About this file
This document is an Evaluation Criteria for Award for Solicitation FA8203-24-Q-0016, dated 16 October 2025. The U.S. Government intends to award a single contract on an "All or None" basis for unspecified parts, with evaluation based solely on the lowest total evaluated price (TEP). Offerors must be from a pre-approved list of sources, which includes SPS Technologies, Adept Fasteners, ATF Aerospace, and Boeing Distribution Services.
Key requirements include submitting a complete offer with proposed pricing for all line items, delivering on or before the specified schedule, and meeting manufacturing qualification requirements. The solicitation notes that if the contract's priority is upgraded to a MICAP (Mission Critical Aircraft Part) post-award, the delivery schedule may need to be expedited through a bilateral contract modification. Alternate sources can seek approval but cannot delay the award process, and offerors are expected to submit their best initial pricing since the government intends to award without discussions.

EVALUATION CRITERIA FOR AWARD
16 October 2025
SOLICITATION: FA8203-24-Q-0016
Instruction to Offerors The purpose of this note is to provide a tailored streamlined set of “Instructions to Offerors” in accordance with (IAW) FAR 12.301(b)(1) and clause 52.212-1 – Instructions to Offerors – Commercial Products and Commercial Services.
1 - For purposes of award, offers will be evaluated based on the lowest total evaluated price (TEP). Price will be evaluated by adding the extended prices for basic award and option quantities (if applicable) (i.e.
TEP). An example of the extended prices evaluation is provided below for reference. The Government intends to award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. In the event discussions are held, offeror responses to those notices will be considered in the evaluation.
CLIN DESCRIPTION PROPOSED CLIN AMOUNT
0001 Basic Award $ 0002 Basic Award $ 0003 Basic Award $
TOTAL EVALUATED PRICE $
2 - Multiple offers will not be accepted
3 - The Government intends to award one (1) contract based on "All or None". The Government will not consider any offers for less than the quantity offered. Additionally, offeror shall submit a proposed delivery schedule for the CLINs that is “on or before” the required delivery schedule identified on the CLINs of the solicitation.
4 - This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Therefore, to be considered for award an offeror will be required to be listed as an approved source. A list of approved source(s) is provided below.
Approved Source(s) Cage Code SPS Technologies 56878 Adept Fasteners 1V0G6 ATF Aerospace 6XGY8 Boeing Distribution Services 2V484
Alternate sources shall refer to the attached "Manufacturing Qualification Requirements (MQR)" for procedures that must be satisfied to become an approved source for this requirement. Award of the subject solicitation MAY NOT BE DELAYED due to alternate source notifying the appropriate Government contracting office of intent to qualify as an approved source for this requirement.
5 - In the event the priority of the basic award and/or option(s) is upgraded to a MICAP post-award, the Government may require the delivery schedule to be expedited. The expedited delivery schedule and any resulting price increase will be negotiated and established via a bi-lateral contract modification.
