERP or the individual parts?
a. The ERP takes priority, however providing any information regarding what you plan/can do with the individual parts to make it possible.
3. The transmitter will need to fit into existing enclosures on the UMTE, is there a detailed dimensional drawing package that will be made available?
a. Transmitter enclosure drawing and dimensions, a GFE will be provided though. (Distribution B, cannot provide)
4. What are the environmental requirements (Temperature, humidity, …) and do existing enclosures provide heating / cooling?
a. Temperature
i. Non-operating Temperature: -40℃ to +65℃.
ii. Operating Temperature: -30t℃ to +55℃
b. Humidity:
i. 2% at 21℃ to 95% at 30℃
c. The existing enclosure does have the heating/cooling already. (centrifugal fan)
i. Blower capabilities, and physical connections (drawing attached to email)
5. What power is available on UMTE, i.e. voltages / phases?
a. 3 phase power, the output voltage 120 volt per phase; phase to phase is 220.
6. Is it anticipated that the UMTE Threat Emitter Units will be provided to upgrade or is this planned as a field upgrade.
a. Provide a GFE for development, and phase 1 would be designing phase 2 test and implementation, phase 3 production.
b. Signal amplifier information.
i. Magnetron and Klystron: proprietary information, a GFE will be provided though
7. Some of the UMTE Kits have capability to make two wave forms in two different frequencies to make a different threat
a. Currently there is no waveguide box, this would be an additional part that is required and can be on the opposite side of the pedestal than the transmitter.
