SACCS Data Storage Service Life Extension Program (DS-SLEP) Statement of Objectives (SOO)

SACCS DS-SLEP Phase III SOO Rev Basic
1 Introduction This Statement of Objectives (SOO) is a result of the need to perform immediate replacement of the following operational legacy items:
• Disk Storage Units (DSUs)
• Magazine Diskette Units (MDUs)
• Mass Storage Units (MSUs)
• Commercial MSU (CMSUs) and the following off-line support equipment:
• Media Duplicators (MDs)
• PC Dump Equipment as well as the following equipment used in the Launch Control Center (LCC) trainers:
• Mass Storage Unit Simulators (MSUSs) separate contract or mod to phase III – separately priced item
This equipment replacement is required due to both the media and equipment currently performing the SACCS data storage function being past their end-of-life and no longer sustainable due to diminishing manufacturing sources (DMS). To resolve this issue, the Government requires creation of production-representative hardware in preparation for full production immediately following this activity. In the process of creating the production representative hardware, other items will be required. This includes, but is not limited to: creation of Interface Control Documents (ICDs) (IAW CDRL A016, DI-CMAN- 81248A, Interface Control Document) for the MSU, MDU, DSU, MSUS, and off-line support equipment;
resolution of relevant unknown or missing data; requirements development for the MSU, MDU, DSU, MSUS, and off-line support equipment; fabrication of production-representative units; all testing; and creation and delivery of all technical data (including Technical Orders source data, drawings, updates to engineering documentation, and all other technical data) (IAW CDRL A015, DI-SESS-81000E, Product Drawings/Models and Associated Lists; A017, DI-CMAN-80693C, Engineering Change Proposal; A020, DI- MISC-81432A, Specification Requirement Verification Matrix; A030, TMCR 86-01N, Technical Manual Contracts Requirement).
The minimum goal of the project is to provide a form, fit and functionally direct replacement of the media and DS equipment. No improvements in performance are required. Should such improvements occur without additional scope, schedule or cost, particularly if preventing such improvements might actually cost more, then such an improvement will be allowed.

4 US Government (USG) Support
1. The Government Furnished Materials (GFM) provided to the contractor on Phase II of the project will remain in place throughout the duration of Phase III, includes:
a. Any documentation or software that the SACCS PO knowingly possesses regarding the equipment items being replaced, including data currently administered by Exelis in buildings 41 and 525, Offutt AFB, NE
b. One Central Maintenance Test Set (CMTS), and ancillary CMTS support equipment
c. Four MSUs
d. One MSUS
2. Production Representative Units developed and produced during Phase II of the project shall be provided to the contractor as GFM to support Phase III testing and updates as applicable.
3. The USG will provide all legacy MSU carcasses to support MSU production phases of the contract.
4. It is the USG’s requirement that the Contractor shall exercise all due diligence in keeping all GFM safe, secure, and in good repair. As required, USG shall perform or appropriately delegate performance of all maintenance functions on GFM.
5. As required, the USG shall authorize appropriately cleared Contractor personnel access to:
a. Building 41 and 525, Offutt AFB, NE

b. SACCS In Service Engineering (ISE) Laboratory, Offutt AFB, NE
c. SACCS Test Facility (STF), Offutt AFB, NE
d. Bldg D SACCS Training Facility, Offutt AFB NE
e. Hill AFB Strategic Missile Integration Complex (SMIC) Test Facility
5 Project Objectives
1. The desire for the DS SLEP is a one-for-one replacement of existing operational/training DS components with no increased capabilities (i.e. maintain existing requirements). As such, maintain form, fit, or function at the drawer-level with the storage media being based on robust (high reliability, high durability, and technologically long lifespan) Commercial Off-the-Shelf (COTS) technology.
2. Equipment is to have a lifespan of fifteen (15) years and support the requirement for the SACCS network to be fielded through the year 2030. This should be satisfied with an objective of no refurbishment.
3. DS-SLEP solutions shall minimize impacts to the existing non-Data Storage SACCS equipment.
4. At a minimum, replacement hardware must maintain existing reliability, availability, and performance requirements.
5. Minimize the cost of all design, maintenance, sustainment, manpower, and all other requirements with the intent of minimizing overall lifecycle costs.
6. Maximize sustainability of all designs. At a minimum:
a. Maximize the use of COTS/COTS-modified hardware in implementing all solutions.
b. The desire is to employ an industry standard interface(s) where applicable and permissible per Information Assurance requirements.
c. Create a design that is readily repairable and supports both intermediate-level fault isolation and replacement of internal components.
d. Any custom designed components shall be repairable at the piece-part level.
7. Do not preclude the use of existing real-time fault isolation interactions of legacy equipment with the replacement hardware.
8. Objective is to utilize existing cables, cable adaptors, and backplanes. In addition, the SACCS application software, diagnostic software, utility software, and operating system share the objective of not requiring any changes resulting from the update of the DS equipment.
*Exception: The contractor will evaluate and develop a solution to interface with the new connector on the replacement MDU.
9. Where equipment is being used in the LCC, specifically the MSU, it is desired to minimize the cost and schedule impact. This may be done by avoiding re-test by using analysis and legacy chassis. The contractor will be asked to perform a trade-off analysis for the cost and schedule justification for the recommended final approach for meeting these requirements (IAW CDRL A013, DI-MISC-80508B/T, Technical Report).

