STATEMENT OF WORK
FOR
CLEAN-UP AND REPAIR OF
CUSTOMIZED COMMUNCIATIONS VEHICLES
FOR
HQ UTAH TEST AND TRAINING RANGE,
HILL AIR FORCE BASE
LOCATED AT
AVERY COMPUOUND,
DUGWAY PROVING GROUND, UT
General Information:
Utah Test and Training Range (UTTR) is seeking a contractor to clean and repair three communications vehicles that have suffered minor rodent damage and require comprehensive maintenance. These vehicles are considered by the government to be equipment that supports a specific communications capability, they are neither US Air Force vehicles (blue assets) nor GSA lease vehicles. They are owned and operated as equipment by HQ UTTR. The vehicles are as follows:
Vehicle 1: 2009 Dodge 3500 Truck w/compartment (see appendix 1)

To the extent possible, and as shown in the accompanying images, the electronics and communications equipment has been removed from the trucks. All that remains is power distribution equipment, HVAC, equipment racks, and antennas. The trucks shall be cleaned to be free of any rodents and their remnants; removal and replacement of damaged and worn parts specified later in this SOW; and the trucks shall be restored to working and road worthy order within the limits of this contract. The performance period of this contract will be 30 days from the notice to proceed (NTP), but may be extended due to lead time for parts availability based on written request to the contracting officer. The vehicles are presently not operable but do start with the aid of jump start batteries. They are located on the Avery Compound at Dugway Proving Ground (DPG), Utah. Some initial cleaning and repair may be conducted on site and the trucks will be required to be moved to the contractor’s facility for maintenance and comprehensive cleaning. The contractor will be responsible for damage to or theft of the vehicles while in his possession, excluding acts of God. With the exception of the cleaning requirement, specialized communications equipment in the compartments of these vehicles (equipment racks, cable trays, communications wiring, antennas) is excluded from this SOW; however the lighting, HVAC systems and equipment inherent to the function of the vehicle are included. Cleaning is limited to accessible surfaces. All parts and fluids shall be original equipment manufacturer (OEM) or equivalent (non-OEM parts or recommended fluids must be submitted to the contracting officer (CO) as equivalent parts prior use and approved by the CO). Contractor is responsible for disposal of all used fluids, parts, tires, batteries etc. Where possible, the government has provided the manufacturer’s recommended fluid type or part number and an approximate quantity. The contractor is responsible for verifying all fluid types, part numbers and quantities. The contractor will utilize the OEM recommend fluid or part or equivalent. If an equivalent fluid type or part is used, the contractor shall email the CO for approval prior to proceeding with the affected portion of work. The requirements for the contractor proposal for completion of this SOW is outlined in section 3.
1. Existing Conditions & Minimum Requirements:
1.1. Vehicle 1 (2009 Dodge 3500 Truck with compartment, see appendix 1 for photos)

