Single Source Justification (Simplified Acquisition)
SAF/AQCP Template | 1 May 2014 Page 1 of 2
Section A: General Contract Information
Contracting Activity: OL:H PZIOA, Hill Air Force Base 6038 Aspen Ave. Bldg. 1289 NE Hill AFB, Utah 84056
Purchase Request/ Identification Number:
FA8201-09-C-0072-0019
Project/Program Name: Transient Alert Services Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Approval is requested to extend the contract for Transient Alert (TA) Services under contract number FA8201-09- C-0072. This sole source action will have a performance period of 90 days from 1 October, 2014 to 29 December, 2014. The government's obligation under this option is contingent upon the availability of funds as referenced in contract clause FAR 52.232-18, entitled “Availability of Funds”. Transient Alert Services at Hill AFB consist of:
aircraft arrival, processing and departure services; support of In-Flight Emergencies (IFEs); augmentee support for CDDAR (Crashed, Damaged, Disabled Aircraft Recovery); aircraft de-icing and snow removal services.
Section C: Justification for Soliciting from a Single Source
The required services are deemed to be available only from International Logistics Group, LLC. (ILG) because awarding this 90-day service extension to any other source would result in unacceptable delays in fulfilling the agency's requirements. The follow-on requirement of TA Services was synopsized on FBO on 17 April, 2014 and was solicited under solicitation number FA8201-14-R-0015 on 17 June, 2014. Numerous proposals were received.
However, during evaluations, the government noticed several discrepancies in the Performance Work Statement (PWS), which could have potentially affected each offeror's proposals (Pricing and Technical). Therefore, the government determined to re-open the solicitation under a revised PWS to adequately clarify government expectations and afford each one of the prospective offerors an opportunity to compete. In addition to notification posted on FBO.gov, offerors that have previously proposed were notified individually of the upcoming revision of the PWS and the amendment of the Solicitation under the same solicitation number. The follow-on contract was originally planned to be awarded on 30 September, 2014. Due to unforeseen circumstances, the government has no choice but to re-open the solicitation and extend services under the current contract. Any interruption in TA services would cause substantial hardship and severely impact the missions at Hill AFB-- the airfield would be forced to close;
all flying would cease, all training and deployment actions would also be interrupted. As of today, there is no feasible alternative to the current contract being extended 90 days since no other service provider can stand up a viable Transient Alert Service within the remaining days leading up to 30 September, 2014. Even assuming another vendor can accomplish a transition in 30 days, insufficient time remains to allow for the award of a new contract competitively. ILG is currently in place with all required equipment, manpower, and insurance. Therefore, until the follow-on contract is awarded, it is in the government's best interest to extend the current contract to the incumbent (ILG) to ensure the critical TA services are provided.
Section D: Efforts to Obtain Competition
This action is a short-term extension. The follow-on contract of this requirement is being solicited (competed) on FBO.gov under FA8201-14-R-0015.
Section E: Steps to Preclude Future Single Source Awards
Market research was completed for the follow-on requirement under solicitation # FA8201-14-R-0015. However, SAF/AQCP Template | 1 May 2014 Page 2 of 2 since no contractor but the incumbent is capable of accomplishing the work without incurring unacceptable delays and unacceptable disruptions in service, no further market research for this extension will be conducted.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