6 Program Management Objectives
1. Electrical, mechanical, software, reliability, and other disciplines shall document and provide to USG all appropriate trade studies, analyses, designs, tests, and other relevant data as needed in support of this SLEP (IAW CDRL A008, DI-NDTI-80566A , Test Plan; A009, DI-NDTI-80566A, Test Procedures; A010, DI-NDTI-80809B, Test/Inspection Report; A013 DI-MISC-80508B/T, Technical Report).
2. Contractor shall perform all technical, cost, and schedule program management and status reporting activities necessary to allow the USG full visibility into all elements of the progress of the project, including (but not limited to): cost, schedule, performance, risks, and risk mitigation actions. It is expected that regular Program Management Integrated Planning Team (PMIPT) meetings will be the standard reporting forum for project status communication with schedule status and risks actively monitored. In addition, there will be regular System Engineering and Integration Team (SEIT) IPT meetings for technical interfaces (IAW CDRL A005, DI-MGMT-81808, Contractor’s Risk Management Plan; A007, DI-MGMT-80368A, Status Report; A027, DI-MGMT- 81809, Risk Management Status Report).
3. The list of equipment quantities projected as necessary for the various build types is as follows (quantities/build cycles are to be evaluated and verified by Exelis in its proposed contractual approach):

4. The Data Storage SLEP modifications apply to the following locations:
*The USG projects five different manufacturing (Time Compliance Technical Order (TCTO) Kits) cycles to support the fielding plan.
5. Technical Order (TO) source data, updates, and technical reviews shall be completed and coordinated by the contractor and must contain before and after coding for all TO change pages.
TO updates must be verified and validated prior to the start of Operational Testing. The ICBM Technical Order Management Agency (TOMA), in conjunction with the SACCS PO, shall be the approval authority for the following reviews (IAW CDRL A030, TMCR 86-01N, Technical Manual Contracts Requirement):
a. 35% T.O. In Process Review (IPR)
b. 80% T.O. IPR
c. T.O. Verification
d. T.O. Validation
e. T.O. Pre-Publication Review (PPR)
6. Each hardware item (MSU, MDU, DSU, MSUS, CMSU, PC Dump, and MD) shall be considered a separate project with its own independent set of qualitative data, quantitative data, deliverables, and schedule. This schedule must be mapped out in detail from project initiation to project completion to include USG programmatic and engineering milestone reviews referenced below. During these reviews, the ICBM Systems Directorate (ICBMSD) shall provide the Chair and grant/not grant authority to proceed to the next milestone. If authority is not granted Exelis will provide specific identification of short falls and a “get well” plan with

8. Following FQT and per a schedule that shall be coordinated with and accepted by SACCS PO, each project shall be complete in all aspects and have its final Technical Data Package (TDP) delivered to the SACCS PO. As a minimum, this TDP shall contain:
a. All technical specifications (IAW CDRL A018, DI-IPSC-81431A, System/Subsystem Specification; A019, DI-IPSC-81432A, System/Subsystem Design Description; A022, DI- IPSC-81433A, Software Requirements Specification; A023, DI-IPSC-81435A, Software Design Description)
b. Full drawings (must be suitable for manufacturing and life-long sustainment, at a minimum) (IAW CDRL A015, DI-SESS-81000E, Product Drawings/Models and Associated Lists; A020, DI-MISC-81432A, Specification Requirement Verification Matrix)
c. ICD (or reference to an existing SACCS ICD) (IAW CDRL A016, DI-CMAN-81248A, Interface Control Document)
d. Complete technical orders ready for printing and distribution (IAW CDRL A030, TMCR 86-01N)
e. Digital copies of all software/firmware (IAW CDRL A025, DI-MCCR-80700, Computer Software Product End Item)
f. User and maintainer training material (IAW CDRL A029, DI-ILSS-80872)
g. Copies of all test procedures executed and results obtained in the development of replacement hardware (IAW CDRL A009, DI-NDTI-80566A, Test Procedures)
9. The Contractor bears the responsibility of establishing telecons/Video Teleconferences (VTC) (in coordination with government) (IAW CDRL A003, DI-MGMT-81605, Briefing Material), kicking off the meetings (IAW CDRL A002, DI-ADMN-81249A, Conference Agenda), submitting meeting minutes (IAW CDRL A004, DI-ADMN-81505, Record Meeting Minutes), archiving all relevant data, and engaging in all other necessary administration to ensure that the schedule is expeditiously followed and that all decisions are vetted and relevant decisions are recorded/executed in a timely manner (IAW CDRL A001, DI-MGMT-81861, Integrated Program Management Report ). The SACCS PO is responsible for ensuring Government attendance at these reviews.
10. The contractor will provide one training session to the DS-SLEP training cadre utilizing material provided under CDRL, A029, DI-ILSS-80872. This cadre provides DS-SLEP familiarization training to SACCS operators and maintainers. The details of this training session will be established during contract negotiation.
11. The contractor will provide a collaborative environment to facilitate data exchange (e.g.
Microsoft SharePoint®.
12. The contractor shall provide a Contractor Statement of Work (CSOW) and schedule with proposal (IAW CDRL A006, DI-MGMT-81606, Statement of Work).
13. The USG requires all hardware to be delivered within 18-months of contract award.
14. The contractor shall provide the cost of manufacturing each equipment item as the USG may need to change the number of production runs based on the availability of MSU chassis.