Rodent damage to this vehicle is minimal. The engine turns over runs with jump start assistance. The contractor shall provide all materials and labor necessary to complete each requirement listed below (contractor shall provide and use only OEM materials or equivalent – e.g. parts, fluids, greases, tires, etc.; if using other than OEM parts or fluids, contractor shall receive approval from the government prior to proceeding):
1.1.1. Clean the interior of the truck cab and all compartments utilizing a hypochlorite disinfectant containing at least 10% bleach, all accessible surfaces shall be hand wiped. Seats, carpets and other upholstery shall be steam cleaned. Cleaning includes wiping down all surfaces throughout the vehicle including communications racks, control panels, HAVC, etc. After disinfecting, all hard surfaces should be cleaned with a regular general purpose cleaner. Glass surfaces should be cleaned with an automotive glass cleaner. Contractor will remove any existing floor mats - not to include rubber flooring - and replace with equivalent size, shape and material.
1.1.2. Replace existing batteries with new, quantity of two (2), group H7, MOPAR part #:
BB94R750AA or equivalent and two (2) Interstate DCM0100 or equivalent.
1.1.3. Replace existing tires with new, quantity of eight (8), LT235/80R17 120/117R, load range E, M&S, on/off road all terrain tires. Tires shall be BF Goodrich T/A KM2, American General Grabber AT2, or Goodyear Wrangler AT or equivalent. Tires shall be multi-ply radials with re-enforced sidewalls and engineered for on/off road use as stated by manufacturer. Contractor shall submit tire selection to CO for approval prior to procurement.
1.1.4. Oil Change service – drain and replace existing oil with approximately 12 quarts of
MOPAR 5W-40 synthetic oil that meets the Chrysler Materials Standard MS-10902 and carries the API (American Petroleum Institute) CJ-4 engine oil designation. Replace oil filter with MOPAR oil filter or equivalent.
1.1.5. Transmission service – remove existing fluid, remove debris if any, clean, replace with new OEM fluid (MOPAR ATF+4 Automatic Transmission Fluid or equivalent), replace filters.
1.1.6. Transfer case service – remove existing fluid, remove debris (if any), refill transfer case with MOPAR ATF+4 Automatic Transmission Fluid (contractor shall verify the transfer case model and provide with appropriate fluid if not AFT+4, government believes it to be model NV273 but cannot be verified at this time).
1.1.7. Coolant service – flush existing coolant and dispose of properly, replace with approximately 6 gallons of new MOPAR Antifreeze/Coolant 5 Year/100,000 Mile Formula HOAT (Hybrid Organic Additive Technology) or equivalent.
1.1.8. Axle service – remove and properly dispose of existing fluid, replace with new fluid, Synthetic, GL-5 SAE, 75W-90 or equivalent. Limited slip additive may or may not be required. Verify through inspection and service manual and add if required. Service wheel bearings and hubs as necessary.
1.1.9. Air cleaner service – remove existing air cleaner filter and replace with new MOPAR air filter or equivalent.
1.1.10. Fuel filter service – remove and replace fuel filter element, new filter element shall be
MOPAR Fuel filter or equivalent and must meet a minimum of a 5 micron rating.
1.1.11. Brake service – remove existing brake linings, replace with new brake linings. Flush and fill brake master cylinder and brake lines and replace with new brake fluid using MOPAR DOT 3 and SAE J1703 or equivalent.
1.1.12. Drive shaft service – lubricate drive shaft fittings, MOPAR Type MS-6560 (lithium-based grease), or equivalent.
1.1.13. Power steering service – flush system and fill using MOPAR Power Steering Fluid +4 or equivalent.
1.1.14. Replace drive belt and accessory drive belts with OEM specified parts.
1.1.15. Replace heating and cooling unit and ductwork of the OEM vehicle (meaning parts installed by the Dodge factory) HVAC system including housing, fans, coils and all other parts with new OEM parts. Existing electronic controls may remain as well as existing refrigerant and coolant connections to the vehicle cooling and AC systems.
This requirement (1.1.15) DOES NOT pertain to the aftermarket Duo-Therm HVAC systems.
1.1.16. Replace windshield wipers and fill windshield fluid reservoir with all-weather fluid
1.1.17. Service two (2) existing Duo-Therm Penguin (by Dometic) HVAC units providing heating and cooling to the communications compartment and truck cab – verify refrigerant levels restore to OEM specifications, verify no leaks in the refrigerant loop, clean coils, replace any filters and clean cooling fins and/or condenser that may be present. Clean heating element. Verify operation of the system. These systems operate independently of the OEM vehicle HVAC system. This requirement (1.1.17) DOES NOT pertain to the OEM vehicle HVAC system. Both Duo-Therm units are 120V and powered by the on board generator, not the vehicle battery.
1.1.18. Service Cummins-Onan QD Generator 8kW, model number 8HDKAU41934M – replace oil, oil filter, fuel filter and air filter per OEM specifications. Contractor shall start and run generator for 15 minutes to verify operation.
1.1.19. Replace door seals on communications compartment and seal all penetrations.
1.2. Vehicle 2 (2009 Cheverolet c5500 - CC5C044 Truck with compartment, see appendix 2)

Rodent damage to this vehicle is minimal. The engine turns over runs with jump start assistance. The following work is required on this vehicle and the contractor shall provide all materials and labor necessary to complete each requirement listed below (contractor shall provide and use only OEM materials – e.g. parts, fluids, greases, tires, etc.; if using other than OEM parts or fluids, contractor shall provide specification to contracting officer and receive approval from the government prior to proceeding):
1.2.1. Clean the interior of the truck cab and all compartments utilizing a hypochlorite wiped. Seats, carpets and other upholstery shall be steam cleaned. Cleaning includes wiping down all surfaces throughout the vehicle including communications racks, control panels, HAVC, etc. After disinfecting, all hard surfaces should be cleaned with a regular general purpose cleaner. 1.2.3. Replace existing tires with new, quantity of eight (8), 245/70R19.5, load range G, M&S, on/off road tires. Tires shall be Goodyear G622 RSD ULT or equivalent.
Contractor shall submit tire selection to CO for approval prior to procurement.
1.2.4. Oil Change service – drain and replace existing oil, replace oil filter with OEM or equivalent. Contractor shall use SAE 15W-40 oil with the API CJ-4 designation (approximately 15 quarts).
1.2.5. Transmission service – remove existing fluid, remove debris if any, clean, replace with new OEM fluid, and replace filters. Contractor shall use Allison Transmission approved TES 295 fluid (approximately 11 – 15 quarts).
1.2.6. Transfer case service – remove existing fluid, remove debris if any, clean, replace with
OEM recommend fluid or equivalent. Contractor shall use GM Manual Transmission Fluid, GM part number U.S.88861800 or equivalent (approximately 4.0 pints).
1.2.7. Coolant service – flush existing coolant and dispose of properly, replace with OEM recommend fluid or equivalent. Contractor shall use 50/50 mix of clean, drinkable water and DEX-COOL (approximately 28 quarts).
1.2.8. Axle service – remove and properly dispose of existing fluid or grease, replace with new; replace with OEM recommend fluid or equivalent. This includes front wheel bearings, front axle, rear axle and hubs, rear axle shift motor, propshafts and spines.
1.2.9. Air cleaner service – remove existing air cleaner filter and replace with new; replace with OEM recommend part or equivalent.
1.2.10. Fuel filter service – remove and replace fuel filter replace with OEM recommend part or equivalent. If so equipped also remove and replace secondary fuel filter.
1.2.11. Brake service – remove existing brake linings, replace with new brake linings. Flush and fill brake master cylinder and brake lines and replace with new brake fluid. Use OEM recommended fluid and parts or equivalent.
1.2.12. Drive shaft service – lubricate drive shaft fittings with OEM recommend grease or equivalent.
1.2.13. Power steering service – flush system and fill using OEM recommend fluid or equivalent. Contractor shall use DEXRON –VI Automatic Transmission fluid or
1.2.14. Replace drive belt and accessory drive belts with OEM specified parts.

