F-15 Steering Actuator Solicitation Questions January 30 2019 – February 14, 2019
1) Does US Government own any test equipment from McAir?
Answer: The government does not keep detailed records for whom has produced test equipment for this item.
2) What indicates to the Government that a shimmy damper needs to be removed from the aircraft (is it only failure modes identified on the Failure Modes and Effects Analysis or are there other indicators (such as pilot squawks, etc.))?
Answer: Removal/replacement is at the discretion of the maintainers and flight crew.
3) I will plan to include the request in our SOW, but will the special test equipment identified in Table 2-1 of the Task Order 9H2-3-83-3 (Overhaul instructions for the shimmy damper) be available for use in this effort?
Answer: No government furnished equipment will be provided for this effort.
4) Task 5 deliverables, #5 states: “Technical Order (T.O.) source data and structural updates (if required).” We’ve been assuming the Air Force wants TO updates here and not just T.O. source data (that would match with the CDRL A004). Can you confirm?
Answer: Sounds like our definitions are the same, technical order source data is just a fancy way of saying updates.
5) In the Background section of the SOO, it was identified that there was a “recent mass damper design effort” with “test results and problem analysis”. Can we get a copy of those test results and problem analysis?
Answer: I will provide the Test results for distribution for the “recent mass damper design effort”.
This is a 30mb file
6) Relative to the statement in the SOO relative to “restricted design”. Does this mean that USAF does not currently have any manufacturing drawings --- only source control drawings?
Answer: Restricted Design references the specification controlled procurement processes for this assembly. Specifically from the SAW:
MANUFACTURE OF THIS PART REQUIRES SPECIAL TEST/INSPECTION FACILITIES TO DETERMINE AND
MAINTAIN ULTRA-PRECISION QUALITY FOR
ITS FUNCTION AND SYSTEM INTEGRITY. SUBSTANTIATION AND INSPECTION CANNOT BE
ACCOMPLISHED WITHOUT SUCH SPECIALIZED TEST OR
INSPECTION FACILITIES.
THIS ITEM IS NOT SUITABLE FOR COMPETITIVE PROCUREMENT BECAUSE THE SPECIAL
TEST/INSPECTION FACILITIES ARE NOT AVAILABLE FOR
COMPETITIVE SOURCES. ACCESS TO THE SPECIAL TEST/INSPECTION FACILITIES IS REQUIRED TO
DETERMINE AND MAINTAIN ULTRA-PRECISION
QUALITY FOR ITS FUNCTION OR SYSTEM INTEGRITY.
File details come from the government source that posted it.
