Statement of Work Summary

This Statement of Work defines the requirements for a subscription-based Airspace Monitoring Service (AMS) for Counter-Small Unmanned Aerial System (C-sUAS) detection and telemetry at Hill Air Force Base for the 75th Security Forces Squadron. The contractor must provide a turn-key solution with real-time and historical UAS tracking data, pilot geolocation services, and Remote ID decoding capabilities. The system shall integrate via Open API with Android Tactical Assault Kit (ATAK) and LiveEarth to support a single pane of glass Common Operating Picture displaying UAS tracks alongside other airspace data. The subscription shall provide minimum access for 20 concurrent users and include all software/firmware updates, periodic capability releases, bug fixes, and hardware failure replacement. The contractor must ensure 99.5% monthly operational uptime, provide customer support with initial response within 4 hours during standard business hours (0800-1700 MT, Monday-Friday) and within 8 hours outside business hours, and maintain a dedicated point of contact.

The period of performance runs from April 1, 2026 through March 31, 2027, with critical milestones requiring sensor installation completion and system configuration by April 1, 2026, and full operational go-live by April 2, 2026. The contractor must coordinate installation with the 75th Civil Engineering Group, deliver all system components via tracked shipping or in-person with signed receipt, provide initial interface training for up to 20 users, and deliver updated user manuals and documentation within 30 days of any major software release. The solution must comply with National Defense Authorization Act (NDAA) requirements and Buy American Act standards, with the contractor providing documentation certifying end-product and component compliance. Any non-compliant components must be identified and explicitly approved in writing by the Contracting Officer before contract award, and tariff-related price change clauses are unacceptable and will not be included in the final contract.
