About this file
This is a Single Source Justification (Simplified Acquisition) document for the procurement of automated refraction systems (phoropters) for the Air Force Sustainment Center's Optometry Clinic at a 75 MDG facility.
The Optometry Clinic requires Marco automated refraction systems with integrated control units and installation to support comprehensive optometric care, including objective and subjective refraction services that directly impact prescription accuracy, clinical efficiency, and patient throughput. The equipment must integrate with existing optometry lane systems and support electronic data transfer. The justification establishes that Marco systems are the only practical option due to standardization requirements across Air Force Medical Treatment Facilities, existing personnel training on this platform, compatibility with current infrastructure, and established maintenance and vendor support relationships. Market research identified alternative manufacturers, but their systems lack compatibility with existing Air Force systems and would require additional training, integration modifications, increased maintenance complexity, and reduced workflow efficiency. The contracting officer, Audrey Armstrong (NH-03), determined on July 27, 2026, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). The requiring activity commits to continuing market research to evaluate emerging vendors and technologies, with future acquisitions potentially being competed if alternative vendors can meet enterprise standardization, system interoperability, and total lifecycle cost requirements without increased costs or operational impact.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
The requiring activity will continue market research to evaluate emerging vendors and technologies.
Future acquisitions will consider enterprise standardization, system interoperability, and total lifecycle cost. If a vendor can meet these requirements without increased cost or operational impact, future procurements may be competed. At present, maintaining the existing platform is the most effective approach.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
