SOURCES SOUGHT SYNOPSIS.
| Solicitation Number: | Notice Type: |
| FA8204-14-R-SACCS | Sources Sought |
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size standard of $14.0. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
1.2 The synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. Responses should be received within 30 calendar days upon the posting of this notice.
2. Program Details:
2.1 Overview
The Intercontinental Ballistic Missile (ICBM) Systems Division is seeking sources to replace four types of media devices used for programming loading, data storage, and retrieval with the Strategic Automated Command Control System. These devices will be replaced at all applicable SACCS sites of record located in the United States. Market research is being conducted to see if there are any potential contractors, in addition to Exelis, Strategic Communications Systems and Services, who have the skill and knowledge required to complete this effort within 18 months of contract award due to urgent field needs. The Air Force is in the process of preparing a justification and approval document to gain the required approval to issue a sole-source request for proposal to Exelis.
2.2 Scope
The requirement is to design and develop the replacement of peripheral devices associated with a militarized version of an IBM Series/1 computer system and to manufacture productions units. Four devices shall be redesigned to meet current technology standards: Mass Storage Unit (MSU), Disk Storage Unit (DSU), Magazine Diskette Unit (MDU), and Commercial Mass Storage Unit (CMSU).
2.3 Requirements
The MSU provides over 568 bytes of on-line storage on a changeable 8-inch flexible floppy disk. These diskettes provide the computer software and files needed to operate the Base Communications Processor (BCP), Missile Base Communications Processor (MBCP), and Hard User Terminal Element (HUTE). There are six MSU drives at the BCP and two each at the MBCP and HUTE locations. Each MSU attaches to the Series/1 bus by means of a militarized interface circuit card that controls data transfer between the MSU and the controller processor.
The DSU is an IBM 4963 which provides direct access storage for the processor. The DSU is a 58 MB hard disk device; its primary function is a short term journal device. The DSU interfaces with the Control Electronics Drawer Type 2 for signal exchange and with equipment rack for the AC power supply. The DSU consists of multiple fixed disks, a moveable head access mechanism, an 8 fixed head feature, and the drive electronics that record data to and retrieve data from the disk.
The MDU is an IBM Series/1 4966 Magazine Diskette Unit that provides over 22,600K bytes of on-line storage on 23 changeable 8-inch floppy diskettes. Each diskette is double-sided, double-density. The data transfer between the MDU and the processor is approximately 78K per second. Each MDU interfaces independently with the processor for signal exchange and with the equipment rack for the AC power supply. It is used as an IPL device, long-term journal, dump device, etc. The unit is attached to the processor bus by means of a militarized circuit card that controls data transfer between the 4966 and the processor.
Similarly the following off-line support equipment related to these operational units need to be updated, specifically the Mass Storage Unit Simulator (Training), Media Duplicator (Create 8-inch floppies for system software updates), and PC Dump (performs diagnostic analysis).
The equipment developed must functionally replace the legacy hardware with the impact to the existing system functionality minimized. The government proposes and single procurement activity with the following key phases:
· Technical Development
· Qualification/Environmental Testing
· Final Production
· Training, Fielding and Sustainment
THIS NOTICE IS NOT A REQUEST FOR PROPORSALS (RFP). Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Potential offerors should submit a Statement of Capability (SOC) that addresses the offerors ability to provide the above requested unit. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis.
SOCs may be submitted by e-mail to: christa.phillips.1@us.af.mil; or mailed to 6014 Dogwood Ave, Bldg 1258, rm 26 Hill AFB UT 84056-5816, Attention: Christa Phillips. Responses must be received not later than close of business (COB) 4:00pm 5 April 2014. Identify your response with the corresponding Program Title: Sources Sought: SACCS DS-SLEP.
