About this file

This is a Single Source Justification document from the Department of the Air Force, Oklahoma City Air Logistics Complex at Tinker Air Force Base, dated 6 October 2026.

The 555 SWES requires a comprehensive Test, Teardown, and Evaluation (TT&E) of an inoperable Radio Frequency M880 amplifier within the Tinker Pin Tester system. This amplifier is critical for testing the electromagnetic pulse (EMP/EMF) nuclear hardness resistance of Line-Replaceable Units for the B-2 aircraft. The unit became inoperable in late 2023 following an audible popping event, with previous diagnostics failing to identify the root cause. The estimated contract value is $75,000. Fischer Custom Communications, Inc., a small business located at 19220 Normandie Ave Unit B, Torrance CA 90502-1011 (CAGE Code 53779, Point of Contact David Fischer 310-310-3300), is identified as the sole source capable of performing this work. The justification establishes that Fischer possesses the proprietary technical drawings, test fixtures, and specialized engineering expertise necessary to interface with and refurbish the custom hardware without risking catastrophic damage to the B-2 test apparatus. Market research confirmed that the original equipment manufacturer, Maxwell, is defunct, and no alternative commercial or noncommercial vendors can perform the required evaluation and repair. The Government commits to continued market monitoring to determine if future competition exists for similar requirements. The Contracting Officer has determined in accordance with RFO 12 that circumstances warrant a single source procurement.

DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

(AFMC) TINKER AIR FORCE BASE OKLAHOMA

6 October 2026

TO: AFSC/PZIMB

FROM: AFSC/SWPB

SUBJECT: Single Source Justification for Pin Wire Tester Eval and Repair

1. Background: The 555 SWES has a requirement for a comprehensive Test, Teardown, and Evaluation (TT&E) on an inoperable Radio Frequency (RF) M880 amplifier within the Tinker Pin Tester (PT) system to determine its repairability. This amplifier is a critical asset directly required to test the electromagnetic pulse (EMP/EMF) nuclear hardness resistance of Line-Replaceable Units (LRUs) for the B-2 aircraft. The unit became inoperable at the end of 2023 following an audible "popping" event, and previous diagnostic attempts have failed to identify the root cause of the failure. The estimated cost is $75,000.

2. Justification: Fischer Custom Communications, Inc. is the sole identified source possessing the proprietary technical drawings, test fixtures, and domain engineering expertise required to interface with and refurbish this custom hardware without risking catastrophic damage to the B-2 test apparatus. Fischer was contacted and does not have any vendors that can perform the needed evaluation and subsequent repair.

3. Statement: The proposed sole source contractor is the only contractor that can satisfy the

Government’s requirements.

Fischer Custom Communications, Inc 19220 Normandie Ave Unit B Torrance CA 90502-1011 POC David Fischer 310-310-3300 Cage Code 53779 Small Business

4. Market Research: Market research was performed to determine whether alternative commercial or non-commercial vendors could evaluate and repair the custom M880 amplifier. Inquiries and database reviews (SAM.gov, technical order reviews) confirmed that the original equipment manufacturer (OEM), Maxwell, is defunct. Fischer Custom Communications, Inc. is the sole identified source possessing the proprietary technical drawings, test fixtures, and domain engineering expertise required to interface with and refurbish this custom hardware.

5. Avoiding Future Single Source: The Government will continue to monitor the market to see if competition exists if the requirement shall occur in the future.

6. Contracting Officer Determination: I have determined, in accordance with RFO 12, that the circumstances of this contract action deem only a single source is reasonably available.
