Joint Threat Emitter (JTE) Enhanced Delivery Initiative (JEDI)

JEDI SAMPLE TASK

Although this is a nominal case meant to be used for evaluation, it could constitute a potential future Engineering Change Proposal (ECP) and should be proposed as such.

The Offeror does not have to accomplish the tasks outlined in the task rather the Offeror shall propose a valid plan for accomplishing the task, to include labor hours, labor categories, material costs, and any other potential costs associated with this effort.

1. SCENARIO OVERVIEW

1.1 Description – During the second year of the contract the Threat Emitter Unit (TEU) Control Computer (TEUCC) goes obsolete. All end-items and spares ordered in year one are unaffected as their TEUCCs have already been ordered/received.

However, the TEUCCs for units ordered during year two (10 TEUs and 5 spare TEUCCs) have not yet been ordered and cannot be ordered due to this obsolescence. The Government will not utilize different contract vehicles for this effort the entire effort will be ordered under the JEDI contract.

1.2 Scope – The proposed effort shall start just after notification to the Government that the TEUCC is obsolete.

2. GOVERNMENT REQUIREMENTS

2.1 The Contractor shall complete an ECP per SOW 4.8 and propose the full effort required to resolve the replacement of the TEUCC, to include all potential hardware and software changes.

2.2 The Contractor shall identify and propose an update for all software that is impacted as part of this obsolescence. This software change shall include full regression testing.

2.3 The contractor shall prepare and deliver updates to the effected JTE drawings and new drawings as needed to properly document all configuration changes.

2.4 The contractor shall prepare Technical Order (TO) change pages needed to outline all changes necessary to update the USAF TOs.

2.5 The TEUCC replacement shall meet all of the requirements outlined in sections

3.2.1 through 3.2.9, 3.3 through 3.5, and all of section 4.0 of A3002-000283.

2.6 The contractor shall provide an obsolescence mitigation plan to the Government for the replacement TEUCC.

The Contractor shall provide a schedule for testing. The schedule shall include delivery of the test plans, procedures, and reports. The schedule shall include all tasks required from initiation of project through completion of factory acceptance, environmental, and site acceptance tests.
