SMICNet Instrumentation
RFQ: FA8207-18-Q-0007
Questions and Answers
The following are questions received from industry for the SMICNet Instrumentation Effort. The
Government responses have been included below in blue text.
1) Is there a deadline to ask questions?
a) The solicitation does not address a deadline for the submission of questions. As such, questions may be submitted at any time prior to the close of the quotation period.
However, there is no guarantee that answers will be provided by the Government prior to the close of the quotation period.
2) Is there a format to the proposal/quote? Where is Section L for this solicitation?
a) As stated in the solicitation, this is a RFQ and not a Request for Proposal (RFP). As such, there is not a specified format or Sections L.
3) What are the evaluation criteria, Section M for this solicitation?
a) As stated in the solicitation, this is a RFQ and not a Request for Proposal (RFP). As such there is not a Section M. However, per the solicitation, this effort is Lowest Price
Technically Acceptable (LPTA) and all proposals will be evaluated by comparing them against the SOW for technical content, with the award being made to the offeror with the
LPTA offer.
4) Which of the 4 networks and the SMIC network are in which buildings?
a) The four networks are in all buildings (See SOW 3.16.8, 3.16.10)
5) Is any equipment being located in B LF?
a) No active equipment is being installed in the BLF (See SOW 3.9)
6) Storage architecture mentions “manual copy”. Is this to be a “drag and drop” operation or enhanced using software that tracks each copy (e.g. backup software)?
a) The "two separate stages" consist of two physically isolated sets of NAS drives. The first set for short term storage, the second set for long term storage. The transfer between the two is “drag and drop”. The long term storage needs to be searchable. (See SOW 3.16.5, 3.16.12, 3.16.15, 3.16.16)
7) Is there a preference or requirement for NFS or SMB/CIFS file protocols on the NAS?
Version?
a) No preference, most recent versions. (See SOW 3.16); No preference, most recent versions. (See SOW 3.16)
8) Is there a preferred NAS system type? i.e. NAS Appliance, Linux Server, or Windows
Server. (All provide NFS or SMB services)
a) No preference. (See SOW 3.16)
9) What is the timeline of this project – anticipated award, and installation?
a) There is not a specified timeframe for this effort. However, per the solicitation, installation is expected to be within 180 Calendar days After Receipt of Award/Purchase
Order.