1.3. Vehicle 3 (2009 Custom tandem axle utility trailer, see appendix 3):
1.3.1. Clean the interior of the trailer and all compartments utilizing a hypochlorite wiped. Seats, carpets and other upholstery shall be steam cleaned. Cleaning includes wiping down all surfaces throughout the vehicle including communications racks, control panels, HAVC, etc. After disinfecting, all hard surfaces should be cleaned with a regular general purpose cleaner. Glass surfaces should be cleaned with an

1.3.3. Replace existing tires with new, quantity of six (6), ST235/80R16, load range E, on/off road tires. Tire shall be Goodyear Marathon radial trailer tire or equivalent.
Contractor shall submit tire selection to CO for approval prior to procurement.
1.3.4. Service existing HVAC units providing heating and cooling to the communications compartment and truck cab – verify refrigerant levels restore to OEM specifications, verify no leaks in the refrigerant loop, clean coils, replace any filters and clean cooling fins. Existing unit is a MARVAIR, AirExcel Inc, ComPAC II, model number
AVPA24ACA060CRU-100.
1.3.5. Service Cummins-Onan QD Generator 8kW, model number 8HDKAU41934M – replace oil, oil filter, fuel filter and air filter per OEM specifications. Contractor shall start and run generator for 15 minutes to verify operation.
1.3.6. Replace door seals on communications compartment and seal all penetrations.
1.4. General Requirements All Vehicles:
Final cleaning – when the specific tasks above have been completed, as a final step prior to returning the vehicles to the government, all vehicles shall be thoroughly cleaned on both the interior and exterior. The standard of performance shall be all accessible surfaces shall be free of any dust or dirt, rubber floors shall be mopped or wiped, all glass and plastic surfaces shall be free of smudges or finger prints, engine compartments shall be thoroughly cleaned and all dust and dirt shall be removed, all other compartments cleaned and free of dust and dirt, and truck exteriors shall be washed. The final cleaning is intended to remove and residue from prior cleaning and maintenance activity and prepares the vehicles to be returned to operation.
1.5. Find and Correct Electrical Issue, 2009 Dodge 3500
Vehicle 1, 2009 Dodge 3500, has a persistent known electrical problem that drains the batteries over time. Operators of the vehicle suspect that the “battery boost” system, an aftermarket installation by prior contract, to be the source of the issue. This task requires the contractor to verify the source of the drain. Once verified, the contractor shall correct the drain issue. If necessary the battery boost system may be removed.
2. Site Visit:
Interested bidders are invited to a site visit to inspect the vehicles prior to bid submission. Bidders are advised that vehicles may contain dead rodents and/or their feces, urine and nesting materials.
Bidders are required to provide their own personnel protective equipment as necessary. Bidders must submit their full name, driver’s license number and state of issue, phone number and date of birth for security screening purposes to be allowed access to DPG. This information must be submitted as directed by the CO. Bidders who already hold a CAC card and have DPG access need only inform the CO that they wish to attend and already have credentials. The CO will provide the schedule for submittal of information and the date and time of the site visit.
3. Proposal Requirements:
The contractor’s proposal shall contain the following:
• An itemized quote for the tasks outlined in section 1
• A description of how the vehicles will be transported and where they will be stored
• A description of any work that will be required to be subcontracted
• A description of previous diesel maintenance work performed for any US Government agency or contract.
