Description:
The Air Force anticipates awarding a contract for Aircraft Structural Integrity Program (ASIP) Legacy VII, IAW the Performance Work Statement (PWS). The period of performance is anticipated to be December 2020 to December 2031 for the basic 5 year ordering period, 5 year ordering period, 1 year delivery period for a total of 11 years. This requirement will be a sole source service contract to Northrop Grumman. All Government requirements have been identified and can be referenced in the CLINs listed above. Requirements consist of the following:
Develop/provide usage survey/assessment, loads analysis, stress and thermal analysis, critical area analysis, spectra development, fatigue crack nucleation and durability and damage tolerance analysis, durability and damage tolerance testing, materials testing, metallurgical and failure analysis, teardown inspection, failure analysis, test and evaluation, individual aircraft/engine/mechanical system tracking, force structure management, software application and database update and development, probabilistic analysis and risk assessment, structural repair support, flutter/aeroservoelastic analysis, structural dynamics analysis, engineering test support, non-destructive inspection development and support, configuration management, legacy and modernization data retrieval, new wing program engineering support, depot support, technical data development and validation, drawings and processes, and materials procurement and prototype development.
No NSNs are assigned.

Northrop Grumman has the data and expertise required for this contract. Northrop Grumman is not willing to sell this to the government so all offers must have the required data on the A-10 aircraft to be eligible for award

This is an Indefinite Delivery Indefinite Quantity service contract with a minimum of $500,000 order amount and a maximum order amount of $185.7
Unit of issue: Lot for Cost elements and Each for known FFP tasks
Delivery schedule: 12 Months or TBD on each Task Order. The Schedule is 5 years for the Basic and 5 years for the Option with an additional year for deliveries totaling 11 years.
Duration of the contract period: The base ordering period for this contract will be five years from contract award with a 5 year option period and 1 year delivery is allowed for a total period of performance of 11 years.
Solicitation Procedures: A Sole Source Request for Proposal (RFP) using FAR Part 15 procedures was used to award this contract. Foreign contractors were not allowed to participate in this contract.
Place of Contract Performance: Clearfield, Utah.
