About this file
This is a Statement of Objectives (SOO) for the enhancement of the Emergency Mass Notification System (EMNS), known as "Giant Voice" (GV), at Hill Air Force Base, Utah. The contractor shall provide a turn-key solution to engineer, furnish, install, and test enhancements to the existing SiRcom Giant Voice system installed in 2025. The scope of work includes installation of four 16-horn speaker stacks with associated equipment, one Motorola brand repeater, and single horn speakers at three base entry gates (West Gate, South Gate, and Roy Gate). All equipment must be SiRcom brand for Giant Voice hardware and Motorola brand for radios and repeaters to ensure compatibility with existing infrastructure. The contractor must provide new utility poles and power for the speaker stacks, remove existing poles and equipment within 50 feet of new installations, and coordinate installation locations with Hill AFB Radio Shop (SCOIR) to maximize audio coverage.
The enhanced system must meet specific performance requirements, including providing intelligible voice coverage at 50 dB and tone coverage at 80 dB at 700 yards from 16-stack horn locations. All outdoor equipment must operate in ambient temperatures from -10°F to 120°F and withstand winds of 70 knots with gusts up to 100 knots. Equipment cabinets must be walk-up serviceable (maximum 6 feet height), environmentally sealed, securable with integrated locking systems, and equipped with intrusion detection systems reporting to the Command Post. Solar panel trickle chargers must maintain backup battery life for new speaker stacks. The system must utilize open architecture software for operations and monitoring with real-time health monitoring and diagnostic reporting capabilities; proprietary closed-loop software is prohibited. Deliverables include a comprehensive project plan, equipment manuals, as-built drawings, and open architecture software with training. Upon successful installation and acceptance testing, the contractor shall provide on-site maintenance and operator training, and all equipment and installation work shall be covered by a one-year warranty including travel and repair costs.

Statement of Objectives (SOO) Emergency Mass Notification System (EMNS) Enhancement Hill Air Force Base, Utah
1.0 Introduction and Background
This Statement of Objectives (SOO) outlines the requirements for the enhancement of the existing Emergency Mass Notification System (EMNS), also known as "Giant Voice" (GV), at Hill Air Force Base (AFB), Utah. The current Giant Voice system, a SiRcom system was installed in 2025. This project seeks a turn-key solution to enhance the system's capabilities, reliability, and coverage.
2.0 Scope of Work
The contractor shall provide all personnel, equipment, materials, and supervision necessary to engineer, furnish, install, and test an enhancement to the existing SiRcom Giant Voice system at Hill AFB. The scope includes the addition of four (4) 16-horn speaker stacks, one (1) Motorola repeater, and a single horn at each entry gate to improve overall system coverage and performance.
To ensure full compatibility with the existing infrastructure and potential future upgrades, the contractor is restricted to utilizing only SiRcom brand equipment for the Giant Voice hardware and Motorola brand radios/repeaters.
The contractor proposal shall provide a detailed installation plan, to include method, schedule, equipment manuals, a final test and acceptance plan, and as-built drawings upon completion.
3.0 Specific Tasks and Requirements
3.1 Equipment and Installation
The contractor shall:
· 3.1.1 Furnish and install four (4) new 16-horn speaker stacks, and associated equipment at locations to be determined in coordination with Hill AFB Radio Shop (SCOIR) to maximize audio coverage. All new horn stacks, node controllers, and associated Giant Voice hardware shall be exclusively SiRcom brand equipment and compatible with the existing GV system.
· 3.1.2 Provide/install new utility poles and power for the 16-horn stacks, according to approved installation plan. Existing poles and equipment within 50 feet of new installations shall be removed and disposed of by the contractor.
· 3.1.3 Furnish and install one (1) Motorola brand repeater to ensure seamless communication and integration with existing system. All RF communication equipment and radios utilized for this enhancement must be exclusively Motorola brand. The location of the repeater shall be determined by the contactor and proven to the Government (SCOIR) to provide reliable signal enhancement to the entire system.
· 3.1.4 Furnish and install one (1) single horn speaker at each of the following base entry gates: West Gate, South Gate, and Roy Gate. These speakers and associated installation hardware shall be exclusively SiRcom brand.
· 3.1.5 Ensure all new equipment is fully integrated with the existing SiRcom Giant Voice system, including the primary controller unit and software.
· 3.1.6 Ensure all installation work complies with UFC 4-021-01, the National Electric Code (NEC), ANSI/TIA/EIA-568, ANSI/TIA/EIA-569, and TIA/EIA-607 standards.
3.2 System and Performance Requirements
The enhanced system must meet the following requirements:
· 3.2.1 Audio Coverage: The system shall provide intelligible voice and tone coverage across all newly covered areas, meeting the following minimum sound pressure levels:
· Voice: ≥ 50 dB @ 700 Yards (for 16 Stack Horn Locations)
· Tone: ≥ 80 dB @ 700 Yards (for 16 Stack Horn Locations)
· 3.2.2 Environmental Durability: All outdoor equipment must be fully functional in ambient temperatures from -10°F to 120°F and withstand sustained winds of 70 knots (with gusts up to 100 knots).
· 3.2.3 Equipment Cabinets:
· Cabinets for new speaker stacks shall be installed at a walk-up serviceable height (no greater than 6’ from ground level to the top of the cabinet).
· Cabinets must be environmentally sealed, fully enclosed, and securable with an integrated locking system. They must also be equipped with an intrusion detection system that reports to the Command Post and the 75 ABW/SCOIR office.
· 3.2.4 Solar Power: New speaker stacks shall include a ground-mounted, south-facing solar panel trickle charger to maintain back up battery life.
· 3.2.5 Software and Health Monitoring: The system shall utilize open architecture software for all system operations and monitoring. The software must be capable of providing real-time, independent health monitoring and diagnostic reporting directly from each stack location back to the primary controller. Proprietary, closed-loop software architectures that restrict future integration are prohibited.
4.0 Deliverables
The contractor shall provide the following:
· 4.1 Project Plan: A comprehensive plan detailing the installation schedule, locations, and procedures, as part of their proposal. A site survey will be will be offered prior to the submission of proposals
· 4.2 Equipment Manuals: Complete operational and maintenance manuals for all new equipment installed.
· 4.3 As-Built Drawings: Detailed drawings showing the final locations and configuration of all installed equipment.
· 4.4 Software/Firmware: All necessary open architecture software, firmware, licenses, backups and training for the new equipment/software.
5.0 Training
Upon successful installation and acceptance testing by SCOIR, the contractor shall provide on-site maintenance and operator training for Government personnel as a condition of final acceptance. This includes comprehensive training on the open architecture software and health monitoring tools.
6.0 Warranty
All equipment and installation work shall be covered by a one-year warranty from the date of Government acceptance. The warranty shall include all costs associated with travel, diagnosis, and repair of any system defects or failures.
7.0 Testing and Acceptance
The Government will perform regular inspections during the installation process. Upon completion, the contractor and Government representatives will conduct a final acceptance test to ensure performance requirements of this SOO have been met, including verifying the health monitoring capabilities of the open architecture software.
